(KGTV) - The San Diego Police Department is launching its "bait bike" program in Point Loma and Ocean Beach after its success in Pacific Beach.The program outfits bikes with GPS devices that notify officers when a bike is being stolen. (KGTV) - People who live and work around Carmel Mountain are having their patience tested by a road work project.San Diego Public Works began laying new asphalt on a two-mile stretch of Rancho Carmel Drive on Monday this week and so far it’s been three days of congestion for those who have to drive through the area.“This is insane,” said one driver who had been waiting for over an hour on connecting to go a few blocks.Several people told 10News they had been in traffic for up to two hours in a quarter-mile span because of the road work.In a statement SDPW wrote:In response to the increase in traffic, we have sent one of our traffic engineers to the site to assess how the traffic control can be improved to reduce the traffic impacts of the work. We want to apologize to all those that were impacted by the traffic. We expect that this particular stretch of work should be completed today, and the remainder of the paving work on Rancho Carmel Dr. should be done within a week or two, with final striping to follow.SDPW says crews will work 7 a.m. to 3 p.m. and they plan to have the Rancho Carmel Dr. project done by April 20. 1183

(KGTV) — The 18-year-old girl who pushed her friend off a 60-foot bridge into a Washington state river has been charged with one count of reckless endangerment.Prosecutors filed the charge against Taylor Smith, saying the teen engaged in conduct which created a substantial risk of death and resulted in serious physical injury to Jordan Holgerson," according to ABC News.Reckless endangerment is a gross misdemeanor in Washington state and punishable by up to a year in jail and a maximum fine of ,000.Smith pushed Holgerson off the bridge over the Lewis River at Moulton Falls Regional Park near Vancouver, Wash., on Aug. 7.The fall left Holgerson, 16, with six broken ribs, a punctured lung, and air bubbles in her chest, officials said.Footage showing the fall was captured on cell phone video and soon went viral. A nearby surveillance camera also caught Smith pushing Holgerson over.The teens have given conflicting reports of what led up to the fall.Smith has told authorities that she was trying to help her Holgerson overcome the fear of jumping and that she didn't mean to cause harm.
