SAN DIEGO (KGTV) - Civil right activists and lawyers are hoping the court system can force San Diego County law enforcement agencies to change the way they deal with protests.On Thursday, a group of lawyers announced a half-dozen claims and lawsuits against the La Mesa Police Department, San Diego Police Department and the San Diego County Sheriff's Department for what they call unnecessary use of force during recent protests.Dante Pride represents four of the claimants, including Leslie Furcron, the woman hit in the head by a bean bag round fired during a protest outside La Mesa police headquarters on May 30.Pride said Furcron suffered multiple fractures in her face, has no vision in her left eye, has problems walking, has problems remembering, and difficulty with balance.RELATED: Woman shot with bean bag round in the face during La Mesa protest makes public statement"All because she decided to come out, as she is entitled to do, and protest," said Pride.Pride’s other clients have injuries ranging from broken fingers to severe cuts and contusions from being hit by what officers call "less lethal" rounds."The manner in which these things were used, shot indiscriminately into crowds, these are lethal methods being used," said Pride.Other claims stem from protests across the city in the days that followed.Gerald Singleton said his two clients are the "epitome" of peaceful protesters, who were simply standing in the crowd when they were hit by what he calls "rubber bullets.""Anybody who embraces this movement is, unfortunately, under the current police culture, viewed as an enemy, and they're treated accordingly,” Singleton said.RELATED: La Mesa woman hospitalized following protests, family saysThe claims ask for monetary damages to cover medical expenses. "Instead of lashing out against demonstrators, law enforcement should be listening to them and hearing their concerns."The San Diego Police Department says due to the litigation they do not have a comment. SAN DIEGO (KGTV) -- Chula Vista City Councilman Steve Padilla says he's tested positive for COVID-19.Padilla, who represents Chula Vista's District 3, made the announcement in video Saturday that was published on his Facebook page."After recently experiencing symptoms, I was diagnosed as being positive for the COVID-19 virus, also known as the coronavirus," he said.Padilla appeared in good spirits as he told viewers that he was doing "very well" and "feeling well."In a follow up statement, he described having a fever, body aches, headaches, chills, that "came on very rapidly." He noted he had come into contact with friends, colleagues, and the public over the last week."I’m in close coordination with County Public Health officials who are taking all precautions to ensure the health of people I’ve been in contact with," he said.He was recently in Santa Cruz County where he was conducting a hearing as California Coastal Commissioner."I want to remind everyone to keep a safe distance, wash hands, and look out for the elderly most at risk," he said.Padilla has previously served as Mayor of Chula Vista from 2002-2006, and is a former officer and detective with the Chula Vista Police Department. SAN DIEGO (KGTV) – Choir members in San Diego have made it their mission to use music to bring comfort to people nearing the end of their lives.Threshold Choir's director, Nadean Burington, started the local chapter in 2011.  It is an a cappella choir that sings for and with those at the thresholds of life.  They sing at the bedside at San Diego hospices, institutions, and private homes.Recently, doctors diagnosed Burington with stage four cancer. She has recently started requesting the choir's services.“It's wonderful. It's a gift back to me now for what I've given to help start it,” Burington said. “I feel well at this point but I want to the music continue for as long as possible.”Burington says the next directors have been picked out. SAN DIEGO (KGTV) -- Authorities have identified one of the teens killed after he was believed to have mistakenly jumped from a bridge following a crash on a Carmel Valley freeway. According to the medical examiner, 18-year-old Ruben Ortiz Jr., died after jumping from the bridge on State Route 56 near Carmel Valley Road around 11 p.m. Tuesday. The other teen who died after jumping from the bridge was a 17-year-old male California Highway Patrol says was the driver of the vehicle. A family friend says the 17-year-old was Jesse Garcia. CHP says when the car came to a stop, it was facing oncoming traffic. Witnesses told CHP that six people got out of the car, running across the freeway lanes toward the right shoulder to avoid oncoming traffic. Four people from the group then jumped over the right shoulder, not realizing they were jumping off the bridge, CHP says. The four fell 50-75 feet from the structure, and CHP officials said two males died at the scene.A 14-year-old girl and 15-year-old girl were taken to Scripps La Jolla Hospital with injuries of unknown severity.The two others from the group, who reportedly fled the scene after the crash, were located by police late Tuesday night, according to CHP. One of the teenagers is 14-years-old while the other is 15. Police say the responded to a crash on Broadway and North Avenue. Although the Altima wasn't involved in that crash, officers reported that they saw people getting into the vehicle who may have been involved in the crash.When officers tried to pull the Altima over, the driver sped away. The second pursuit happened later in the day around 12:30 p.m., police say.Both chases were terminated after police determined speeds were too high. 2204

SAN DIEGO (KGTV) — California public health officials say the Southern California region has run out of ICU bed capacity.The region, which includes San Diego and 10 other counties, hit 0% capacity, as the state reported 52,200 more coronavirus cases on Thursday. California officials say regional ICU capacity is calculated based on the total number of adult ICU beds minus neonatal and pediatric ICU beds. Adult ICU capacity includes staffed ICU beds and ICU surge beds.San Diego County said Thursday that it was currently at 16% ICU capacity after adding 2,604 new virus cases. There are 295 ICU cases in the county out of 1,186 hospitalizations. County health officials said there has been a 20% increase in ICU cases locally over the last seven days.The Southern California region was one of four regions under the 15% ICU capacity threshold for California's recent stay-at-home order:Bay Area: 13.1%Greater Sacramento Region: 11.3%Northern California: 25.8%San Joaquin Valley: 0.7%Southern California: 0.0%The Southern California region includes Imperial, Inyo, Los Angeles, Mono, Orange, Riverside, San Bernardino, San Luis Obispo, Santa Barbara, and Ventura counties. 1182
