(KGTV) — Cal State San Marcos police are warning students and community members after a stranger was caught touching himself in front of two women.The incident occurred Monday at about 5 p.m. at the campus' Mangrum Track and Field facility, the college said. Two females who weren't students arrived to work out and saw a man near the pedestrian entrance water fountain. As the two women were walking on the track, the man reportedly made a comment to them and that's when they noticed he was committing the lewd act.The women immediately reported the incident to campus police. The man was last seen riding his bicycle up the pedestrian ramp and then west on Craven Road toward parking lot XYZ.The man is described as in his mid-30s, about 5' 8" tall. with a bald or shaven head and thin build. He was last seen wearing blue jeans, tan work boots, a yellow reflective vest, and a black jacket.Anyone with information is asked to call university police at 760-750-4567.Anyone on campus who believes they have witnessed a crime is urged to call 911. SEATTLE (AP) — Prosecutors plan to decide on charges against the man who hit two protesters with his car while driving on a Seattle freeway that was closed for Black Lives Matter demonstrations. One of the protesters was killed. Police say Dawit Kelete hit two people at about 1:40 a.m. Saturday. Summer Taylor, a 24-year-old veterinary clinic worker, suffered critical injuries and died Saturday night. Diaz Love was hospitalized in serious condition. The King County prosecutor's office said it was reviewing investigation documents and would decide on charges by Wednesday afternoon. The driver is being held on a .2 million bail. 643

SAN YSIDRO, Calif. (KGTV) -- The Department of Defense announced Monday that it plans to move an additional 300 troops to the California border, according to ABC News.The announcement was made after hundreds of migrants rushed the border in a show of force, causing the San Ysidro port of entry to close for hours.The troops were assigned to the Texas and Arizona borders, a spokesperson for US Northern Command tells ABC News.The decision was reached following an assessment by US Customs and Border Protection after the 500 migrants rushed the border.The majority of the 300 troops will be Military Police units as well as engineers. Say goodbye to emotional-support animals in airplane cabins. The Transportation Department issued a final rule Wednesday covering service animals. The rule says only dogs can qualify, and they have to be specially trained to help a person with disabilities. "This final rule defines a service animal as a dog, regardless of breed or type, that is individually trained to do work or perform tasks for the benefit of a qualified individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability. It allows airlines to recognize emotional support animals as pets, rather than service animals, and permits airlines to limit the number of service animals that one passenger can bring onboard an aircraft to two service animals," the final rule states. Those traveling with a service dog will be required to fill out a form from the DOT "attesting to the animal’s training and good behavior, and certifying the animal’s good health" before flying. For years, some travelers have been bringing untrained dogs and all kinds of other animals on board by claiming they need the animal for emotional support. Airlines believe some passengers were avoiding pet fees by calling their pets emotional-support animals. The DOT proposed the change earlier this year and received more than 15,000 comments on the proposal, they said in a press release. The new rules take effect in 30 days. 1430

SAN YSIDRO, Calif. (KGTV) -- The new Mexican president is hoping a new deal with three Central American leaders will stop or slow the flow of migrants seeking asylum in the United States. Andres Manuel Lopez-Obrador signed the new deal within hours of taking office. The deal with Guatemala, El Salvador, and Honduras, promises to create a fund that would fight poverty, create jobs and make sure migrants feel safe in their home countries. It will also create a re-integration program for those traveling with the caravan who wish to go back.University of San Diego professor, Ev Meade, says this deal looks good on paper but no one will know for sure until more specifics are released. Professor Meade has been traveling to Tijuana to meet and speak with the migrants. He says most leave because of instability. "What I hear from a lot of people is indirect effects of violence, so it's someone that might say I can't afford to feed my family but when you start asking them questions about what they do, the business that they worked for, why they were laid off, the violence is always there. It might be one degree, two degrees, three degrees of separation but the violence is always there," says Meade. It is still unclear how much funding will go towards those Central American countries but Meade says it will be years before we see the effects of the deal. "This kind of progress, when you talk about big structural issues, doesn't happen in a month, or three months or a year, I mean, it takes time," says Meade. 1528
