The Department of Justice on Monday identified New York City, Portland and Seattle as cities that have allowed "violence and destruction of property to persist," as outlined in a presidential memorandum that could restrict access to federal funding.Earlier in September, President Donald Trump issued the Memorandum on Reviewing Funding to State and Local Government Recipients That Are Permitting Anarchy, Violence, and Destruction in American Cities.The measure allows the DOJ to target city governments that the agency believes has not taken steps to mitigate widespread criminal activity.So-called "anarchist jurisdictions" that meet the DOJ's criteria are subject to a 30-day review by the director of the Office of Management and Budget, who will issue guidance on restricting eligibility for federal grants, according to the presidential memorandum."When state and local leaders impede their own law enforcement officers and agencies from doing their jobs, it endangers innocent citizens who deserve to be protected, including those who are trying to peacefully assemble and protest," Attorney General William Barr said Monday in a statement. "We cannot allow federal tax dollars to be wasted when the safety of the citizenry hangs in the balance. It is my hope that the cities identified by the Department of Justice today will reverse course and become serious about performing the basic function of government and start protecting their own citizens."In New York City, the DOJ cited a monthslong spike in gun violence in conjunction with the City Council's approval of a fiscal budget that reallocated billion from the NYPD toward community and youth programming. The funding changes will begin in 2021."The budget resulted in the cancellation of the new police recruiting class, cuts to overtime spending, and the transfer of certain police functions, including school safety, out of the NYPD," the DOJ said in its statement.The Justice Department also cited the refusal of city district attorneys to prosecute certain charges related to Black Lives Matter protests that have been ongoing since the May 25 death of George Floyd while in Minneapolis police custody."Both [New York City] Mayor [Bill] de Blasio and Gov. [Andrew] Cuomo have forcefully rejected federal law enforcement support," the DOJ concluded in its statement.The loss of federal funding would be a crippling blow to cash-strapped New York City, which lost billion in revenue amid the coronavirus pandemic. The city is currently facing a billion budget deficit that could result in as many as 22,000 municipal layoffs and furloughs in October.Requests for comment from the offices of de Blasio and Cuomo were not immediately returned.Seattle and Portland have also seen significant unrest in recent months since the death of George Floyd. In June, protesters in Seattle occupried a small area of the city of several weeks and vandalized an abandoned police precinct. The Food and Drug Administration is investigating an outbreak of Listeria that has killed at least one person.The FDA, CDC and public health officials are looking into ten cases of Listeria monocytogenes infections reported in Florida, Massachusetts and New York. One person has died, the only available information is that the person lived in Florida.Genome sequencing of the Listeria bacteria isolated from those infected shows the ten people in this outbreak are more likely to share a common source of infection, according to the FDA. Samples were taken from patients between August 6 and October 3.In interviews with nine of the infected people, they all reported eating Italian-style meats recently, like salami, mortadella, or prosciutto, according to the FDA.Public health investigators have not found a common type of deli meat or common supplier among the patients at this time.The patients in this outbreak range in age from 40-to-89 years old, and all of them needed to be hospitalized.Listeria can cause different symptoms, depending on the person and part of the body affected, according to the Centers for Disease Control and Prevention. Symptoms include headache, stiff neck, confusion, loss of balance, fever and muscle aches. 1251

  

The COVID-19 pandemic has been a difficult and stressful time for families, but we're seeing one silver lining when it comes to fathers and their kids.Nearly 70% of dads in a recent study from the Harvard Graduate School of Education say they're feeling closer to their kids right now.The dads have had to be home more than usual, but one of the people involved with the study also believes it's helping that dads may be less distracted with work than they usually are.Also, parents' social lives have changed, so they're doing things with their kids they may have done with their friends previously.Dads in the study say they're also getting to know their kids better. More than half say they're spending more time talking to their children about things that are important to them.“I think we're all better parents when we know our kids better,” said Richard Weissbourd, who directs the Making Caring Common Project at Harvard. “I mean it's respectful to enable our kids to really speak, but we also learn a lot about them and it deepens our relationships with them and it also helps us I think in being mentors and guides to them when they make key decisions in their lives.”The Making Caring Common Project is a national effort to make moral and social development priorities in raising kids.Weissbourd is worried there will be a strong pull to return to our normal lives and dads' relationships won't continue in the same way.But you can take steps now to keep those bonds.“I really encourage fathers to establish rituals and routines with their kids now, like if you're going for a walk every weekend with your kid, continue doing that even when the pandemic is over,” said Weissbourd. “If you're playing games with your kid, develop a ritual around playing games with your kids or activities.”He says more fathers are also watching TV with their kids and talking with them about what's going on in the world surrounding the pandemic and the protests.
