SAN DIEGO (KGTV) -- Several designated cool zones around San Diego County are open to help San Diegans stay cool amid extreme heat conditions.Due to the COVID-19 pandemic, public health and safety measures will be in place at each of the locations. According to county officials, all visitors and staff at the cool zones will be required to wear face coverings and practice social distancing. SAN DIEGO (KGTV) - San Diego workers are now checking the more than 250,000 water meters across the city to make sure families are billed accurately.The city announced earlier this month that it overcharged hundreds of families in four neighborhoods - Rancho Bernardo, Mira Mesa, Rancho Penasqutios and Carmel Valley. There's now a full city audit of the water billing department, and the department itself is checking the meters independently.RELATED: San Diego to expand audit of water billing overchargesSan Diegans have complained to 10News for months about spiking water bills, with little to no help or explanation from the city. Some have even questioned whether their meter is read - given that it's often covered in dirt. Terri Mitchell, who lives near Oak Park, said she raised concerns to one meter reader recently over his workload."He says i'm going to have to dig here, I've got like 400 more meters," she said.RELATED: Dozens of San Diegans come forward with high water billsThe city invited 10News to join one of its meter readers as he checked meters in Rancho Bernardo on Friday. The city wanted to show that there is a system in place to read the meters, since people were questioning the validity of their water bills and whether their meters are even read. "A lot of customers sometimes feel that since they can't see the meter, that we're not reading it," said Steven Broyles, who has read water meters for the city for 18 years.Armed with a pick and a handheld computer, Broyles opened a handful of meter caps along Madrigal Road in Rancho Bernardo, as part of his day to read 500 meters.RELATED: City of San Diego finds 343 water customers were overchargedSome weren't easy to see. Broyles used the pick to scrape dirt off of one meter, and also looked closely at another that had scratches over where the numbers are visible. He recorded the numbers onto his handheld computer.The city auditor is currently doing a top-down review of the public utilities department. SAN DIEGO (KGTV) - San Diego State University set a new record for its Aztec Rock Hunger annual food drive, collecting 590,503 pounds of food from Sept. 28 through Oct. 21, which the school will now donate to the Jacobs & Cushman Food Bank. The amount exceeds last years total of 588,915 pounds, and includes both non-perishable foods and  donations, which the school collected at the SDSU bookstore, athletic events, SDSU Dining locations and Aztec Proud events. Jim Flores, CEO of the Jacobs and Cushman San Diego Food Bank, said the partnership with the school, which has raised more than two million pounds of food since its inception in 2008, has been beneficial."We are very grateful to the students, faculty and administration at San Diego State University for supporting the food bank," Flores said. "We are currently feeding more than 37,000 people every month in communities throughout the county, including thousands of students through our College Hunger-relief Program." Aztecs Rock Hunger was started by Associated Students (A.S.) which works alongside multiple campus groups, including SDSU Athletics and the College Area Business District. Christian Onwuka, A.S. vice president of financial affairs, said the partnership is a source of pride. "It has been amazing to see so many different divisions and facets of campus come together and give their all toward this campaign fighting food insecurity," he said. Not all of the donations will go to the food bank, however. 20 percent of the food remaining on campus will go towards helping SDSU's Economic Crisis Response Team (ECRT). The ECRT works to prevent food insecurity for students on campus, as well as provide emergency support for those in a sudden economic crisis.  1894

SAN DIEGO (KGTV) — Steve Askin tells the story of a tenant who rented from him for a decade.He charged rent below market - but still made out well."Over those ten years they paid me a quarter million dollars. They paid my mortgage, and then some," Askin said.Askin said he realizes he's way better off today because of his tenants.That's one reason he joined a group called The Property Owners for Fair and Affordable Housing. On Thursday, he and 15 other member landlords announced support of a bill that protects financially struggling tenants from eviction during the Coronavirus era."We as landlords aren't happy if someone can't pay the rent, but we have many more resources than our tenants," said Askin.Assembly Bill 1463, carried by Democrat David Chiu, would ban evictions of tenants who cannot pay rent through April 1, unless the Coronavirus state of emergency ends earlier. Tenants would then have a year to pay back the missed rent. Only then could a landlord take a tenant to court - and eviction would not be one of their legal remedies."It's trying to mandate something that we're already doing," said Kendra Bork, who heads the San Diego Rental Housing Association, which opposes the bill.Bork, CFO of Cambridge Management Group, said 90 percent of her tenants are paying rent on time - and the others are doing payment plans."We're trying to keep people in their apartments. We don't want a bunch of vacancies," Bork said.She said a better option would be rental assistance - which can also help keep the economy going. Bork also raised concerns about mortgage forbearance being deducted from a landlord's owed rent should it go to court.A spokeswoman for Assemblyman Chiu says the bill is being amended to make sure that won't happen. 1761
