VISTA, Calif. (KGTV) -- Authorities are searching for a man they say was acting suspicious outside an Islamic center in Vista in late March. According to the San Diego County Sheriff’s Department, the man was seen taking pictures on the Tri-City Islamic Center on March 30. When someone at the center saw the man taking pictures, they invited him inside. When the man saw there were people inside the center, he took off running, deputies say. Witnesses describe the man as Hispanic in his late 20s, about five feet, seven inches tall with a lean or muscular build, short, dark hair and a blonde beard. He was last seen wearing a red hat, dark gray sports coat and blue jeans. Anyone who sees something suspicious is asked to call the department at 858-565-5200 or Crime Stoppers at 888-580-8477. The incident happened shortly after a fire was set at an Escondido Mosque on March 24. The fire, which caused minimal damage the building, was extinguished by members of the mosque. Voters in Mississippi voted to approve a new state flag design.Lawmakers took action this summer to retire the former Mississippi state flag, which contained the Confederate battle emblem.The rebel symbol is widely seen as racist.In the last two months, the process to design and vote on a new flag has moved fast.There was a call to artists to help design a new flag. By law, the new flag must include the phrase, “In God We Trust,” and could not include any depictions of the Confederate battle flag.The designs were narrowed to five based on a public online vote and feedback. VISTA, Calif. (KGTV) -- A Vista judge has dropped two charges against Gerardo Martinez Sr., a father arrested last week by San Diego County Sheriff's deputies. Martinez Sr. was facing two charges, felony resisting arrest, and lynching of an officer. The video surfaced last week. Martinez Sr. and his son, Gerardo Martinez Jr., arrested by five deputies. The family says the deputies used excessive force and that the two men were compliant and already in handcuffs. On Monday, the family demanded the department release body cam video and conduct an independent investigation. They also want to see the deputies involved prosecuted. The sheriff's department says they were called for a domestic dispute and that Martinez Jr. was armed with a knife. Deputies were also called to the home in late April for another incident involving Martinez Jr. The family's legal team did not address any questions about what lead up to the video but said Martinez Jr. has an issue with mental illness. They plan on filing civil lawsuits at the end of the week. The deputies in the video are on administrative duty as the investigation continues. 1186

(CNS) - A 45-year-old apparently homeless man suspected of arson was arrested after allegedly setting a car on fire in Vista.Deputies responded to a report of a car fire in the 1200 block of East Vista Way, near East Bobier Drive, about 10 p.m. Tuesday, according to Lt. Nancy Blanco of the San Diego County Sheriff's Department."On their way to the scene, a witness reported seeing a man, who appeared to be homeless, walk by the car, break a window and start the fire," Blanco said.Deputies located Jose Garcia, matching the suspect's description, who allegedly had a lighter in one hand and a pipe to smoke illegal drugs in another, according to Blanco.Garcia was arrested after a witness identified him in a curbside lineup, Blanco said. He was booked at the Vista Detention Facility for arson and possession of illegal drugs. 852

(KGTV) -- Deputies arrested a man they say kidnapped his girlfriend’s 8-year-old son early Wednesday morning.According to the San Diego County Sheriff’s Department, the alleged kidnapping happened on the 300 block of Hillside Terrace at 2:15 a.m.Authorities say Guillermo Cruz, 32, was intoxicated when he drove to his girlfriend’s house, jumped a balcony fence, and abducted the woman’s sleeping 8-year-old son. Deputies say Cruz is not the child’s father.After calling 911, deputies spotted the vehicle Cruz was driving and pulled him over before making the arrest. The young boy was unharmed.Deputies say they noticed Cruz had an empty vodka bottle in the car with him. He was arrested on multiple charges, including child abduction, kidnapping, child endangerment, driving under the influence and burglary. 832
