LOS ANGELES (AP) — A study of a disastrous wildfire that raged through Los Angeles and Ventura counties last year found the inferno presented unprecedented challenges to emergency agencies, according to a draft of a consultant's report released Wednesday.The review by Citygates Associates LLC for Los Angeles County mixed praise with 86 recommendations for improvements in response, communication, evacuation and repopulation, and transition to recovery.The so-called Woolsey Fire broke out Nov. 8, 2018, in Ventura County during a spate of emergencies including a fire that destroyed the Northern California town of Paradise and killed dozens, a mass shooting and a nearby wildfire an hour earlier.The report called the scenario "a perfect storm of factors that, when aligned, drove an event never experienced in the Los Angeles region."Fanned by strong Santa Ana winds, the fire raced into western Los Angeles County, burning simultaneously through three of four historic fire corridors in the Santa Monica Mountains and through part of the city of Malibu until it reached the Pacific Ocean the next day.The fire scorched 151.5 square miles (392 square kilometers) and destroyed 1,643 structures, mostly homes. Another 364 structures were damaged. Three people were killed and about 250,000 people were evacuated.Among key findings, the report found that fire services' mutual aid resources were exhausted by the fire's first evening and fire commanders strategically shifted all resources to prioritize life safety as the blaze rapidly grew in 50 mph (80 kph) gusts.The report called for rethinking how to prepare, fight and recover from wildfires across jurisdictional boundaries. LOS ANGELES (KGTV) - Surveillance video released by the Los Angeles Police Department shows a violent taco truck robbery that left a worker with injuries.Three men entered the truck as it was parked on West Manchester Ave. in South Los Angeles around 3 a.m. on July 14.Police said the men forced the workers to the ground and demanded cash.One worker was pistol-whipped during the hold-up. There is no word on his condition.The suspects were not able to gain access to the safe in the taco truck. They took the workers’ cell phones and cash before leaving, investigators said.Los Angeles Police said the men were last seen running from the location with the victims’ property. They were described as in their 20s with no distinctive physical features.Anyone with information was asked to call the LAPD. 810

LOS ANGELES (CNS) - USC health officials Monday reported an "alarming" spike of 43 coronavirus cases confirmed in off-campus housing facilities, along with 100 students in quarantine due to possible exposure to COVID-19.According to Dr. Sarah Van Orman, head of USC Student Health, 14 cases were identified through general population testing among students not showing any symptoms, while 29 more were confirmed through contact tracing and testing of people showing symptoms or who were exposed to the illness."Los Angeles is at a critical juncture in public health," Orman wrote in a Monday virus update. "While no students have been hospitalized to this point, we all need to work together to protect those in our community who may be at higher risk of severe disease and prevent serious health outcomes for all. Your role in containing, or conversely, accelerating the rapid spread of COVID-19, can mean the difference between safely returning to a modified `new normal,' or having a prolonged period of remote-only academic experience and closed facilities."She urged students "in the vicinity of USC, especially those living with housemates or suite-mates," to get tested weekly through the university's "Pop Testing" program. Orman also noted that the spike in cases occurred despite restrictions on on-campus instruction and activities."It appears highly unlikely current conditions will significantly change in the weeks ahead," Orman said.
