BEIJING, July 14 (Xinhua) -- China's armed forces are raising the qualification and training levels of non-commissioned officers (NCOs) to build a professional corps with the ability to operate increasingly sophisticated weapon systems.     A reform plan unveiled by the Central Military Commission (CMC), China's top military authority, outlines the reforms which will affect the People's Liberation Army (PLA) and People's Armed Police Force (PAPF) by the end of this year.     The number of non-commissioned officers (NCO) in the PLA and PAPF would rise to almost 900,000 while the total number of personnel would remain unchanged, Yang Yangshen, an officer with the PLA's Headquarters of the General Staff, told Xinhua on Tuesday.     He said the rise would be small, but would not give the current number of NCOs.     New NCO posts would be offered to increase the strength of increasingly technology-intensive forces.     The NCOs would be given more responsibility for equipment that needed better proficiency and information skills in addition to assisting commissioned officers with basic training.     According to the plan, the PLA and PAPF would recruit more graduates with three-year college diplomas, who could better understand the operation of modern military weapons systems, rather than promote enlisted personnel.     The PLA and PAPF enlisted personnel are mainly high school graduates who finished 12 years of education.     The modernization of the PLA's weapon systems called for better qualified non-commissioned officers, said Yang.     Currently, the NCOs of the PLA and PAPF are ranked in six categories, starting from the lowest NCO level 1 up to NCO level 6.     According to the plan, the new ranks, from lowest to highest, will be corporal, sergeant, sergeant first class, master sergeant class four, master sergeant class three, master sergeant class two and master sergeant class one.     The reform also introduces a training system by which the new NCOs need to acquire technical qualifications, such as weapons repair and equipment maintenance.     All NCOs who want to be promoted will need to pass upgraded training courses and exams, according to the reform plan.     The plan mandates that the maximum service time for junior grade NCOs (corporal, sergeant) is six years and intermediate grade (sergeant first class, master sergeant class four) is eight years. The senior grade NCOs (master sergeant class three, master sergeant class two, master sergeant class one) could serve for more than 14 years.     It would also increase the basic salaries for intermediate grade NCOs and subsidies for all NCOs.     The PLA and PAPF introduced volunteer recruitment in 1978, which was the original model of the NCO system established in 1998when the revised conscription law reduced the compulsory service period of the enlisted soldiers from three to two years.

ULAN BATOR, June 26 (Xinhua) -- A senior leader of the Communist Party of China (CPC) says China-Mongolia ties have reached an all-time high with no unsettled major issues remaining.     "My visit here aims at laying a solid foundation for the sustained growth of China-Mongolia relations by reviewing the past, summing up experience and looking into the future," He Guoqiang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, told Mongolian Prime Minister Sanj Bayar on Thursday. Mongolian Prime Minister Sanj Bayar (R) meets with He Guoqiang, member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China (CPC) and secretary of the CPC Central Commission for Discipline Inspection, in Ulan Bator, capital of Mongolia, June 25, 2009China and Mongolia have enjoyed numerous exchanges and cooperation in various fields in recent years with the support of leaders from both nations, He said.     He's three-day visit came as China and Mongolia this year celebrate the 60th anniversary of diplomatic relations.     "The six-decade relations showed that both countries' efforts to enhance political trust, deepen good-neighborliness and carry out mutually-beneficial cooperation not only serve the common interests of both peoples, but also contribute to regional and world peace and development," said He, who is also secretary of the CPC's Central Commission for Discipline Inspection.     Bayar and He also witnessed the signing of cooperation deals on education, economy and trade. Damdin Demberel (L), chairman of the State Great Hural (Parliament) of Mongolia, meets with He Guoqiang, member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China (CPC) and secretary of the CPC Central Commission for Discipline Inspection, in Ulan Bator, capital of Mongolia, June 25, 2009. Also on Thursday, He met with Damdin Demberel, chairman of the Mongolian State Great Hural (parliament), and said inter-legislature ties have played an "irreplaceable" role in strengthening bilateral good-neighborly relations, boosting cooperation between the two countries and deepening friendship between the two peoples.     Demberel said the Mongolian State Great Hural will strengthen its ties with China's National People's Congress (NPC) and play a positive role in promoting bilateral relations.     He also launched an event during which Chinese doctors performed cataract surgeries for nearly 50 Mongolian patients.     On Friday, He met separately with the leaders of three major Mongolian parties. He told the leaders that the CPC has always valued ties with Mongolia's political parties and is willing to work with them on the sound development of bilateral relations.     Mongolia was the last leg of He's four-nation visit, which also took him to Egypt, Spain and Jordan.

BEIJING, June 29 (Xinhua) -- Chinese State Councilor Liu Yandong met here Monday with Henry Kissinger, the former U.S. secretary of state.     Liu highlighted the robust growth of the China-U.S. ties since the two forged diplomatic relations 30 years ago, noting that the bilateral relations scored a good beginning and maintains positive momentum since the Obama administration took office.     China is committed to work with the United States to further promote the bilateral dialogue and cooperation at various levels and in national development, education, science and technology and culture, Liu said. Chinese State Councilor Liu Yandong (R) meets with Henry Kissinger, former U.S. secretary of state, in Beijing, June 29, 2009.     Echoing on Liu's views, Kissinger defined relations between the United States and China as one of the most important bilateral relations in the world, saying that the two nations play vital roles in promoting world prosperity and safeguarding the international peace and stability.     Kissinger was here at the invitation of the Chinese People's Institute of Foreign Affairs.

UNITED NATIONS, July 13 (Xinhua) -- The international community should give a more balanced assessment of the political progress Myanmar has made and treat it with less arrogance and prejudice, a senior Chinese diplomat said here Monday.     Liu Zhenmin, China's deputy permanent representative to the UN, told an open meeting of the Security Council that "it has been unfair to turn a blind eye to the progress Myanmar has made, or instead, always be picky at its government."     Liu said the UN Secretary-General Ban Ki-moon has been actively conducted good offices in Myanmar as mandated by the General Assembly in recent years.     "His unremitting efforts and the positive outcome thereby achieved deserve an objective and fair assessment by the international community," he said.     Ban briefed the 15 members of the Security Council at the meeting on his latest visit to the south-eastern Asian country on July 3-4, the second in just over a year. An open Security Council meeting on Myanmar is held at the UN headquarters in New York, the United States, July 13, 2009. China is opposed to putting the Myanmar question on the UN Security Council agenda and is against isolating and sanctioning against the country, China's deputy permanent representative to the UN Liu Zhenmin said here on Monday, stressing the events that happened inside Myanmar were its internal affairsDuring his visit, Ban met with Senior-General Than Shwe, Myanmar's head of state, and people from other political parties including the National League for Democracy (NLD), but was under pressure from some media and certain countries due to his failure to meet with NLD leader Aung San Suu Kyi.     Liu voiced China's support to Ban and highly appreciated his recent visit, calling the visit "positive and full of significance."     "Whether or not he met with Aung San Suu Kyi should not be used as a criterion to measure the success of the visit," he said.     Also on Monday, Myanmar's UN Ambassador U Than Swe told the Security Council that his government regretted its inability to arrange the meeting as the special court has its independent jurisdiction over the matter.     "Aung San Suu Kyi was unfortunately involved in the legal proceed. In order to maintain the justice of judicial process, the Myanmar government did not arrange the bilateral meeting. This is totally understandable. The UN should respect the jurisdiction of its member state," Liu said.     He said China has time and again stressed that the secretary-general's good offices are a process and his visit is a part of the efforts.     Ban had in-depth talks with top leaders of Myanmar, directly conveyed to them the concern of the international community and enhanced mutual trust between Myanmar and the UN, Liu said.     "This will play an important role in encouraging the Myanmar side to maintain the current momentum and promote the democratic process according to the established plans," Liu said.
