SAN DIEGO (KGTV) - A life-changing medical diagnosis forced a San Diego sailor to leave the military and start over. While devastating, he's now pursuing another career with help from his new best friend. "When I left the ship and went to MCRD I started getting really sick and thought it was the flu," said Hugo Reynoso.Instead, Reynoso was diagnosed with type 1 diabetes and was medically retired from the Navy. "It's kind of scary having a steady paycheck and then going to have to look for something else," said Reynoso.On several occasions, dangerously high blood sugar levels sent Reynoso to the hospital. A friend suggested he get a diabetic alert dog. "He has enough personality for the both of us! He's a special character," said Reynoso, referring to his service dog Sky.Sky can detect when Reynoso's blood sugar levels are too high or low, alerting him by tugging his shirt or howling. In one instance, Sky detected extremely low levels when Reynoso was sleeping, alerting him to get up. Sky was by Reynoso's side as he pursued a new career in the automotive field. Reynoso was commuting two hours to Universal Technical Institute (UTI) in Rancho Cucamonga for a fast-track program. "I was commuting 167 miles, one way, I would have to wake up around 2:30 a.m., start my drive at 3," said Reynoso.Reynoso did this five times a week, running on just a few hours of sleep. Sky was there to ensure his blood sugar levels were steady. "Everyone told me when we were getting ready to graduate that they were going to miss me, but mostly they were going to miss him because he was their support too."While Reynoso's diagnosis took away his old dreams, he now has a partner to help achieve new ones. 1711

SAN DIEGO (KGTV) — A new lot meant to give people living in their cars and RVs a safe place to sleep and avoid citation is going largely unused.During Tuesday morning's wee hours, the lot across from SDCCU Stadium looked completely empty. San Diego opened the lot in mid-June, as the third safe parking lot for those who live in their vehicles. The newest one came a month after the council enacted an emergency ordinance that banned people from living in cars and recreational vehicles on public streets from 9 p.m. to 6 a.m. The city enacted the restriction after being inundated with safety concerns from residents who said people were camping in their beach front neighborhoods, leaving human waste, and trash. At Mission Bay on Tuesday, many who do live in their vehicles said they would prefer to stay near the coast, despite the threat of citation. "They don't know about it, and maybe it's not that convenient either," said Gary Parsons, who lives inside his Dodge Ram. "Inside I put in some carpet, and some shelving, and I sleep on the floor."Chris Enders, who lives in an RV with his wife and son, said they spend their nights on unchecked private property, such as parking lots near the beach. He said the Mission Valley location is not feasible."When you're getting five miles a gallon in gas, that's .75 just to get there, and then to get back that's another .75 so you just cost me ... for one day," said Enders.The lot requires all vehicles to be out by 7 a.m. daily. Ashley Bailey, a spokeswoman for the mayor, said the city and Jewish Family Service are working to bring more people to the lot."In partnership with Jewish Family Service, teams are continuing to conduct outreach and seek feedback to ensure everyone who wants to use this lot has the opportunity to do so," she said in a statement. SAN DIEGO (KGTV) - A rash of mail tampering incidents has led to missing money and an unusual M.O.On Winnebago Avenue in late June, Kelly Craig was standing in front of her home talking to a neighbor."Around 10:30 a.m., the mail carrier dropped off the mail in front of me," said Craig.A few minutes later, Craig got her mail and noticed something. One of her envelopes was sliced open on the side. "Looks like a razor blade slit the side," said Craig.Inside, she found a birthday card from her mother, mailed from Montana. The usual money was not there. A call to mom revealed 0 in cash should have been inside."Felt panicked and really sad the money was missing, and my mom was really upset," said Craig.Craig wasn't alone. That same day, less than two miles away, her daughter-in-law went to get her mail."She got a wedding card from my sister, and it had cash in it as well," said Craig.The 0 that was inside was gone. That envelope was also sliced open on the left side, but there was one difference. The side and back of the enveloped were resealed with tape."Clearly trying to cover up their stealing of the money," said Craig.When Craig and her daughter-in-law reported it to postal authorities, they say they were told of similar recent incidents, including one if the College Area. On the Nextdoor app , several neighbors also reporting similar incidents. SAN DIEGO (KGTV) - A judge declared a mistrial Monday in the retrial of an undocumented immigrant accused of being the driver in a San Ysidro, California hit-and-run crash which seriously injured a young boy.Constantino Banda Acosta was charged with the crash  on May 6, 2017.Investigators said Banda ran a stop sign and crashed his pickup truck into the Lake family’s Honda Accord.6-year-old Lennox Lake was in a child safety seat at the back of the car. He suffered serious head injuries.Banda left the scene but was arrested about two miles away after Border Patrol agents spotted his damaged truck parked on a street, police said.During Banda's first trial, his passenger, Jorge Adame Ariza, also an undocumented immigrant from Mexico, testified under a grant of immunity during the defendant's two-day preliminary hearing in June that he and Banda had a number of beers that night before the accident.Adame said Banda got into a fight with another man outside a Chula Vista restaurant. Adame told them he picked up Banda but later moved into the passenger seat with Banda behind the wheel during the crash.San Diego police Officer Michael Muniz testified in the first trial that Banda's blood-alcohol content measured .151 and .152 percent -- the legal limit is .08 -- during two breathalyzer tests.Federal immigration officials said Banda has been deported from the United States at least 15 times over the past 15 years, most recently on January 18.A judge will decide Friday whether a third trial will take place. 1544

SAN DIEGO (KGTV) - A power outage affected thousands San Diego Gas & Electric customers in the Ocean Beach area and SeaWorld late Friday.The outage was reported just before 4 p.m. It wasn't immediately clear what led to the outage.SeaWorld said the power outage was short lived and only affected the central and west areas of the theme park. No guests were trapped on any rides or injured and all animals were okay, according to the park.UPDATED TRAFFIC CONDITIONSThe outage also hit a portion of San Diego International Airport. Officials say power has since been restored but had affected Terminal 2 and the Rental Car Center.In total, about 15,000 customers have been affected, according to the power company. Crews were able to restore all power as of 5:40 p.m., according to SDG&E. 822
