ENCINITAS, Calif. (KGTV) - Three people are dead and two people were injured Friday when a bluff collapsed just north of Grandview Surf Beach in Encinitas, San Diego County Sheriff's deputies confirmed.The bluff fell about 3 p.m. near a lifeguard tower at the Grandview Beach staircase located in the 1700 block of Neptune Avenue, just below South Ponto State Beach.One person was flown to the hospital in critical condition. A second victim was transported to a nearby hospital with serious injuries. Both of those victims have succumbed to their injuries. Beach chairs and surfboards that had been positioned near the cliff were scattered as rescue teams began their work.The chunk of cliff that collapsed is about the size of a bus and is as heavy as a concrete wall, said geologist Dr. Pat Abbott. The area is 25 by 30 feet, lifeguard officials confirmed, adding that the debris reaches 10 feet at its highest point.Rising waves are creating a dangerous situation for first responders. Facebook users in the United States who want to run certain ads on the platform will need to hand over the last four digits of their social security number and a picture of a government-issued ID.The social network now requires anyone who wants to run ads related to political campaigns, civil rights, immigration, guns, economy, and other issues, to prove they're in the United States. Part of the proof required is the last four digits of your Social Security number.The move is part of a series of initiatives by Facebook to increase transparency on the platform after a Russian government-linked troll group spent thousands of rubles?on Facebook ads targeting Americsans ahead of the 2016 presidential election.In addition to a Social Security number, users wishing to buy ads will need to provide a picture of a government-issued ID and a US mailing address. Once Facebook verifies the information submitted, the company will mail a code to the provided address to authorize the user's Facebook account to buy ads.Facebook declined to share what services it uses to verify Social Security numbers and other personal details. This is no longer the case.The change, Facebook told CNN, is because advertisers that might not traditionally be considered "political" will also be subject to the new rules.It's not only ads advocating for or against a political candidate that qualify for the archive. Any ad mentioning a candidate will be subject to the new rules.In April, Facebook released a list of 20 "issues" -- including as abortion, education, guns, health, immigration, military and terrorism -- that apply to the new approval process.The last issue on Facebook's list is "values," which the company considers "issues that discuss the values used in determining societal standards, such as patriotism."The new rules mean many marketing campaigns will be subject to the new guidelines. For instance, Super Bowl ads that have in recent years taken on a more socially conscious tone. Lang Doesn't Have to Indulge Your Constant Cravings."Facebook said ads about civil rights will be subject to its stricter rules but the company told CNN this particular ad "would not be deemed political or issue content as it focuses on the journey of an individual rather than a civil rights discussion."CNN also asked Facebook if the same ad was running in a state where there was a ballot initiative on civil rights would it then be considered an issue or political ad. The company did not provide a response.Facebook says it plans to hire up to 4,000 more people to review and verify political ads. FALLBROOK, Calif. (KGTV) - A grateful family is speaking out after a Camp Pendleton Marine helped save their trapped baby as flames engulfed their car.Two Mondays ago, Tony Hurley, his wife and 1-year-old daughter were in their car on East Mission Road, on their way to a relative's home, around 5 p.m. Hurley says a gas can fell off a truck in front of him. Fire officials say it became wedged under the engine, leading to sparks as it dragged on the road."Almost like a firework going off ... As we pulled over, the car is already on fire. Flames were surrounding the perimeter of car," said Hurley.A frantic Hurley, along with his wife, got out and went to the back seat to get their daughter, but he says the latching mechanism for the car seat base was stuck."That's when I look up, and I'm face to face with a Marine on the other side of the car," said Hurley.That Marine was Gunnery Sergeant Kyle Wetter, who just happened to be driving by."At that point is when I used my pocketknife to cut the car seat belt that was holding the baby's seat int the car, so the dad could get the car seat out," said Wetter in a video interview released by the Marine Corps.As the family scrambled to safety, Wetter grabbed their belongings out of the car before also getting to safety. About a minute later, three different explosions rocked the car. After a few more minutes, flames had consumed the car."I don’t even want to imagine what could have happened if he hadn’t been on scene," said Hurley.Hurley says the Marine's efforts ended with the best Christmas gift ever: his family was alive and well."He's definitely a hero in my book, and I'm more than grateful," said Hurley."It's what I expect any person to do in that moment, is to help someone in need. I don't think I'm special by no means. FALLBROOK, Calif. (KGTV) — Bar patrons foiled a robbery Saturday by rushing the accused gunman and holding him until deputies arrived.Patrons at the Red Eye Saloon at 1448 South Mission Rd. in Fallbrook were in the bar's parking lot around 2 a.m. when a man pulled a gun on them and demanded their wallets and cell phones, according to the San Diego Sheriff's Department.The suspect, identified as 22-year-old Fidel Moreno, fired one shot in the air, witnesses told deputies.MAP: Track crime happening in your neighborhoodFearing for their safety, the group rushed Moreno and tackled him, according to deputies, and held him down until deputies got there.A 9mm pistol loaded with a 16 round magazine, with one casing missing, were found at the scene, deputies said. A spent shell casing was located near where Moreno was being held down.Deputies said Moreno was also in possession of two loaded 10 round magazines.Moreno was arrested for assault with a deadly weapon, robbery, negligent discharge of a firearm, and other firearm charges.He's scheduled to appear in court Aug. 21 and is being held on 0,000 bail. 1142
