OAKLAND, Calif. — Twitter says it will label or remove misleading claims that try to undermine public confidence in elections.This includes attempts at undermining people's faith in the process itself, such as false claims about election rigging or ballot tampering.It also includes misleading claims about the results of elections, like claiming victory before results have been certified, or inciting unlawful conduct to prevent a peaceful transfer of power or orderly succession.“The goal is to further protect against content that could suppress the vote and help stop the spread of harmful misinformation that could compromise the integrity of an election or other civic process,” wrote Twitter in a blog post.The policy goes into effect Sept. 17. It applies globally, not just to the U.S., which is holding presidential elections Nov. 3.Many people are expected to vote by mail, which is likely to delay election results.Twitter says its policy of labeling, rather than removing violating tweets from world leaders, will still apply.“We will not permit our service to be abused around civic processes, most importantly elections,” Twitter wrote. “Any attempt to do so — both foreign and domestic — will be met with strict enforcement of our rules, which are applied equally and judiciously for everyone.” 1318

OCEANSIDE, Calif. (KGTV) - For the first time, the embattled founder of a North County nonprofit Mustang horse rescue is speaking on camera with 10News about accusations that she stole crucial donations from the rescue. 10News aired its initial report two weeks ago. At the time, Equinox Horse Rescue founder Sandrine Linglet declined to comment or offer a statement. She has since changed her mind. 10News investigative reporter Jennifer Kastner met with her this Monday.“I have nothing to hide. Nothing,” she told 10News. Linglet is facing allegations in civil court that she suddenly walked away from the nonprofit with most everything the horses needed to survive. “You've been accused of stealing from the charity's funds. Is that true?” we ask. “No. No, it's not,” she replies.Equinox’s new president is Scott Rehn. He was interviewed in 10News’ initial report, where he admitted that he believed Linglet was hiding information after her sudden resignation. He believes that her actions substantially interfered with the nonprofit's ability to conduct day-to-day operations.Equinox is suing her, accusing her, in part, of conversion by taking the charity’s property and donations for her own use. The lawsuit claims that items she kept for personal use include bank statements, tax records, horse titles, a horse trailer, PayPal account information, website information, donated apparel, saddles, bridles, blankets and so on. “She shut down the social media [accounts] immediately. She shut down the website. Those are all the main source of funds to pay for the vet visits, to pay for the hay, to pay for anything and everything these horses need,” added Rehn in our initial story.“I have proof that the rest of the money is [in] my attorney's trust fund. I have a cashier's check to prove that. I have never [taken] a dime,” she tells 10News. She shared with us a copy of what appears to be that check, along with a Facebook message she sent that appears to show that she turned over the rescue’s website password information. Linglet also showed us other documents to aid in her defense, like a copy of the title to a horse trailer that she says proves that the trailer is hers.Linglet tells 10News that she had resigned from Equinox because of threats, insults and hostility from Rehn and his wife, Jennifer. As an example, she says that Jennifer Rehn would use her index and thumb fingers to mimic a gun and shoot it at Linglet when she’d see her in the neighborhood.Linglet explains that she didn’t show up on the date she had planned to return some of the nonprofit’s items because she retained counsel. She says her counsel advised her against going to the meeting to hand everything over. She adds, “My attorney told me, ‘You're not going anywhere. Now you're represented.’”All of Equinox’s horses were eventually taken in by another local nonprofit, ResQue Ranch in Escondido. Ranch manager Michelle Bearer says there was a red flag when she met Rehn.“He kept telling us that he would require 0 for legal fees and I said, “It's not our business to pay for legal fees. We're in the rescue business.’”Linglet says there was another red flag. She shared a bank statement. It shows that after she resigned, three payments of 0 were transferred from the nonprofit to Pacific Suncoast Management, Rehn’s wife's personal company. Rehn later explained to 10News that the transfer was the only way that the nonprofit could immediately access resources to pay for the feed and stable rent, and it was all done legitimately and with the oversight of their attorney.As for the Bearer's claim that Rehn demanded money for legal fees, Rehn clarified that the nonprofit was in dire straits and it was never a demand.He and his wife also deny that they ever made violent threats against Linglet.“They must be really sad in their own life to ruin someone else's life, someone else's legacy and dream,” Linglet adds.Linglet filed a motion to dismiss the case against her. (KGTV) — There are more complaints against an Oceanside investment company and the man in charge of that business.Team 10 has spoken to several investors who said they gave thousands of dollars to the Pacific Teak Reforestation Project, managed and developed by Pacific Management Group. Ron Fleming is listed as the founder and chairman of the board on the company’s website.The website states the Pacific Teak reforestation project “provides individuals, businesses, and institutions around the world the opportunity to build their financial future, while saving one of the earth’s most precious and scarce natural habitats: the tropical rainforest.”RELATED: Investors say they lost thousands with Oceanside investment companyAccording to the company’s sales plan, investors paid for teak trees in Costa Rica, which would eventually be harvested and sold for timber.A certified letter shown to Team 10 listed 18 investors that demanded Fleming return their money for a project they said did not deliver. That letter was delivered to Fleming’s Oceanside home this summer.“No one’s ever seen a dime,” said investor Michael Tillman, a Navy veteran who lives in Maryland."He befriended you first," added Greg Robertson, who currently lives in Rome, Italy. “[Fleming] got your confidence, your trust. Everything. Then he betrayed you.”Mark Baker, who lives in Arizona, said he grew up with Fleming. He said he invested more than 0,000 with Pacific Teak. He has yet to see any of his money. “I’ve had to come up with a plan B for retirement,” Baker said.Another investor, Virginia Hitchcock, met Fleming in 2004. “The way that he positioned it was that the investors would pay for the trees and the land would eventually be rededicated to the rain forest,” says Hitchcock.She invested close to 0,000 in this green project. According to the contract, trees were ready for harvest “at the end of the 15th year.” Hitchcock said she heard nothing when that time came.“I had faith that he would ... not cheat us out of the money that we invested,” Hitchcock said.Fleming told Team 10 he retired in 2013 due to health reasons. He said Hurricane Otto in 2016 caused “catastrophic damage” to the project. However, multiple investors said Fleming never informed them about his retirement or any hurricane damage until after they pressed him for answers.Hitchcock, now in her 60s, did not know what to do.“I just, I thought if I called the FBI, they would just laugh at me because I had done something so stupid, and gullible, and trusting,” Hitchcock said.Other investors did report Fleming and Pacific Teak to the FBI, although the agency could not confirm any investigation.There was an investigation by the state through the Department of Business Oversight, now called the Department of Financial Protection and Innovation. The state issued a desist and refrain order in 2016 against Fleming and his company. It also found Pacific Management Group did not have a proper permit to operate and said the company “never gave investors the profits promised” listed in their agreements.A spokesperson with the Department of Financial Protection and Innovation could not comment on any investigation related to Pacific Teak. However, he said desist and refrain orders are like probation and, “any discovery of further violation would result in an additional response.” That response could include fines, penalties, or criminal referrals.The spokesperson added that they strongly encourage anyone with concerns about Pacific Teak to file a complaint with their department.Fleming would not agree to an on-camera interview with Team 10. His attorney said Fleming did not do anything unethical in relationship to Pacific Management Group. In an email, attorney Dominic Amorosa added: “I am not sure whether you can find any investor in the United States who believes that an investment must necessarily be successful notwithstanding any foreseeable or unforeseeable events.” 3987
