SAN DIEGO (KGTV) – San Diego businesses are still waiting for any information on the resumption of indoor services, such as indoor dining, and the long wait has some frustrated and at a breaking point.“The first five years were hard, but I never thought it would be a pandemic that brought me to my knees,” said Yuda Phia, who has owned Time Out Sports Tavern in downtown San Diego for 10 years.Piha and wife Sarah got married days before the pandemic forced the shutdown, and the restaurant's first closure.Sarah Phia explained the extra measures they've taken to meet or exceed the guidelines laid out the first time they reopened, including Plexiglas dividers and staff retraining.Sarah, a graphic designer, made the signage throughout the establishment that enforced mask wearing and social distancing.Setting up tables on the sidewalk isn't really an option for Time Out, which is located downtown on Broadway near 7th Avenue along a busy two-way street that gets constant bus and truck traffic and has narrow room for patrons.County officials have said they expect new state-directed timelines in the coming days for reopening businesses, but Supervisor Jim Desmond said Tuesday that he doesn't know what they will be.Desmond has advocated for the safe reopening of businesses, but he said the county’s hands are tied as control lies in the governor's hands. The decision is also entirely independent from the state’s watch list, which San Diego County was removed from on Tuesday.The orders were issued concurrently, but not together, so there is no automatic trigger point when businesses would reopen.Desmond wishes the state would reauthorize local control so that the county could make some reopening decisions independently going forward. 1758

SAN DIEGO (KGTV) - San Diego and National City Police detained three people and sought a fourth Friday at a South Bay home where a neighbor said shots were fired.The incident started Friday about 5 p.m. at Alpha and 47th streets in National City. A woman who lives near the home told 10News she heard gunfire. A 10News crew on the scene saw a man and woman leave the home with their hands raised. Police said three people were detained for questioning. Officers were searching for a fourth person in relation to the incident.There were no reports of injuries. 10News is monitoring breaking developments. 611

SAN DIEGO (KGTV) - Residents at Aquatera Apartments in Mission Valley say they are upset about how managers handled notifying them about a violent attack in their complex. Many residents saw police cars parked at Aquatera for much of the day on Sept. 4. An email from the management company was not sent notifying residents until Monday.Aquatera spokesperson Margie Newman confirms to 10News that a resident was assaulted on the premises. She says the resident went to Aquatera staff for help. Staff immediately called police. Newman says a suspect was arrested within the hour. Because the threat to residents was ended so quickly, the decision was made to gather more information before notifying other residents. "Our team simply wanted to get it right. The threat was passed. The perpetrator was caught within the hour, so we wanted to make sure that what we were sharing was the most accurate information," Newman said.Several residents told 10News they asked Aquatera staff what had happened and were not given answers. Monday, a resident checked the Crimemapping.com website, which aggregates police report data from the San Diego Police Department. It listed a rape at the Aquatera address at noon on the 4th. The resident contacted Aquatera management to ask why residents hadn't been notified about a sexual assault five days prior. A few hours later is when the email went out to residents, saying an assault had taken place and an arrest made. The email also listed a number of steps residents could take to increase their personal safety."It's disturbing that it took five days, especially when our safety is concerned. Very disturbing," said a resident who identified herself as Lisa. "My husband is now in charge of walking the dogs at night. I have mace that I actually bought today. SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer and seven other California mayors are calling for the state to loosen restrictions on reopening large theme parks.The letter to Gov. Gavin Newsom requests that the state allow large theme parks to reopen with reduced capacity under the state's third reopening tier (orange/moderate) rather than the fourth (yellow/minimal).The letter stated that, "guidelines put forth by your Administration were released within the framework of prioritizing public health and safety for guests and employees. This is the right focus. However, economic and public health are not mutually exclusive goals.""We are concerned that the state's guidelines would push re-opening of large theme parks up to a year out, which would have significant negative impacts on hundreds of thousands of jobs, thousands of small businesses, and billions in operating revenue for our cities," the letter dated Oct. 30 stated.The letter pointed out San Diego, Los Angeles, and Anaheim as the most impacted cities.The letter is signed by Faulconer, Anaheim Mayor Harry Sidhu, Los Angeles Mayor Kevin Garcetti, San Jose Mayor Sam Liccardo, Fresno Mayor Lee Brand, Bakersfield Mayor Karen Goh, Riverside Mayor Rusty Bailey, and Santa Ana Mayor Miguel Pulido. The mayors' cities are either in the red or purple tier of the state's reopening plan.California's theme park guidance allows smaller theme parks to resume operations in the state's third reopening tier (moderate/orange) with a limited capacity of 25% or 500 visitors, whichever is fewer; only outdoor attractions; and ticket sales limited to visitors in the same county.All theme parks may resume operations in the state's fifth tier (yellow/minimal) with a limited capacity of 25%. SAN DIEGO (KGTV) – San Diego Police are investigating after a woman who was shot in Barrio Logan Friday night died.Police were called to the 2400 block of Harbor Drive around 9 p.m. after receiving reports of a woman, later identified as 36-year-old Stephanie Kinman, who was shot in the area.When they arrived, officers found Kinman on the sidewalk near a vehicle.The Kinman was taken to the hospital where she later died.Throughout their investigation, detectives learned that the woman was shot near a pizza restaurant on the 1000 block of Dewey Street before being driven to Harbor drive by a “male companion.”The man told investigators that the victim got into a fight with a man and a woman. After the fight ended, Kinman was shot while getting into her car, police say.The shooter hasn’t yet been captured.
