SAN DIEGO (KGTV) -- Authorities have identified one of the teens killed after he was believed to have mistakenly jumped from a bridge following a crash on a Carmel Valley freeway. According to the medical examiner, 18-year-old Ruben Ortiz Jr., died after jumping from the bridge on State Route 56 near Carmel Valley Road around 11 p.m. Tuesday. The other teen who died after jumping from the bridge was a 17-year-old male California Highway Patrol says was the driver of the vehicle. A family friend says the 17-year-old was Jesse Garcia. CHP says when the car came to a stop, it was facing oncoming traffic. Witnesses told CHP that six people got out of the car, running across the freeway lanes toward the right shoulder to avoid oncoming traffic. Four people from the group then jumped over the right shoulder, not realizing they were jumping off the bridge, CHP says. The four fell 50-75 feet from the structure, and CHP officials said two males died at the scene.A 14-year-old girl and 15-year-old girl were taken to Scripps La Jolla Hospital with injuries of unknown severity.The two others from the group, who reportedly fled the scene after the crash, were located by police late Tuesday night, according to CHP. One of the teenagers is 14-years-old while the other is 15. Police say the responded to a crash on Broadway and North Avenue. Although the Altima wasn't involved in that crash, officers reported that they saw people getting into the vehicle who may have been involved in the crash.When officers tried to pull the Altima over, the driver sped away. The second pursuit happened later in the day around 12:30 p.m., police say.Both chases were terminated after police determined speeds were too high. 2204

SAN DIEGO (KGTV) — Arthur Soriano didn't have that privilege until the age of 40, and now advocates about the power of voting.Seven years ago, Soriano was released from prison after serving a 19-year sentence for attempted murder."I needed that sense of belonging and I found it in gangs," Soriano said.He grew up in City Heights, with a single mother, and two younger twin sisters. He'd been in and out of trouble since he was a teenager. And of course, lost his opportunity to vote. But he turned his life around in prison."I went to college while I was in there so I self-educated while I was in prison. There was always aspirations of me wanting something better," says Soriano.That something better was a grassroots community organization he created in City Heights called Youth Empowerment. Soriano now helps to provide services for formerly incarcerated men and women.And four years ago at the age of 40, after serving his probation, Soriano voted for the first time."It was exciting, it was new, a new experience. But I felt the power of using my voice, of having that platform of my voice counts," Soriano said of voting in 2016.Now, with the opportunity to have a direct influence on others in his community, Soriano also shares his message about the privilege of voting, and the power it can have."I have a place at the table, I have a voice, I have something I can bring. SAN DIEGO (KGTV) — As President Trump and Democratic lawmakers battle over funding for the president's border wall project, construction at the border is already slated to begin early this year.Texas-based construction company SLSCO was awarded 7 million last month for a series of wall projects along the U.S.-Mexico border in California beginning in February. The contracts include up to 14 miles of secondary wall and 15 miles of primary pedestrian replacement wall in the San Diego, Yuma, and El Centro sectors.A Border Patrol spokesperson said construction of a primary pedestrian wall was already approved, though could not comment as to whether secondary wall construction was previously approved or tied directly to President Trump's Executive Order for a continuous border wall.RELATED: Roughly 150 migrants attempt to climb border fence, throw rocks at Border Patrol agentsIn February 2019, construction on 14 miles of secondary wall will start adjacent to San Diego's primary fence replacement project that is currently underway.
