SHANGHAI, June 24 (Xinhua) -- Chinese Vice Premier Li Keqiang called for more efforts to accelerate China's urbanization Thursday, as part of the government's efforts to promote economic restructuring and expand domestic demand during this process.Li made the remarks at a training course in Shanghai, saying China's urbanization, which still has much room for expansion, is China's largest source of domestic demand as well as the largest potential driver for development.Further, urbanization would bolster domestic demand, improve people's livelihoods and solve rural problems, Li said.Li noted that China would coordinate development among cities and towns, and step up development of cities in China's central and western regions, while prioritizing development in eastern cities.Chinese Vice Premier Li Keqiang (6th L, front) poses for a group photo with the participants of a training course on urbanization, in Shanghai, east China, June 24, 2010. Li demanded more efforts to solve issues for rural workers including settlement, education for children, housing and social security during the urbanization process. To steadily push forward urbanization in China is an urgent job at present and also a long-term task, Li added. The government said in March that China's rapid urbanization would continue for 15 to 20 years and China would become an urban society in five to six years, with the urbanization rate reaching or exceeding 50 percent.

BEIJING,Aug 9(Xinhuanet) -- China's high savings rate is expected to fall substantially in coming years as its workforce shrinks, the population ages and social security spending increases, a BIS report shows. In research published by the Bank for International Settlements (BIS) on the “myth and reality” of China’s savings rate, Ma Guonan and Wang Yi found that the Asian giant needs its population to spend more in order to sustain rapid economic growth in coming years. The researchers, who were writing in their personal capacity, also reject claims that Chinese State firms have been benefiting from high savings thanks to exchange rate distortions and subsidies designed to drive economic growth. They point out that “less advantaged” and more efficient firms have been the ones posting the greatest gains in earnings in recent years rather than State-owned companies.China’s gross national savings soared from 39.2 percent of output in 1990 to 53.2 percent in 2008, far higher than the United States, which saved only 12.2 percent in 2008.Even compared to other Asian giants — Japan with 27 percent in 2007 and India with 33.6 percent in 2008 — China’s share of savings as a percentage of gross domestic product (GDP) is significantly larger.Nonetheless, the population and social trends that have underpinned China’s growth and savings rates are likely tail off significantly over the next decade, the two Chinese researchers argued. In the wake of the global slump, world leaders and economists have been asking China to spend more, rather than pin its economic growth on exports to the West, in order to help address world trade imbalances.Ma, a BIS economist and Wang, who is from the Chinese central bank, said however that the current savings trend by Chinese households will not last. The swelling working population in recent years has boosted savings in recent years, they said.In addition, large-scale corporate restructuring between 1995 and 2005 increased job uncertainty, forcing workers to set aside more money in case they were fired. The lack of a social safety net also pushed workers to make “precautionary savings.”Beyond households, government savings have also been increasing in tandem, as more is being set aside to meet pension needs which are expected to rise significantly as the population ages. However, these trends are expected to be reversed in coming years.“It is reasonable to assume that the large-scale labor retrenchment observed during 1995 to 2008 is by and large been behind us,” say the researchers. In addition, China is expected to enter into a phase of “accelerated population ageing within a decade.” This means that the workforce will decline, leading to a fall in overall income and therefore savings. At the same time, infrastructure spending is expected to continue, in order to provide for the ageing population and the urbanization of the country.

BEIJING, June 18 (Xinhua) -- China's fiscal risk is controllable as it aims for a balanced economy, a senior finance official said Friday in a call for "growth-friendly" fiscal consolidation of the world economy."According to some indicators, the fiscal risk China is facing is controllable, and China's fiscal development retains sound momentum," said Vice Finance Minister Zhu Guangyao at a news briefing on the fourth Group of 20 (G20) summit.China's budget deficit accounted for 2.9 percent of GDP in 2009 and was expected to stand at 2.8 percent this year, said Zhu."Even facing healthy and sound momentum, the Chinese government attaches importance to balanced and stable economic development," said Zhu.Fiscal consolidation would be a major topic at the Toronto summit, and the G20 leaders would discuss how to maintain robust, sustainable and balanced economic growth, said Zhu.Some European Union (EU) member states have announced austerity plans to cut public deficits in a bid to restore investor confidence in their economies and in the euro, but the fiscal consolidation measures have drawn strong opposition.Zhu said the global economy was undergoing gradual recovery, but still facing some uncertainties, especially with the European debt crisis.

BEIJING, July 9 (Xinhua) -- China and Bolivia here on Friday celebrated the 25th anniversary of their diplomatic relations. The Chinese People's Association for Friendship with Foreign Countries (CPAFFC) hosted a reception in Beijing to mark the event.About 120 guests from China and Bolivia, including Jiang Shusheng, vice chairman of the Standing Committee of China's National People's Congress attended the reception.Addressing the reception, CPAFFC Vice President Li Xiaolin said the years after China and Bolivia forged diplomatic ties have witnessed smooth development of bilateral relations, with strengthening political and economic relations and deepening exchanges and cooperation in the cultural, military, scientific and technological fields. The two nations, which understand and support each other in the international arena, have similar positions on many issues, Li said.Non-governmental exchanges are expanding between China and Bolivia while official relations are undergoing healthy and in-depth development, Li added.Bolivian Ambassador to China Fernando Rodriguez Urena spoke highly of Bolivia-China relations, saying their friendship and cooperation have entered a new phase. He added that the two nations complement each other in many areas, and there is great potential for cooperation.China and Bolivia forged diplomatic ties in July, 1985.

TAIYUAN/HARBIN, Aug. 1 (Xinhua) -- The death toll in an explosion at a coal mine in Linfen City of north China's Shanxi Province early Saturday has risen to 17 after another two bodies were found, local authorities said. The blast at Liugou Coal Mine of Yicheng County also left 104 persons injured, seven of them seriously, as of 11 p.m. Saturday, said Wang Jianshe, head of the county's People's Hospital, where all the injured were admitted. All the injured are in stable condition, Wang said.Basic search and rescue work is over, said a senior official of Yangquan Coal Industry (Group) Co. Ltd, which owns the mine. The official said that the blast took place in the dormitory area, where most of buildings were destroyed by the powerful explosion.A miner surnamed Zhang told Xinhua that families of many miners had come to live here because the children were currently on their summer vacation. But officials so far have not disclosed how many children and women had died during the accident.Zhang said he saw a couple died after huge stones fell on them in a dormitory room.Initial investigation showed that the blast was caused by explosives hidden illegally in the area, and a suspect has been detained by the police, the official said.A further Investigation into the cause of the blast is underway. Also on Saturday, 24 people were trapped in a flooded coal mine in northeast China's Jixi City, Heilongjiang Province. The city government said the accident at Hengxinyuan Mine took place at around 5 p.m. Saturday.
