After all, the County of San Diego said businesses could shift operations outside under tents, canopies or sun shelters if the sides are not closed and there is sufficient air movement.Lam, who owns the salon with her husband, was planning to do just that until she learned the California Board of Barbering and Cosmetology won’t allow it.“The law - in the Business and Professions Code - states that all barbering and cosmetology services must be performed IN a licensed establishment,” said Cheri Gyuro, spokeswoman for the state Department of Consumer Affairs. “Therefore, these types of business in the required counties must be closed immediately.”It's a devastating blow to Salotto Salon and those like it across the county - because unlike last shutdown, they've exhausted all of their stimulus funds through the paycheck protection program.“We're not just hairstylists,” Lam said. “We are professionals and business owners and mothers, and all we want is to be able to do what we do.” 1540

SAN DIEGO — A former San Diego doctor who was caught watching child porn at work will have his license reinstated.The news of the reinstatement became available this week, in documents provided by the California Medical Board.Former psychiatrist Mark Zweifach went in front of the board three weeks ago for a hearing on reinstating his license. Some of the paperwork reads, "While at work, on his Kaiser-issued computer, [he] viewed inappropriate images, including child pornography."“I didn't collect it. I didn't produce it. I didn't distribute it, but I viewed it,” he told the board during his recent hearing.Since then, Zweifach’s become an active part of the San Diego community, according to his online resumes. A 2014 La Jolla Light website article about a local puppet guild shows a photo of Zweifach as a puppeteer operating a large, red puppet.As of late July, he was listed as a board member of the San Diego Puppetry Guild’s website. The day after the guild was contacted by reporters, his name was removed.Documents outline his road to rehabilitation, like a 12-step “Sexaholics Anonymous” program and “regular therapy.”During his recent hearing, he describes having confronted whatever happened to him as a kid that apparently made him vulnerable to addiction.“I did have a history of being exposed to childhood sexual experiences that profoundly affected me,” he explains.Zweifach also told the board that he’s had two relapses with viewing adult pornography, but it stopped there.“I thank God that in the last eleven years, I’ve been entirely free of viewing the underage images that led to the loss of my license,” he adds.Zweifach has expressed a great deal of remorse for his actions.His license will officially be reinstated on Sept. 14.Zweifach will be on five years of probation which includes a number of stipulations, including not treating minors. SAN DIEGO (CNS) - A 17-year-old boy was pistol whipped and shot in the leg by a man who also snatched the child's cellphone Saturday morning in the Grantville community of San Diego.The teenager was talking on his cellphone in the 6100 block of Decena Drive when he was approached by the suspect at 4 a.m., who demanded his cellphone, said Officer Tony Martinez of the San Diego Police Department.The victim refused and was pistol whipped and then shot in the leg. The suspect then fled the scene with the child's cellphone, Martinez said. The boy suffered a laceration to the head and a shattered femur. Paramedics rushed him to an area hospital.The suspect was about 6-foot, 4-inches tall with a heavy build. SAN DIEGO (AP) — A California tribe whose ancestral lands span across the U.S.-Mexico border is suing the Trump administration to block construction of a section of border wall that the Kumeyaay people say is desecrating sacred burial sites. The La Posta Band of Diegueno Mission Indians filed the lawsuit in federal court in San Diego on Tuesday seeking to temporarily halt construction of the wall until the tribe can protect its religious and cultural heritage. La Posta is one of 12 bands of the Kumeyaay people. The tribe wants its members to be able to monitor work and interrupt it to recover human remains and cultural items uncovered during construction. Federal officials did not immediately respond to a request for comment. 743

  

SAN DIEGO (AP) — Eric Hosmer hit three-run doubles in consecutive innings to ruin Madison Bumgarner's Arizona Diamondbacks debut and give the San Diego Padres a 7-2 victory in Jayce Tingler’s first game as manager. The six RBIs tied Hosmer’s career-high and gave 24-year-old right-hander Chris Paddack the win in his first opening day start. Hosmer’s doubles came off Bumgarner in the sixth inning and Kevin Ginkel in the seventh.
