SAN DIEGO (CNS) - It was a big day for Democrats running for San Diego City Council.Tuesday's election brought about major change on the council, with five new faces joining the nine-member panel.While council races are technically nonpartisan, in recent years, council decisions have broken largely along party lines, with conservatives regularly outnumbered.-- In District 1, which has been represented by Democrat-turned-mayoral candidate Barbara Bry since 2016, Democrat Joe LaCava, a civil engineer and business owner, defeated small business attorney Will Moore, 61.8% to 38.2%.District 1 includes La Jolla, Del Mar Heights, Carmel Valley and University City.-- In District 3, Councilman Chris Ward vacated the seat to run for state Assembly. A Democrat, Ward has served since 2016. Democrat Stephen Whitburn, a community nonprofit director, defeated fellow Democrat Toni Duran to claim the seat.District 3 represents Balboa Park, Hillcrest, Downtown San Diego, North Park, Old Town, Normal Heights, Golden Hill, Little Italy and University Heights.-- In District 5, Democrat Marni von Wilpert, a deputy city attorney, defeated Republican Joe Leventhal, an attorney and small business owner. That gives the Democrats another seat on the council, replacing Mark Kersey, an independent who votes with his more conservative colleagues as often as he votes with the progressive ones. He has served since 2012 and has termed out.District 5 represents Black Mountain Ranch, Rancho Bernardo, Rancho Penasquitos, Scripps Ranch and Torrey Highlands.-- In District 7, Republican Scott Sherman has termed out. He ran for mayor and finished in third place in the March primary. Democrat Raul Campillo, a deputy city attorney, defeated Republican Noli Zosa, a small business owner.District 7 represents north-central and northeast San Diego, including Mission Valley, Linda Vista, Serra Mesa and Tierrasanta.-- Lastly, District 9 is being vacated by current Council President Georgette Gomez as she runs for California's 53rd Congressional District. Democrat Sean Elo-Rivera, a San Diego Community College District Board of Trustees member, will take over the seat following Tuesday's election. Elo- Rivera's only competitor, community outreach director and fellow Democrat Kelvin Barrios, suspended his campaign in early September after admitting misuse of funds while serving as the treasurer for the San Diego County Young Democrats.District 9 covers east-central San Diego, including Kensington, College Area, City Heights and Southeastern San Diego.The new council will face a raft of major issues. SAN DIEGO (CNS) - An alleged drunken driver was going 121 mph when he caused a fiery freeway pileup that killed two men and seriously injured a woman on Interstate 15 last year, a prosecutor told jurors Tuesday, but a defense attorney claimed an off-duty San Diego police sergeant is actually to blame for the deaths.Jeffrey Brian Levi, 39, is charged with murder, gross vehicular manslaughter while intoxicated, hit-and-run and drunken driving, for the Jan. 2, 2018, deaths of 33-year-old Jesus David Dominguez and 19-year-old Isaac Felix, who were burned to death inside a Toyota Corolla that was struck at about 11:45 that night in the fast lane of northbound Interstate 15 near Miramar Road.Giovanna Dominguez -- Jesus Dominguez's sister and Felix's girlfriend - - was also a passenger in the Corolla. She survived but sustained broken bones and burns across her body.RELATED: Suspected drunk driver facing murder charge in fiery crash that killed twoDeputy District Attorney Andrew Aguilar told jurors in his opening statement of Levi's trial that the defendant rear-ended the Corolla, then walked away from the crash scene unscathed.The Corolla was left disabled in the fast lane with no lights on, its three occupants "sitting ducks" for an ensuing crash, Aguilar said.A short time later, a Ford Explorer driven by off-duty San Diego police Sgt. Raymond Rowe then struck the Corolla, which burst into flames and left Dominguez and Felix trapped inside the burning wreckage, while bystanders pulled Giovanna Dominguez out.The Ford Explorer overturned, coming to rest upside down, and Rowe was treated for minor to moderately serious injuries.Aguilar alleged that about three hours after the crash, Levi had a blood-alcohol content of 0.16%, which is twice the legal limit.Levi, who was charged with murder due to a 2007 misdemeanor DUI conviction, faces 40 years to life in prison if convicted.Defense attorney Amanda Waddle alleged that Rowe was "an unreasonable and negligent driver" who should be held liable for the deadly wreck. According to Waddle, Rowe was speeding, failed to wear his prescription glasses and was looking in his rearview mirror at the time of impact.Aguilar noted that Rowe often used his rearview mirror to spot anyone who might be trailing him from the police station to his home, a risk that Rowe potentially faced as a member of the department's gang unit.In addition to not paying attention, Waddle said that Rowe failed to use evasive maneuvers that were part of his police training."This was the direct result of that secondary, very violent crash where Sgt. Rowe was not paying attention to the roadway in front of him," Waddle said.The defense conceded that Levi was driving too fast in connection with the initial crash, but said "thankfully" there were no significant injuries as a result.Giovanna Dominguez -- who was expected to testify Wednesday -- did indicate during a preliminary hearing earlier this year that no one was injured as a result of the initial crash. She testified at the previous hearing that her brother and Felix remained strapped into their seats while trying to contact authorities, but she undid her seatbelt because she wanted to get out of the car and was afraid of being struck again. 3262

SAN DIEGO (CNS) - An alleged drunken driver accused of running over and fatally injuring a co-worker, who was trying to prevent her from driving home following a night out in Kearny Mesa, was charged Tuesday with murder, gross vehicular manslaughter while intoxicated and hit-and-run causing death. Latisha Ingram, 33, is accused in the death last Thursday night of 25- year-old Ha Minh Ta.Deputy District Attorney Phillippa Cunningham said Ingram was charged with second-degree murder because she has a 2010 DUI conviction in Orange County.According to the prosecutor, Ingram and Ta met up with other co-workers for after-dinner drinks and the defendant, ``against the advice of friends,'' decided to try and drive home.RELATED: San Diego police: Man run over, killed after argument in Kearny Mesa parking lotIngram got into an argument with Ta about 11:30 p.m. in a parking lot in the 4600 block of Convoy Street, and she allegedly started to drive away while he was still holding onto her car. Ingram drove out of the parking lot and turned southbound onto Convoy Street, where Ta let go and was run over by the defendant, San Diego police Officer Robert Heimsthe officer alleged.Paramedics rushed Ta to a hospital, where he died from his injuries. Ingram was arrested a short time later.Laboratory tests are pending to determine her blood-alcohol content at the time of her arrest, Cunningham said.San Diego Superior Court Judge Jay Bloom set bail at .5 million for Ingram, who pleaded not guilty to the charges and s set to return to court July 15 for a readiness conference. 1590

  

SAN DIEGO (CNS) - At least one person was killed Saturday in a three- vehicle collision on the San Diego (5) Freeway in San Diego, authorities said.The crash was reported at 5:07 a.m. on the northbound San Diego Freeway at Via De La Valle South, according to the California Highway Patrol.A white sedan, motorcycle and unknown vehicle were involved in the crash, the CHP said.All northbound traffic was stopped just south of Del Mar Heights Road and taken off the freeway at that exit, the CHP said. 507
