SAN DIEGO (KGTV) -- People in the South Bay are still angry about a point-and-reward system for drug arrests that police say was never officially implemented.Team 10 broke the story last week, when an officer shared an email detailing the program."It's completely everything that we are against as law enforcement officers," said the whistleblower, who asked to hide his identity for fear of retaliation.READ: San Diego Police Chief launches internal investigation into "rewards for arrests" emailThe program offered points for different kinds of drug-related arrests in San Diego's South Bay. Whichever officers got the most points would be rewarded with better assignments.Activists in the South Bay say a program like that would unfairly target low-income communities, which already have large drug problems.They also say it shows there are still culture problems within the San Diego Police Department, incentivizing officers to discriminate."We don't want them here," says protest organizer Tasha Williamson. "We don't want them patrolling, we don't want them supervising, we don't want them to have any authority over people. We're all human beings and we want to be treated as such."But new Police Chief David Nisleit says the program never went into effect. He told reporters Friday that the email went out by mistake and was retracted within days."I can tell you right now this program was never authorized. Nor was it ever implemented," he said. SAN DIEGO (KGTV) -- Police are searching for a homeless man a Mission Valley father says tried dragging his daughter into bushes before she was able to escape.Chris Gilbert says his 11-year-old daughter went to check the mail Saturday around 2 p.m. on the 5900 block of Caminito Deporte when the incident happened.After walking across the street to check the mail, Gilbert says his daughter felt hands on her shoulders.RELATED: San Diego Homelessness Czar to go on leave to open Mormon temple"She thought it was me, sneaking up playing a game,” Gilbert said.Then, Gilbert says, the man grabbed the 11-year-old by the neck and started dragging her toward some bushes.“She told me he put his hands on her shoulders from behind and was holding her, turned around and kicked him in the shin, got loose and ran into the house and found me upstairs.”That’s when Gilbert ran downstairs to confront the homeless man, hitting him in the shoulder as a warning.RELATED: Oceanside residents demand solution to homelessness issue“I said, ‘you need to get out of here,’ then he started hitting me.”Gilbert’s daughter describes the man as six foot, two inches tall, between the ages of 40 to 45 with thick glasses. San Diego (KGTV) -- North County parents and students are voicing safety concerns after the Vista school board voted 3-2 not to restore law enforcement at school sites next year. The Vista Unified School District made its decision early Friday morning despite backlash from some parents."We seem to need constant reminders so we've had Columbine, Parkland, Sandy Hook, and on a day we're pleading for safety another tragedy hits," one parent told 10News.The parent was referring to Thursday's shooting at Saugus High School just north of Los Angeles. A student gunned down a group of teens on campus killing a 16-year-old girl and a 14-year-old boy. Dadian points to the recent resignation of Democratic Congresswoman Katie Hill as one potential scenario. "Her special election and the regular primary is on March 3. There are different rules on a special than a regular, so there might be, for her, four races within six months, that might happen with Duncan Hunter depending on when he resigns," said Dadian.Duncan did not bring up resignation after his court appearance Tuesday morning. 1953

SAN DIEGO (KGTV) -- Police officers chased down two drivers in stolen cars, but only one man was arrested early Wednesday morning.According to San Diego Police, officers spotted a BMW that had just been stolen driving down Hotel Circle South in Mission Valley around 2 a.m. They followed the car, which appeared to be following another car, a black Dodge Charger.When officers tried to pull them over, both drivers sped off in different directions.Just when officers thought they lost the BMW, they found it in a Serra Mesa neighborhood. They moved in with their guns drawn and surrounded the car, but no one was inside.Officers eventually found the suspect hiding in a nearby shed and took him into custody.The driver of the Dodge Charger led officers towards Mission Valley, but that car was later found abandoned behind a Verizon store. 847
