BEIJING, Aug. 3 (Xinhua) -- China has scrapped tariffs and value-added taxes on core equipment, components, and raw materials imported and used in civilian high-tech projects since July 15, according to a circular of the Ministry of Finance and other departments.The move seeks to encourage research and development in the nation' s major strategic products, core technologies and major projects, said the circular.Custome officers are checking imported goods in a bonded warehouse.The projects that have been exempted from taxation include core electronics, high-end universal chips, basic software, integrated circuit-manufacturing equipment, new generation wireless mobile communication networks, and new drugs for prevention and treatment of some infectious diseases such as AIDS and hepatitis.

WUHAN, Aug. 24 (Xinhua) -- This year's second largest flood has crested and safely passed the Three Gorges Dam on the Yangtze, China's longest river, on Tuesday, forcing engineers to close the locks at the dam.The ship locks have been closed since 8 p.m. Monday and more than 100 ships have been detained at the site, but all are in good order. The maritime authority is now making efforts to avoid congestion.The ship locks are supposed to open after water flowing into the reservoir falls to 45,000 cubic meters per second.Water flowing into the reservoir of the dam reached 56,000 cubic meters per second at 2 p.m., the highest since the flood earlier peaked at 70,000 cubic meters per second on July 20, the Yangtze River Flood Control and Drought Relief Headquarters said in a statement.The water flow fell to 53,000 cubic meters per second at 8 p.m.It said the dam took the edge off the fierce flow by holding back about 31,000 cubic meters of flood water per second and discharging the rest.The water level in the dam was 154.3 meters at 8 p.m., an increase of more than 4 meters in 24 hours and well above the 145-meter flood alarm level, the statement said.

ZURICH, Switzerland, July 18 (Xinhua) -- Top Chinese legislator Wu Bangguo and Doris Leuthard, president of the Swiss Confederation, held talks on Sunday and agreed to expand their bilateral cooperation.Wu, chairman of the Standing Committee of China's National People's Congress (NPC), delivered Chinese President Hu Jintao's regards to Leuthard. QINGDAO, Aug.19 (Xinhua) - China's largest marine patrol departed Thursday from Qingdao to Vladivostok, a coastal city in east Russia, participating in a multilateral joint drill.The joint drill is to be held from Aug.22 to 27, with the theme of "enforcing emergency responses to illegal actions threatening joint marine security".The North Pacific Coast Guard Agencies Forum (NPCGF) promoted the multilateral joint drill in 2009.Current members of NPCGF, Canada, China, Japan, South Korea, Russia and the United States, participate in the drill."The joint drill mainly focuses on arms trafficking and illegal migration, including searching, boarding and examining suspicious ships," said Wu Shaojun, captain of Marine Patrol 11.Chinese Marine Patrol 11, Marine Surveillance 83 and helicopters and ships from other countries will participate in the joint drill, said Wu.Chinese Marine Surveillance 83 left for Russia on Aug.13 from Guangzhou, capital city of south China's Guangdong Province.NPCGF, initiated by the Japan Coast Guard in 2000, is an organization devoted to fostering multilateral cooperation on illegal drug trafficking, maritime security, fisheries enforcement, illegal migration and heightened maritime awareness.Member states take turns hosting the annual forum. China joined the forum in 2004.The 3000-tonne Marine Patrol 11, China's largest patrol ship, is 114 meters long and equipped with high-speed rescue boats and a helicopter hangar. The helicopters can take off and land on Marine Patrol 11 even when waves reach 6 meters and wind speeds are as high as 11 to 14 meters per second.
