SAN DIEGO (KGTV) — Some beach cities throughout San Diego County Monday closed beaches as the COVID-19 outbreak continues to worsen. Following Gov. Gavin Newsom's stay at home order for California, several beach-side cities saw beachgoers enjoying the outdoors without the required six-foot social distancing.Monday, County Public Health Officer Wilma Wooten said the county will issue an amendment to the public heath order limiting social gatherings during the coronavirus pandemic. It looks like people are not able to do that," Wooten said. "We will be issuing an amendment to our health office's order that if jurisdictions are not able to enforce social gatherings then we will close beaches," Wooten said. Supervisor Nathan Fletcher added that people are encouraged to get exercise, but "what we don't want is the mass congregating of multiple social units."San Diego Mayor Kevin Faulconer, however, didn't wait to see how that warning will play out around the county. "I have directed the [city] to move forward with closing all City-owned parks, beaches and trails. There were far too many ignoring physical distancing rules this weekend. The actions of a few can cost the lives of many. "Due to the number of people continuing to gather at city parks, trails and beaches, the City of Carlsbad announced it will temporarily close these public areas starting March 23 to help slow the spread of the virus that causes the COVID-19 disease," a city release stated.Carlsbad Police will enforce the closure using an "education-first" approach before issuing citations, the city said. Also late Monday night, the City of Encinitas announced it would be closing beaches. "The City of Encinitas is closing all City beaches, access points to beaches, and parking lots adjacent to beaches until further notice," city officials said in a news release.Imperial Beach followed suit, saying it would close its beaches "due to the inability to enforce social distancing," beginning Tuesday at 12 p.m.Sunday, San Diego Police officers shut down beach parking lots and discouraged large crowds from gathering. Officers began closing off parking lots, and even Fiesta Island, after dense crowds were seen at local beaches."The intention is to decrease the transmission of COVID-19," Wooten told reporters. "When we start to see our numbers come down, that's when we will reevaluate.""All these strategies are being done to flatten the curve."Also Monday, the State of California said it was closing state parks to vehicular traffic at some park units to reduce the density of visitors. SAN DIEGO (KGTV) - San Diego Red Cross Volunteers are stepping up to help the many communities at risk of Hurricane Dorian's wrath.So far 20 volunteers have been assigned to the disaster, 18 will be on the ground, and two are working remotely.John Stone is deploying Tuesday evening to South Carolina, he's responded to over 20 disasters."You catch the bug, I mean you're helping people recover from a natural disaster, every disaster is different," said Stone. Stone says this deployment is more personal; his daughter lives in Charleston."I emphasize with her to have a plan, be ready to go, it's my grandchildren you're dealing with, I want you to be safe," said Stone.At any moment, the local Red Cross could be asked to send more volunteers. On Monday night, more than 12,200 people stayed in 171 Red Cross and community evacuation shelters in Florida, Georgia and South Carolina. This included nearly 11,700 people in 142 shelters in Florida; some 280 people in 10 Red Cross shelters in Georgia; and 290 people in 19 Red Cross shelters in South Carolina.More than 1,900 trained Red Cross responders from all over the country are helping to support relief efforts. 1177

SAN DIEGO (KGTV) -- Some former students of Brightwood College finally have something to celebrate after their school shut down earlier this month.Town & Country San Diego Mission Valley, where the graduation was scheduled to held, will now host the ceremony free of charge.Karlene Carpenter is one of those students looking forward to the graduation ceremony. She spent countless hours with her classmates, studying and preparing for the next phase of their lives. "The curiculum was amazing. At first, it looked like the graduation ceremony scheduled for January 18th at Town & Country San Diego in Mission Valley was not going to happen since the school was out of business."We still had the date booked, but there was no way to pay for it," Carpenter said. "I went to school a little later in life. You want to walk across that stage, you want to wear your cap and gown, you want to participate in the pinning ceremony inducting you into nursing."Then came a little holiday cheer thanks to Santa's helpers, in the form of Town & Country staff. "We have extended to them a complimentary graduation. Everyone in their families can see them and just really enjoy what they worked so hard for," said Susan Penman, director of sales and marketing at the facility. From stressful classes to a sudden college shutdown, it was the news Carpenter was more than happy to hear. "Thank you from the bottom of my heart. SAN DIEGO (KGTV) — San Diego Police say possible human remains were discovered in a Fiesta Island fire pit early Thursday.Just after 10:30 a.m., a man on the east side of the island flagged down San Diego Lifeguards after making the grim discovery. Officers responded and sent an image to a forensic anthropologist, who confirmed the remains were possibly human.ABC 10News spoke to the man who made the discovery. Dan Conklin says he was hoping to spend the day on Fiesta Island and was planning to grill some hot dogs when he parked his van near the fire pit. Conklin says he noticed a lot of trash surrounding the pit and some extra wood, so he decided he would stay. When he started cleaning up, he says, he noticed what looked like human remains. "I kept thinking it was a joke, something to do with Halloween, it had to be a mannequin or a dummy or something that you put on your porch or something," said Conklin. Conklin says he flagged down a lifeguard in the bay who then called police. Conklin says when he arrived at the pit, it was still smoldering. SAN DIEGO (KGTV) -- State lawmakers approved funding to hire an additional 230 employees for California DMVs. The decision comes on the same day they shut down a proposal to audit long wait times at offices throughout the state. DMV officials say they've seen a surge in demand at offices from people getting the new REAL ID License, which you can't do by mail or online. State Assemblymember Phil Ting is spearheading an effort to shorten the wait. He says wait times at some offices were up to seven hours. "We've identified some technological fixes so that people can enter the information," said Ting. "There would be less clerical work."In July, lawmakers added an extra million to the DMV budget. The extra funding would allow them to hire 500 more employees, offer Saturday services and upgrades to some self-service kiosks. Assemblymember Ting got onboard when he had to go to the DMV in San Francisco and saw the line wrapped around the block. "It looked like people were waiting in line for a rock concert," said Ting. "Not for their driver's license."He says another problem was that people were waiting too long to renew.  "People couldn't get appointments before their licenses were expiring," said Ting. "We're asking to send those notices out much further in advance."DMV officials are also rolling out new programs like text message notifications and expanding self-service terminals to 50 grocery stores later this year. Drivers who want to get a REAL ID would still have to go into an office. DMV officials say you can expect to see reduced wait times by the middle of September, but they don't expect what they call "reasonable" wait times until December. They said that means 15 minutes for an appointment and 45 minutes for walk-ins.  1837
