"It also marks the 31st anniversary of China as a beneficiary of the UN development assistance system."Promoting South-South Cooperation and "help each other among the developing countries" is the centerpiece of development cooperation, he said. "As the developing countries are at similar levels of development and facing similar economic and social development problems, they can better appreciate the development needs of each other.""China supports the 'Beyond Aid' initiative proposed in the UN secretary-general's report and emphasizes the need for enhanced policy coherence, host country ownership and capacity building over cash assistance," he said."With the concept of 'blood generation over blood transfusion', China believes that it is better to help host countries build long-term sustainability than to resort to short- term interventions and be overly dependent on foreign aid," he said. "An integrated and holistic approach should therefore be adopted by incorporating trade, investment, technology transfer, capacity building and other elements into the development policies. ""Developing countries should also take the initiative into their own hands in order to identify the policies and solutions most responsive to their own needs," he said."China has tried similar approaches and learned some useful lessons," he said."First, providing non-politically conditioned assistance to developing countries," he said.
NANJING, July 3 (Xinhua) -- The population of China, the world's most populous country, is projected to reach 1.39 billion by the end of 2015, with those age 60 or over topping 200 million people, said Li Bin, head of the country's top population policy agency.Li, director of the National Population and Family Planning Commission, released these estimates Saturday during a speech at the annual conference of the China Population Association in Nanjing, capital city of east China's Jiangsu Province.The urban population is projected to be over 700 million over the next five years, for the first time exceeding the rural population, according to Li.She said the increase in the next five years would be based upon the nation's population momentum, which, according to her, would begin to decline after 2015.Population momentum is the tendency of a highly fertile population that has been rapidly increasing in size to continue to do so for decades after the onset of even a substantial decline in fertility.Chinese government statistics show China's population stood at 1.32 billion at the end of 2008, which was about 2.5 times the number in 1949 when the People's Republic of China was founded.To put a hold on the fast growth, the Chinese government adopted a one-child policy in the late 1970s. The policy had helped China's total population increase less than 40 percent between 1978 and 2008, whereas it nearly doubled between 1949 and 1978.However, during the next five years the development of China's population is expected to go through major transitional changes, Li said.China's first boom in its aging population is expected in the next five years, with roughly an average of eight million people turning 60 each year, 3.2 million more than occurred between 2006 and 2010, she said.In the coming five years, the ratio of the population aged 15 to 59 would peak and then slowly fall, whereas the population dependency ratio, a measure of the proportion of the population too young or too old to work, would rise for the first time after over 40 years of decreasing.In general, China would still retain the advantage of a plentiful labor supply and a relatively low population dependency ratio, she said.
BEIJING, July 11 (Xinhua) -- A Chinese government official said Sunday China had approved renewing the operation license of Beijing Guxiang Information Technology Co. Ltd., operator of Google's China website.The official with the Ministry of Industry and Information Technology (MIIT), who spoke anonymously, told Xinhua that the result of its annual checkup on Google was "Approved after Rectification."Guxiang submitted an application letter to the MIIT on June 29 to renew Google's Internet Content Provider (ICP) license, a permit to run websites in China.In the application letter, Guxiang pledged to "abide by Chinese law," and "ensure the company provides no law-breaking content as stipulated in the 57th statement in China's regulations concerning telecommunications."The statement says that any organization or individual is prohibited from using the Internet to spread any content that attempts to subvert state power, undermine national security, infringe on national reputation and interests, or that incites ethnic hatred and secession, transmits pornography or violence.Guxiang also accepted that all content it provides is subject to supervision of government regulators, said the official.
TASHKENT, June 9 (Xinhua) -- Chinese President Hu Jintao on Wednesday pledged efforts to enhance cooperation with Uzbekistan when meeting here with his Uzbek counterpart Islam Karimov.The two leaders also exchanged views on prospects of bilateral ties and on international and regional issues of common concern.Hu hailed the development of Sino-Uzbek ties since the two countries announced the establishment of friendly and cooperative partnership in 2004.China highly appreciates Uzbekistan's continued and firm support in issues concerning China's core interests, said Hu. BEIJING, Aug. 12 (Xinhua) -- China has decided to impose anti-dumping tariffs on pure terephthalic acid imported from Thailand and the Republic of Korea (ROK), the Ministry of Commerce (MOC) said Thursday.The five-year tariffs, ranging from 2 percent to 20.1 percent, took effect Thursday, the ministry said in a notice posted on its website.The MOC said the dumping of terephthalic acid on the China market had caused substantial damage to the domestic industry.The ministry started an anti-dumping probe into imports of the acid on Feb. 12, 2009.On Feb. 12, 2010, the MOC announced the the preliminary ruling of the investigation, which required importers of pure terephthalic acid from Thailand and the ROK to put down a security deposit.Terephthalic acid is an organic compound used in polyester coatings and resins.
