SAN DIEGO (KGTV) -- On Tuesday, county leaders, along with first responders and behavioral health experts, launched a new program named after a CAL Fire captain who died by suicide in 2017.The Fire Captain Ryan J. Mitchell First Responders Behavioral Health Support Program provides a confidential 24-7 helpline for any local first responder. The helpline is staffed by former and current first responders. The program also connects first responders to local behavioral health resources and substance abuse services.CAL Fire Captain Ryan Mitchell died by suicide on November 7, 2017, at the Interstate 8 Pine Valley bridge.“He loved the acts of fighting fires,” said his widow Denelle Mitchell, in an interview with ABC 10News in October 2019.She also spoke about the difficult days. “What comes with that is a lot of hard work, a lot of hours away from your home and your family and your friends,” she said.Ryan’s father, William Mitchell, became a fire chaplain after his son’s death. While he’s heartbroken his son is no longer with them, he is proud of the legacy he is leaving behind.“Heartbreak and pride are strange bedfellows,” William Mitchell said. “It's hard to process that sometimes. We were always and will continue to be very proud of our son.”Supervisor Nathan Fletcher introduced the policy to create and fund the program in September 2019. He told ABC 10News it cost roughly 0,000 to launch with subsequent costs as the program continues.Fletcher spoke about the trauma that first responders face on the job. “At a time where it feels like no one will sacrifice for anyone, we have a group of individuals who are willing to sacrifice their own safety. They’re willing to sacrifice their own life in an effort to protect us," he said.William Mitchell is one of three Advisory Committee members for the new program. He knows the need is there and encourages all first responders to utilize the new helpline.“The need hit our family like a storm that’s never going to relent,” he said.According to Blue H.E.L.P., 228 current and former law enforcement officers died by suicide in 2019, which is higher than the previous year. The Firefighter Behavioral Health Alliance said 82 firefighters, 24 EMS personnel, and one dispatcher have died by suicide so far this year. SAN DIEGO (KGTV) -- Police are investigating after a man was shot in the leg in East Village late Saturday night.Authorities say a 48-year-old man parked his car on 11th and E Street near City College Station around 10:50 p.m. Saturday.The man got out of the car and started walking when he saw two people arguing and heard gunshots.According to police, the man got into his car and began to drive away when he felt a pain in his right leg, looked down and saw that he was bleeding.Police said at this time, they don’t have any description of the suspects.The man drove himself to the hospital with non-life threatening injuries. 642

SAN DIEGO (KGTV) -- Proposition 16 takes on the issue of affirmative action, which has been banned in California since the mid-1990s.Voters approved the ban on affirmative action in the form of Proposition 209 in 1996. It added a new section to the State Constitution which “generally banned the consideration of race, sex, color, ethnicity, or national origin in public employment, public education, and public contracting in California,” according to the Legislative Analyst’s Office.Ahmad Mahmuod is a San Diego native and third-year student at UC Berkeley. He plans to become an attorney.“Growing up, I've never known a single black lawyer,” Mahmuod said. “Even coming to UC Berkeley, I've had challenges connecting with other black male lawyers.”He approves of Proposition 16.“You can’t be what you can’t see,” Mahmuod said. “I do see when companies and environments and campuses are more diverse and inclusive, that they thrive, and they end up doing better.”Legal analyst Dan Eaton examined the Yes on 16 ads airing on television.“Proposition 16 takes on discrimination. Some women make as little as 42 percent of what a man makes. Also circulating on social media is a Change.org petition titled, "US Physicians/Healthcare Workers For Personal Protective Equipment in COVID-19 Pandemic." The petition garnered more than 800,000 signatures by Friday afternoon.Part of the argument is the CDC downgraded the mode of transmission from aerosol to droplets. That means a surgical mask is allowed over the more sturdy N95 mask."Things that are frightening us the most is 1. Nurses are not allowed to bring their own N95 masks from home, we are not allowed to enter the hospital with them. 2. Management has been asking nurses not to wear their masks in hallways, or at the nursing station... and otherwise nurses have been written up with HR if they do not remove the masks... SAN DIEGO (KGTV) -- Photos captured along the shores of San Diego show the return of a bioluminescent glow cause by a phenomenon known as the red tide. Pictures posted on social media show the eerie neon glow. According to several San Diego photographers who captured the phenomenon, the bioluminescence was captured along the shores of La Jolla and Torrey Pines State Beach Wednesday night. The glow is created by an algae bloom called the red tide. The algae bloom is filled with phytoplankton called "dinoflagellates.” The organisms react with bioluminescence when jostled by the moving water. "Where the wave crashes onto the shore, as it rolls over that’s where the turbulence is highest," said Clarissa Anderson at The Scripps Instutition of Oceanography. "That’s why those are really bright stripes of light. We don’t know the exact smoking gun yet.
