LOS ANGELES (CNS) - The state's Franchise Tax Board announced Thursday new tax-filing relief for people affected by wildfires that broke out in San Diego County and other counties throughout the state in September.Taxpayers in areas that were declared disaster areas by Gov. Gavin Newsom are granted an extension until Jan. 15 to file California tax returns on 2019 income and make any tax payments that would have been due between Sept. 4 and Jan. 15."With more time to file and make certain payments, we hope to provide some relief to families and workers affected by these devastating wildfires," State Controller and FTB chair Betty T. Yee said in a statement. The relief applies to various upcoming tax-filing deadlines including:-- individual filers whose previous tax-filing extension was set to end Oct. 15. Any tax payments associated with the filings are not eligible for relief since they were initially due July 15-- business entities with a due date between September and Dec. 15-- quarterly tax payments due Sept. 15Wildfire victims may also claim a deduction on their 2019 income tax returns or next year's returns for a disaster loss sustained in an area proclaimed by the governor to be in a state of emergency, according to the Franchise Tax Board, which noted that those who have already filed tax returns this year can file an amended return.Taxpayers should write the name of the fire in blue or black ink at the top of their tax returns to alert the Franchise Tax Board. Those who are filing electronically are urged to follow the software instructions to enter disaster information. 1612

LOS ANGELES (AP) — U.S. authorities allege that Mexico's former defense secretary helped smuggle thousands of kilograms of cocaine, heroin and other drugs into the United States in exchange for bribes.Court documents unsealed Friday in New York alleged that Gen. Salvador Cienfuegos Zepeda acted on behalf of the H-2 cartel while defense secretary from 2012 to 2018 under former President Enrique Pena Nieto. The post positioned Cienfuegos as a critical figure in efforts by Mexico and its allies to combat drug trafficking. He was being represented by a public defender, who did not respond to an Associated Press request for comment. His personal attorney was en route to Los Angeles, where Cienfuegos was arrested Thursday. 731

Look up at the sky this week. We will get a treat as Jupiter and Saturn will be the closest they have been in the sky in four centuries. Appearing as a “Christmas star,” the "great conjunction" happens next Monday, December 21, which also happens to be the Winter Solstice, marking the start of the winter season. A conjunction happens when planets appear close in the night sky and line up with Earth’s orbits. The last time Jupiter and Saturn were this close was 1623, about 14 years after Galileo was using rudimentary telescopes to study outer space. However, that year, the conjunction was too close to the sun to view it. The last time Jupiter and Saturn were this close and visible to the Earth was during the Middle Ages in 1226. 746

LOS ANGELES (CNS) - Workers at Ralphs, Albertsons and Vons/Pavilions throughout Southern California and as far north as Santa Maria ``overwhelmingly'' ratified a new contract with the grocery chains, averting a potentially costly and disruptive strike, union officials announced Thursday. Officials with the United Food and Commercial Workers Local 770, the Los Angeles-area union representing grocery workers, issued a statement saying the deal ``represents the most significant increases in wages and benefits in over 30 years.'' ``This agreement is a first step towards security good, career jobs in the changing grocery industry,'' Kathy Finn, secretary-treasurer of UFCW 770, said in a statement. ``As important as the hundreds of millions of dollars in improvements to members is the way we got to this contract -- by standing together store by store and with our communities to demand recognition of the value we earn these corporations every day.'' Union members cast ballots on the contract proposal Monday and Tuesday. The tentative deal was announced Sunday. The previous contract between the union and the grocery companies expired in March. Grocery workers in June voted to authorize a strike if a contract deal could not be reached -- raising fears of a repeat of the 2003-04 Southland grocery strike that dragged on for 141 days. When the tentative deal was announced Sunday, Ralphs spokesman John Votava said, ``We are pleased to have worked with the union to secure increased wages, continued premium health care coverage, and pension. Our associates are the heart of our company and this agreement is a reflection of their contributions.'' According to the union, the three-year deal includes wage increases of .55 and .65 per hour depending on job classification, with pay retroactive to March. Union officials said the pact also includes more guaranteed work hours for veteran workers, improvements in health care coverage for employees and their families, full pension funding and the start of a movement to close ``the wage gap between job classifications.'' The employees work at 532 stores stretching from Central California to the Mexican border. Albertsons and Vons/Pavilions have 342 stores and 29,000 unionized employees in the region, while Ralphs has 190 stores and 18,000 employees. 2325

LOS ANGELES (AP) — National Guard troops will be pulled out of California cities, including San Diego, where they’ve been deployed for a week after rampant violence and theft marred the first days of protests over the death of George Floyd. The announcement comes as peaceful demonstrations again emerged across the state. In San Diego County, about 100 National Guard troops had been stationed in La Mesa while another 100 were in an undisclosed area ready to move anywhere in the county. San Diego Sheriff Bill Gore requested the troops to assist with security following looting and rioting in La Mesa last weekend.RELATED: California Army National Guard now in San Diego County after sheriff's request"Tonight, [California Army Guard] troops have left [San Diego County]. We want to thank them for supporting [San Diego Sheriff Department] and our partner law enforcement agencies to ensure the protection of life and property while balancing people’s right to assemble peacefully," Gore tweeted.A timeline for the Guard pullout was not provided, but Los Angeles Mayor Eric Garcetti said some troops would begin departing Sunday evening. Meanwhile the Compton Cowboys, a group of mostly African American horse enthusiasts, wore boots and ten-gallon hats during a “ride for peace” through urban neighborhoods south of Los Angeles. 1339
