NARA, Japan, Jan. 18 (Xinhua) -- Chinese Culture Minister Cai Wu met with Seiichi Kondo, Commissioner for Cultural Affairs of Japan, Yu In-Chon, Minister of Culture, Sports and Tourism of South Korea on Tuesday in Japan's Nara for the 3rd China-Japan- South Korea Ministerial Conference on Culture.The officials exchanged views on China-Japan, China-South Korea bilateral cultural exchanges and cooperation.During the meeting with Kondo, Cai said that the scale and number of China-Japan cultural exchanges rank the first in international cultural exchanges in China and China is willing to develop the bilateral relations on a strategic and long-term point of view.China will enhance the strategic and mutually beneficial relationship between the two countries through cultural exchanges and cooperation, he added.This year, the Chinese Ministry of Culture, with the joint efforts of the two countries' concerned departments, will hold China-Japan "Animation Festival" as well as "Television Week."Seiichi Kondo agreed with Cai's comments on China-Japan cultural exchanges and cooperation and added that although China and Japan experienced some political twists and turns, Japan always attaches great importance to and actively promote the bilateral cultural exchanges and cooperation.Japan is willing to work hand-in-glove with China in regional cooperation and contribute to improving the bilateral relationship, the Japanese official said.During the meeting with Yu In-Chon, Cai said that with the joint efforts of the leaders and different circles from both countries, China-South Korea cultural exchanges have become an important part of the bilateral strategic partnership.The South Korean minister said the width and depth of cultural exchanges have been expanded year by year. In recent years, the two countries have learned from each other in the fields of culture and art, performance and exhibition, cultural relics reservation, and intangible cultural heritage.Yu In-Chon said he fully agrees with Cai's comments and prospects on China-South Korea bilateral cultural exchanges and cooperation and is willing to work with China to actively promote personnel exchanges, exchanges of troupe performances, and exchanges programs for the youth, in order to deepen the understanding and enhance the feelings between the two peoples.The 3rd China-Japan-South Korea Ministerial Conference on Culture will be officially held on Wednesday.

SINGAPORE, Nov. 14 (Xinhua) -- In celebration of the 20th anniversary of diplomatic relations between Singapore and China, a dedicated marker to commemorate late Chinese leader Deng Xiaoping was unveiled here on Sunday.The marker, which sits beside the Singapore River, was unveiled by Singapore Minister Mentor Lee Kuan Yew and Chinese Vice President Xi Jinping, who is here on a three-day official visit.The marker comprises a text panel and a bronze bust of Deng commissioned by the Chinese Embassy to Singapore. BEIJING, Nov. 22 (Xinhua) -- The Chinese government will devote more efforts to controlling the spread of HIV/AIDS and in researching AIDS vaccines and medicines, Vice Premier Li Keqiang said Monday."Although China has made great progress in HIV/AIDS control, the country still faces a tough situation," said Li, while visiting the Chinese Center for Disease Control and Prevention (China CDC) in Beijing prior to World AIDS Day which falls on Dec. 1.The government at all levels should realize the urgency and importance of the work and adopt more effective measures to control the spread of AIDS, he added."We should also realize that it will be a long campaign to control AIDS," Li said.Chinese Vice Premier Li Keqiang (R), also a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, shakes hands with the working staff during his visit to the Chinese Center for Disease Control and Prevention (China CDC) in Beijing, capital of China, on Nov. 22, 2010. Li visited the center on Monday, prior to World AIDS Day which falls on Dec. 1.The government plans to provide more support for the research and development of AIDS vaccines and medicine, he said."We are glad to learn that progress has been made in the research of AIDS vaccines and hope there will be a breakthrough in clinical trials of vaccines, early diagnosis of HIV, and AIDS medicine," he said.Li said the government will continue its policies to provide free medical treatment for HIV-positive patients who are not covered by state medical insurance, free HIV tests and counseling for patients, as well as free delivery and mother-to-child transmission prevention programs for HIV-positive mothers.The authorities should also improve assistance for AIDS patients and children with HIV-positive parents, he said.China is estimated to have about 740,000 HIV-positive citizens and about 100,000 AIDS patients among its 1.3 billion people.

  

SEOUL, Nov. 12 (Xinhua) -- China and South Korea can borrow judicial experiences from each other, Chinese Chief Justice Wang Shengjun said here Friday.There is significant room for cooperation between the judicial courts of the two countries, especially in such areas as administrative management, information technology applications, and training of judges, said Wang, president of China's Supreme People's Court (SPC).Wang praised the information technology applications at the grassroots judicial courts in South Korea.He said that his visit to South Korea was fruitful and hoped that the two sides would expand exchanges and cooperation further and make contribution to the development of the relationship between the two countries.Wang arrived here Sunday to visit at the invitation of the Supreme Court of South Korea.During the visit, Wang held talks with various South Korean judicial officials and discussed topics of common concern, such as judicial systems and reforms.

  

BEIJING, Nov. 10 (Xinhua)-- China will issue new judicial rules governing sentencing standards for cyber attack crimes by the end of this year, an official of the Ministry of Public Security (MPS) told Xinhua Wednesday.China has become a major victim of online crimes such as hacker attacks, with eight out of every ten computers in the country having suffered botnet attacks, said Gu Jian, vice director of the Internet security bureau of the MPS.Botnet is a network of computers that have had malicious software installed in them and are under the control of criminals, while the owners of the computers remain unaware of the computer hacking.China criminalized attacks on computer systems in 1997, and made specific provisions on hacker attacks, such as outlawing the illegal control of another computer, in its seventh amendment to the Criminal Law in 2009.In most botnet cases in China, the controllers were found to be located abroad, Gu said.Moreover, more than 80 percent of the cyber attacks targeting websites of China's government agencies came from overseas, Gu said.Gu called for more international cooperation in fighting transnational online crimes at the fourth U.S.-China Internet Industry Forum which concluded Tuesday in Beijing.At the forum, China and the U.S. agreed to strengthen international law enforcement in combating cyber crimes, improve international cooperation mechanisms in this regard, and enhance communication on fighting cyber crimes.In addition to cyber attacks, other kinds of major online crimes included online pornography, online gambling and online fraud, Gu added.
