SAN DIEGO (KGTV) — No charges will be filed in connection to eight officer-involved shootings and four in-custody deaths in San Diego County, District Attorney Summer Stephan announced Friday.Stephan announced the decisions after her office's review of the lethal force incidents involving Kristopher Birtcher, Guillermo Corrales, Javier Gomez, James Lacy, Oscar Leal, Alexander Ochoa, Osbaldo Ramirez, Paul Rivera, Jason Santana, Paul Silva, Jason Trujillo and Robert Westbrook.The cases involve authorities under San Diego County Sheriff's, San Diego Police, and Oceanside Police departments.The D.A. ruled that officers acted reasonably under the circumstances and officers faced no criminal liability for their actions.Watch Stephan's press conference live on Facebook (Warning: Graphic footage): 808

SAN DIEGO (KGTV) -- Nearly 5,000 San Diegans are set to gather throughout the county for a morning of prayer Saturday.The event, called "We Pray San Diego" will bring 4,900 people together as well as 132 pastors and several county leaders. SAN DIEGO (KGTV) — Murder during rape is a special circumstance, meaning no bail for the man accused of killing an elderly woman in her Normal Heights home in 1987.Kevin Ford, 62, didn’t have much to say in court Tuesday, charged with the murder and rape of 79-year-old Grace Hayden. Some advances in technology and persistent police work helping make today happen after three decades.The video remains just as chilling today as it was 31 years ago. Hayden's body was wheeled out of her home. Her neighbor told 10News reporter Steve Fiorina back then, that she was a friendly neighbor."She was loveable, friendly, never bothered, as far as I know, anyone," the neighbor said."Never went out because she was something like handicapped. She was a nice lady," another neighbor said.The case went cold until a single fingerprint found on Hayden’s stove. And some hard work led investigators to an arrest in North Carolina.San Diego DA investigator Tony Johnson was reviewing the unsolved case when he found that fingerprint. He submitted it to a national database and got a hit from a 20-15 warrant out of North Carolina.Three years ago he talked with KPBS saying, “a case goes cold primarily when the initial team that’s investigating the case has run out of leads.”Ford was extradited to San Diego. Tuesday, he was arraigned before a judge. A public defender said ford denies all charges.Ford is due back in court on Aug. 7. 1460

SAN DIEGO (KGTV) -- Parts of Balboa Park reopened Friday after the COVID-19 pandemic forced closures in March.Park officials said the following areas would reopen: Central Mesa (El Prado, Plaza de Panama, Cabrillo Bridge, Pan American Plaza), all parking lots, Prado Restaurant, Tea Pavilion, and Visitors Center.Tim Lu and his daughter Matilda have been looking forward to a bike ride at the park for a long time.They live nearby and drove by regularly ever since the park closed. Week after week, all they saw were empty streets and sidewalks.When they got the news that parts of Balboa Park were going to reopen, Lu wanted to make sure they were there for the first day. And he wasn’t alone, as others showed up equally as happy to see the park reopen.Sarah Beckman, director of the Balboa Park Conservancy, said, “This is part of people’s daily routines. This is a neighborhood park. It’s also a global destination but our friends have been missing this for a long time now.”While at the park or the trails, San Diego County and city health orders are still in effect. They have signs posted around the property to remind you. You have to wear a mask, practice social distancing, and if you are sick stay home.A way of life, Lu says he doesn’t mind.“Things haven’t changed. We don’t have a vaccine. A cure. So even though things are opening up we want to keep our progress going and keep things open and not have to shut down again,” said Lu.As for museums, they will reopen on their own schedules. SAN DIEGO (KGTV) -- Police are searching for a suspect Tuesday they say threatened a woman with a gun in an hotel bathroom. According to police, the incident happened in a bathroom at the Hilton on the 4200 block of Taylor Street in Old Town.Police say the man threatened the woman with a semi-automatic gun.Initially a man who matched that description was detained after a short foot chase. Police say he ran for unknown reasons but was quickly released when they determined he was not the attacker.Authorities describe the suspect as a black man in his mid-20s who is five feet, eight inches tall, was wearing a gray shirt, tan pants, a light colored backpack and has short hair.The suspect is wanted for brandishing a weapon, battery and assault with the attempt to commit a sexual offense. 806
