SAN DIEGO (KGTV) — As Seaworld San Diego reopens its doors this weekend, an East County grandmother and passholder says she and her grandson won't be making a visit.Visiting SeaWorld is one of Rose Becker's favorite things to do with her 4-year-old grandson Vincent."He just loves walking around and looking at the dolphins, orcas, and sea lions," said Becker.So when SeaWorld announced they would be reopening, she got excited.RELATED: Several San Diego County businesses to reopen indoors with limits under new guidance"I was planning on taking him Sunday. Was so excited to hear SeaWorld was back open. My grandson was so excited ... and then my excitement, down to frustration," said Becker.She was frustrated because of the cost. SeaWorld is opening through its weekend Zoo Days Bayside BBQ and Brews events. It's reservation only with a limited capacity. The park's attractions will be limited to outdoor animal exhibits and shows. A ticket will include food, drink, and merchandise. Passholders like Becker get a complimentary ticket but must pay for the lanyard for the food and beverages. I'm very frustrated and angry that I can't take my grandson to go visit SeaWorld, when it's open to the public who wants to pay for a special ticketed event, and not to us who have been paying all this time as passholders," said Becker.She's not alone. In the past few days, ABC 10News has received emails and Facebook messages from passholders upset about having to pay for the extra cost."We're being treated like second class citizens in essence," said Becker.SeaWorld plans to hold the weekend events until late September, and then reassess a true opening. SAN DIEGO (KGTV) - Border officials say the man shot and killed on Friday night by a Border Patrol agent behind the Las Americas Premium Outlets mall was trying to enter the U.S. illegally.A statement from Aaron Heitke, Chief Patrol Agent for the U.S. Border Patrol, San Diego Sector reads:“On Friday, October 23, 2020, at approximately 5:45 p.m., a United States Border Patrol agent responded to apprehend a man illegally entering the United States immediately west of the port of entry in San Ysidro, California. During the arrest, an altercation ensued and the agent discharged his firearm, wounding the man, who was later identified as an adult Mexican national. Nearby agents and law enforcement personnel responded immediately and initiated lifesaving efforts until emergency medical services arrived. At approximately 6:25 p.m. the man was pronounced deceased at the scene. The investigation is currently being led by the San Diego Police Department. Customs and Border Protection will continue to fully cooperate with the ongoing investigation. The specifics of this incident have also been shared with FBI, DHS OIG and CBP Office of Professional Responsibility. Additional updates will be provided by the San Diego Police Department, inquiries should be directed to them.”SDPD added Saturday that the 30-year-old man was shot once in the torso by the agent after he fought the agent, who sustained minor injuries.Social justice leaders with the American Friends Service Committee and Alliance San Diego have sent a letter to SDPD calling in part for an independent investigation to be handled only by police, not border officials or unions. Part of the letter reads, “Any involvement or coordination with these agencies, and specifically with CIIT has the potential to corrupt the investigation and could be considered an obstruction of justice.”Pedro Rios with the American Friends Service Committee said that he and others are considering holding a demonstration on Sunday. “I think for us it's important to ensure that people are treated with dignity regardless of who they are and we shouldn't jump to conclusions about the person who is now a victim and is now deceased,” Rios told ABC 10News on Saturday. SAN DIEGO (KGTV) -- Authorities responded to reports of a California Highway Patrol Officer who crashed his motorcycle in Rancho Bernardo Thursday evening. According to the San Diego County Sheriff’s Department, the crash happened on northbound I-15 at Rancho Bernardo Road before 6 p.m. At this time, the cause of the crash is unknown. It’s also unknown whether or not the officer was injured in the crash. 416

SAN DIEGO (KGTV) -- Councilman David Alvarez says he's tired of driving by vacant storefronts in urban communities like East Village and Barrio Logan. He believes city rules requiring some high-rises to put retail space on ground floors are too rigid. Alvarez has put forth a proposal that would allow for more flexibility and creativity, giving buildings the option to put housing and live-work spaces on ground floors. "We need to think outside the box when it comes to housing. We have placed so many rules on the books it makes it hard to do things differently," said Alvarez. If passed by the council, Alvarez says the permits to convert spaces would be temporary. After a period of time, potentially 10 years, the owner would reevaluate whether a retail store could then succeed. If not, they could apply for another permit. East Village alone has seen multiple businesses shut its doors in recent months, including Smashburger, Bottega Americano, SOL CAL Cafe, The Market Hall and Tilted Kilt Pub and Eatery.  1054

SAN DIEGO (KGTV) — As counties across the state are able to reopen, some are seeing COVID-19 case numbers bounce back up.There's concern from business owners that the state's current approach to restrictions could put them in a constant state opening and closing. Forty miles east of San Diego is the small community of Descanso."I was born and raised in Descanso," said Melanie Schlumpberger.Staying true to her roots, Descanso is where Schlumpberger opened her small business, Americutz Salon."It was going great," Schlumpberger said. "I was super busy getting new clients all the time."Then came COVID-19 and the stay at home order."It was very hard not knowing how long we were going to be closed down for," she said.Schlumpberger said savings got her through until she could reopen, but that ended up being short-lived. Cases in San Diego County spiked, and a few weeks later, her doors closed again.She said after being closed for another six weeks, she could reopen under the new state's guidelines."It was really exciting when we got to open back up," said Schlumpberger.Then college started, some county metrics spiked, and business could once again be impacted."I don't want to close down again cause it's so hard," she said. "I don't want to lose all the stuff that I've worked for."Schlumpberger said her operation is safe, and there have been very few cases of COVID-19 in Descanso and the surrounding areas.According to the County of San Diego's COVID-19 dashboard cases by residence, San Diego has more than 19,000 confirmed cases. The county's data show Descanso has 12."If the county numbers go up, unfortunately, the businesses countywide have to adjust," said San Diego County Supervisor Jim Desmond.He says you can look at any county across the state and find a similar issue. Desmond says instead of ping-ponging people's lives, some decisions should be made at the local level."If a business is able to operate safely and follow all the safety protocols and we can enforce those safety protocols, then they should be able to open," he said.Reporter Adam Racusin asked California's Health and Human Services Agency Secretary Dr. Mark Ghaly if there should be a different approach for areas in counties not as impacted by COVID-19."Something we've long considered," Ghaly said. "You know we work very closely at the countywide level. We have throughout this entire response had many counties step forward and highlight exactly what your statement highlighted that we have differential levels of transmission throughout the different parts of the county. We continue to work with the county to figure out where those trends, especially those upward trends, where we might intervene, but certainly our approach has been county by county, countywide.
