SACRAMENTO, Calif. (KGTV) - A bill working its way through the California State Legislature could require bike lanes and other "active transportation" amenities to be built on state-owned roads.Senate Bill 127 states that "any capital improvement project located in an active transportation place type on a state highway or a local street crossing a state highway that is funded through the program, shall include new pedestrian and bicycle facilities, or improve existing facilities, as part of the project."It means any time Caltrans wants to repave or resurface a part of a State Highway or a highway overpass or underpass, they must add some kind of bike/walking lane or safety measures.San Diego Legislator Tasha Boerner Horvath co-wrote the bill. She sent the following statement to 10News:“My district is a hub for all things that involve outdoor recreation — biking, walking, jogging, skateboarding — you name it and my constituents enjoy doing it throughout our beautiful district. SB 127 is a major move forward in identifying and funding important bike and pedestrian paths to connect people with the places they want to go. In addition, it will bring us an important step further on ensuring highway overpasses in my district have the bike and walking facilities they need to connect inland communities to the coast. This is important for safe routes to schools for our kids as well as folks accessing our stunning beaches.”Members of the San Diego Bicycle Coalition support the bill, saying it will make it easier for people to commute to and from work. They also say it will help fund more "active transportation" projects."The funding is always an issue," says SDBC Advocacy Coordinator Jennifer Hunt. "This is a great way to get that extra, additional funding and just to get more people out safely using biking and walking."The bill has passed the State Senate and is now in the Assembly. The California Legislature is on recess until August, but the bill will be in committee soon after they reconvene. 2028

ROCHESTER, N.Y. – New York Attorney General Letitia James announced Saturday that she will empanel a grand jury as part of her investigation into the death of Daniel Prude in Rochester.Activists have marched nightly in Rochester since police body camera videos of the encounter with the Black man visiting from Chicago were released this week by his family.“The Prude family and the Rochester community have been through great pain and anguish," James said in a statement. "My office will immediately move to empanel a grand jury as part of our exhaustive investigation into this matter.”Prude died of the effects suffocation after he was held by the police last spring.Seven police officers involved in the suffocation death of Prude have been suspended by the city’s mayor, who said she was misled for months about the circumstances of the fatal encounter.A union leader defended the officers Friday, saying they followed their training “step by step.”Prude died when he was taken off life support on March 30. That was seven days after officers who encountered him running naked through the street put a hood over his head to stop him from spitting, then held him down for about two minutes until he stopped breathing.In the hours before his encounter with police, Prude appeared to be spiraling into crisis. He had been thrown off a train the day before for disruptive behavior and was sent to the hospital for a mental health evaluation.Prude’s death and the actions of the officers have intensified the debate over whether police should be responding to calls about people suffering mental health crises. 1618

  

RIVERSIDE, Calif. (KGTV) - An elementary school in Riverside was evacuated Tuesday after reports of a parent barricaded in a classroom.Police say the 70-year-old teacher being held inside the classroom was rescued and taken to the hospital to be checked out. According to police, the suspect was injured during an officer-involved shooting and was taken to the hospital. Police have an update in a press conference following the incident:??????? KABC in Los Angeles reported the incident happened at about 11 a.m. at Castle View Elementary School. 575

  

SACRAMENTO, Calif. (AP) — Two former Cambodian refugees facing deportation for crimes committed as young adults were among seven people granted clemency Monday by California Gov. Gavin Newsom in his first pardons since taking office in January.Newsom pardoned Kang Hen, of San Jose, who pleaded guilty to being the getaway driver during an attempted armed robbery in 1994. Hen, who was brought to the U.S. when he was 9, surrendered to immigration authorities April 1 after he was notified he was wanted for deportation.The governor, a Democrat, also issued a pardon for Hay Hov, of Oakland, who was convicted of solicitation to commit murder and participation in a street gang in 2001.Hov, a naturalized citizen, was taken into custody by immigration officials in March.Both men immigrated to the U.S. lawfully as children. They petitioned Newsom for pardons, saying they have moved past their troubled youth to become respectable men with jobs and families.Pardons don't automatically halt deportation proceedings, but they eliminate the criminal conviction judges often base their decisions on, according to the governor's office.In Hen's case, a pardon may eventually allow him to stay in the U.S. Hov, whose green card was recently re-instated by a judge, is no longer at risk of deportation."Both men have young children, are the primary income provider for their families, and provide care to relatives living with chronic health conditions," the governor's office said in a statement. "Their deportation would be an unjust collateral consequence that would harm their families and communities."The pardons are a rebuke to President Donald Trump's administration, which has cracked down on immigrants who committed crimes. Since Trump took office, a large number of people have been detained and deported to Cambodia, according to advocates.Newsom's predecessor, Gov. Jerry Brown, pardoned five Cambodian refugees who faced deportation last year.Newsom on Monday also pardoned five other people who had convictions more than 15 years old — including business owners, students and at least one grandparent, the governor's office said. Their crimes ranged from forgery to drug-related offenses.None of those pardoned had multiple felonies and all had completed their sentences, Newsom's office said.Newsom's highest profile use of his clemency powers came in March, when he placed a moratorium on executions for the 737 people on California's death row. His action temporarily halted the death penalty in the state. 2528
