BEIJING, May 12 (Xinhua) -- The United States wants to work with China to expand the global economy and promote the development of the green economy, said a U.S. Commerce Department official Wednesday in Beijing.Cameron Kerry, General Counsel of the U.S. Department of Commerce, said at a news briefing at the U.S. embassy that the two countries faced an important time in their relations."My visit here this week is an appetizer in the banquet of events between the U.S. and China."According to U.S. Commerce Department, Commerce Secretary Gary Locke will lead the first cabinet-level trade delegation to China next week to promote exports of leading technologies as part of President Barack Obama's state export plan to increase U.S. employment.The department said the mission was intended to promote exports of leading U.S. technologies related to clean energy, energy efficiency, and electric energy storage, transmission and distribution.The two sides would also exchange views on issues such as trade and the investment environment, innovation and the protection and enforcement of intellectual property rights, said Kerry.Locke will also attend the economic track dialogue of the second round of Sino-U.S. strategic and economic dialogue in Beijing in late May.Twenty-four U.S. companies will join Locke for the China leg of the trade mission. The delegation will stop in Hong Kong, Shanghai, Beijing, and Jakarta.

BEIJING, April 10 (Xinhua)-- China's trade balance turned red in March with the country's first monthly trade deficit in six years, the General Administration of Customs (GAC) said Saturday.China exports were valued at 112.11 billion U.S. dollars in March, up 24.3 percent year on year, while the imports surged 66 percent to 119.35 billion U.S. dollars, resulting in a deficit of 7.24 billion U.S. dollars.The deficit was China's first since it posted a 2.26 billion deficit in April 2004, according to a report released by the GAC.China's total foreign trade rose 42.8 percent year on year to 231.46 billion U.S. dollars in March, according to Customs statistics.In the first quarter, foreign trade rose 44.1 percent to 617.85 billion U.S. dollars, with a surplus of 14.49 billion U.S. dollars though it was down 76.7 percent from the same period of last year.The country's trade surplus hit 23.7 billion U.S. dollars in February.Li Jian, a research fellow with the Research Institute under the Ministry of Commerce, said China's trade surplus had been falling since the start of the year."The deficit in March was just an extension of this trend," Li said.He said China did not purposefully pursue a trade surplus and had adopted a policy of encouraging imports and achieving a trade balance over the years.As the economy improved, any shift in people's expectations towards macro economic policies on liquidity and investment would influence importers' decisions and imported commodity prices, he said."Externally, we need to prudently monitor the world economy to avoid risk of a double-dip recession," he said. "Domestically, we need to focus on economic restructuring and transformation of economic growth pattern based on the stable growth of foreign trade."The GAC attributed the March deficit to shrinking exports of labor-intensive products, surging imports and rising commodity prices."The deficit in March is neither a recession, nor can it be sustained," the GAC said in its report, adding the deficit was small and China had maintained a "basic balance" between imports and exports.
TASHKENT, May 1 (Xinhua) -- When and how the exchange rate of Chinese Yuan should be adjusted must be decided by the Chinese government, the president of the Asian Development Bank (ADB) said Saturday.Addressing the opening press conference of the 43rd annual meeting of the ADB's Board of Governors, Haruhiko Kuroda said the yuan issue was "up to the Chinese authorities to decide."Meanwhile, Kuroda also said it was up to Chinese authorities to decide how and when to implement exit strategies.Kuroda acknowledged China played a leading role in the recovery of the Asia-Pacific region from the global financial crisis thanks to the 8.7-percent growth of its gross domestic product (GDP) last year.Haruhiko Kuroda, president of Asian Development Bank (ADB), speaks during a press conference in Tashkent, Uzbekistan, May 1, 2010. BEIJING, April 26 (Xinhua) -- Chinese legislators Monday started discussing for the second time a draft law on the protection of oil and natural gas pipelines which spells out the responsibilities of pipeline companies.According to the draft, companies must take safety measures while constructing pipelines and ensure the quality of materials.Companies must have professional personnel regularly patrol pipelines and deal with any potential safety issues in a timely manner, the draft said.They must place warning signs near pipelines according to state standards and replace damaged signs as soon as possible.The draft law says pipeline companies must offer compensation to land owners whose land use is curtailed by the pipeline.Buildings and facilities like pools and greenhouses that may damage pipelines are prohibited in the buffer areaThe draft said rapid urbanization has resulted in the reckless construction of buildings and roads within pipeline buffer areas, making pipeline protection increasingly difficult.The State Council, China's cabinet, submitted the law to the 14th session of the Standing Committee of the 11th National People's Congress (NPC), the country's top legislature. The Standing Committee's four-day meeting began Monday.
