Spring Valley, Calif. (KGTV) - The new Homeless Assistance Resource Team is expanding to battle the growing homeless population, according to the San Diego County Sheriff's Department. The program started in June. Their goal is to connect homeless people with services, like getting a driver's license, food stamps, or healthcare."It's not new to the sheriff's department, but having three full time deputies assigned to the mission is new." Deputy Matthew Faddis said they accompany the myriad of service agencies on their mission into obscure parts of town known to house homeless people.Faddis said it was to ensure the social workers, nurses and other workers' safety, and make them feel comfortable to do their job.Deputy Faddis said the department is working to help more people, "starting out doing this about once a week, we hope to expand that and eventually get the full time team doing this every single day."In Spring Valley, 10News walked with the team down into a concrete canal covered in graffiti. The couple they spoke with was given Hep A shots, hand sanitizer, water, and set up with a ride to get to an office where they can get set up for services tomorrow."If you don't have skills to communicate, if you don't have skills to be there on time, you get a stigma of, 'oh people don't care, there just going through my file anyway,' it doesn't matter." Kristin Kerrick said that's part of the reason why homeless people don't want to talk with the team. She said they are also scared.She's lived out of her car for the past year working to regain stability."There's a place in La Mesa that accepts Section 8 and I qualify, so it's really exciting, it's been so long, it's been a really long time so I'm really thankful," Kerrick said smiling ear to ear.Once under a roof for six months, she said she can try to get her four kids back, "we can see if they are already adopted out, or if they can break through the adoption, and go get the kids back, because I'm able to provide for them now and I'm under a program and she'll talk to me about that so not yet."Stories like hers, fueling the HART team forward. 2135

Clint Adams has turned his Utah basement into part science lab, part ammunition workshop.“I take a primer and put it in, and then, I load the charge,” Adams explained as he worked to load his own ammo.Adams' measurements are so precise, he measures the weight of the bullet he’s loading to the gram.“The brass I’m using is Alpha Brass and the powder is Hodgdon Varget,” Adams said.That may sound like a different language to you and me, but to the professional long-range precision shooter, it’s basic.“You can have the best fundamentals as a shooter, but if your ammo isn’t better than you, then you’re not going to have success,” Adams said.Before COVID-19, Adams would travel and compete in national competitions, but now he is spending more time in his backyard dry firing.“I’ll practice a lot like this, where I just lock into a tripod and practice a lot of things,” he said.Adams uses no magazines or no bullets when he practices now. There just isn't enough out there he said.“I definitely get some weird looks from people who may not know me or what I’m doing,” Adams said.It is not ideal, but there aren’t many options these days.“You know, it’s been the hardest thing to find primer and powder right now,” Adams said. “I just can’t believe how hard primers are to find.”At a gun store about 20 miles from Adams’ home, business has been booming.“This year has been a really good year,” said gun store owner Dave Larsen. “It turns our pandemic and civil unrest are really good for business.”Since March, Larsen has had a hard time keeping his shelves stocked.“Yeah, after people went and cleaned out the Costco for toilet paper, they came to the gun stores.He says his supply is one-third of what it was in January.“Some manufacturers source stuff from around the world and their supply lines were compromised during COVID and their distribution became,” Larsen explained. “When the demand ramped up, things really got crazy.”Back at Adams’ house, it was beginning to feel a little like Christmas morning.He got to fire real ammo for the first time in months.“I’d definitely say the shortage is affecting my ability to get out and stay sharp and keep my skills top level,” Adams said.A series of road trips all over the state made this day possible. (KGTV) - The Solana Beach City Council is the latest local government body to take up the gun control debate in the wake of recent mass shootings.On Wednesday night, the council passed Resolution 2018-036, which calls upon California Congressmen and women to pass gun safety regulations.Included in the resolution is official opposition to the Concealed Carry Reciprocity Act of 2017, currently making its way through Congress.That bill would force states to honor Concealed Carry Permits from other states, regardless of how strict or relaxed each state's regulations are.Other parts of the Solana Beach resolution call for:- Raising the minimum age to buy a gun to 21- Banning the sale of military-style semiautomatic and automatic weapons- Banning the sale of high capacity magazines that hold more than 10 cartridges- Universal background checks- Mandatory safety training before buying a gun- A 10-day waiting period before taking possession of a gunYou can read the full text of the resolution here.The resolution makes Solana Beach the second city council in San Diego County to take up the issue. He points out that other cities, like Santee, have voted to show support for concealed carry rights."Not welcoming law-abiding citizens from other states?
