DENVER – The Denver City Council on Monday approved a pilot program to allow for a supervised injection site in city limits by a 12-1 vote, though the Colorado General Assembly will have to pass a measure allowing for such sites before anything can move forward.If approved, Denver would be the first city in the United States to have a safe-use injection site. Philadelphia and New York City have similar proposals in the works.The council passed the measure 12-1 after it passed its first reading last week in an 11-1 vote.The Denver measure allows for a pilot program that will allow for a supervised injection site for two years where intravenous drug users can use under supervision and where trained staff will also be able to administer Narcan, an overdose antidote, and medication that blocks the effects of opioids.The measure was put forth by councilman Albus Brooks, who has pushed the measure due to the high numbers of fatal overdoses in Colorado – one-fifth of which occurred in Denver last year."Many of our neighbors in Denver are struggling with this public health crisis. To do nothing would be a grave injustice. That's simply not who Denver is," Brooks said in a statement Monday evening. "The pilot program created by this ordinance is a sign that our city is committed to saving the lives of our neighbors."No public funds will be used for the site; it would be operated by a nonprofit or government entity that works with addicts. The site will have to be more than 1,000 feet from schools and daycare centers.The injection site would provide access to clean syringes, fentanyl testing strips, overdose antidotes and counselors who can refer people for substance use disorder treatments and medical and mental health services.Council members toured a similar injection site in Vancouver earlier this year as the General Assembly considered a safe injection site bill, which ultimately failed.The General Assembly will have to pass a new bill that allows for local municipalities to start such safe injection sites before Denver’s can move forward. Brooks has said he had higher hopes for such a measure with Democrats now in control of the state Senate."Our current policies around drug use aren’t working and overdose deaths are rising rapidly," said Lisa Raville, the executive director of the Harm Reduction Action Center. "A Denver supervised use site would significantly impact rates of public injection and help connect drug users with treatment. This is just one step we can take to start battling this problem, and I'm very grateful to Councilman Brooks and the Denver City Council for taking action tonight."In response to the measure’s passage Monday, Mayor Michael Hancock said he was “proud” of the council’s vote.“We need to start looking at more innovative ways to approach the #opioidcrisis,” he said in a tweet.Councilman Kevin Flynn made the lone vote against the measure. In a statement, he said he believed that the site would enhance drug use."I voted no after much struggle with the points for and against it, but was ultimately convinced that a supervised injection site enables continued drug usage more than it reduces or mitigates it," Flynn said in a statement. "I advocate for what I think has been show to be a more effective policy, which is to widely distribute naloxone, the antidote for opioid overdoses, throughout the community and to find people with addictions where they are dying, and not invite them in to safely inject in front of us." 3516

"She had a lot of people who loved her. She just wasn't nobody."Albert Weathers, a local pastor, has been charged with open murder and felony firearm (use of a firearm in commission of a felony). Weathers appeared in court Monday for arraignment where his bond was set at million.Kelly Stough was a 36-year-old transgender woman who was beloved in the LGBTQ community and aspired to be a designer and buyer in the world of fashion. Investigators won't reveal a motive or other details surrounding the murder, but a source said that after the shooting, Weathers fled the scene, clocked in at work at the Great Lakes Water Authority, and then called police an hour after the shooting to say that someone tried to rob him and that he shot someone. Weathers lives in Sterling Heights and a woman who answered the door at his home declined to comment. Someone who knows Weathers, but wished to remain anonymous, said that he's married with children and that he rents space in a local church for his small congregation.The case has been assigned to Special Prosecutor Jaimie Powell Horowitz of the Fair Michigan Justice Project (FMJP).The FMJP is a collaboration between the Wayne County Prosecutor's Office and Fair Michigan Foundation that focuses on serious crimes against those in the LGBTQ community. 1626

DENVER — A passenger’s vaping device is being blamed for a fire that disrupted operations at Denver International Airport last month.According to a Friday release from the Denver Fire Department, the dissembled device was inside the passenger’s travel bag when it caught fire as it passed through a TSA X-ray machine in the south checkpoint the evening of Jan. 30.The screening process was not a contributing factor in the fire, the release said.Airport officials released surveillance video of the incident Friday. The video, viewable above, shows a crowded security line just before the fire sent hundreds of passengers and TSA agents running.The fire was quickly put out by using a nearby portable fire extinguisher. However, the incident prompted DIA officials to temporally halt train service and security screening, causing significant delays throughout the airport.Fire investigators say the device’s exposed lithium-ion battery likely made contact with conductive materials in the bag, causing the battery to create a “dead short.” The short caused the battery to heat up combustible materials within the bag, leading to the fire.The fire was determined to be accidental, and no charges were filed.The FAA prohibits electronic cigarettes and vaping devices in checked bags, but the agency does allow the devices to be carried in a carry-on bag. However, many airlines have policies regarding the possession or use of these devices onboard aircraft. 1474

Death row inmate, 61-year-old David Earl Miller will be executed tonight by the electric chair at 7 p.m. tonight.Miller is the second Tennessee death row inmate in just over a month to choose to die by the electric chair. His attorneys argued that the state's lethal injection method causes a prolonged and torturous death.Tennessee Governor Bill Haslam declined Miller's clemency application, in which his attorney claimed Miller had been suffering from “severe mental illness” at the time of his crime, and that his mental state places him “far outside that group of offenders who are the worst and for whom the death penalty is reserved.”Miller is also asking the U.S. Supreme Court to issue a stay of execution to address two separate legal issues. The high court declined to issue stays for either of the two other inmates executed this year.The inmate was moved to death watch Wednesday and served his requested last meal Thursday afternoon.Miller was convicted of killing 23-year-old Lee Standifer, who was mentally disabled, in Knoxville in 1981.A man Miller was living with found Standifer's body naked in the yard with her hands bound and roped wrapped around her body. David Ogden Stiers, known for his role as Major Charles Emerson Winchester III in the TV comedy series "M*A*S*H," died Saturday, the agency representing him said.The actor was 75.He died "peacefully at his home in Newport, Oregon after a courageous battle with bladder cancer," the MKS Talent Agency tweeted."His talent was only surpassed by his heart," the agency added.Stiers was born in Peoria, Illinois, in 1942. He was nominated for two Emmy awards for his performance as Winchester in "M*A*S*H," the popular series that ran for 11 seasons from 1972 until its high-rated finale in February 1983.The show, based on a 1970 movie, centered on Army surgeons and staffers during the Korean War.
