City of San Diego workers on the taxpayer dime were doubling the hours worked on their timecards and getting paid for it anyway. The revelation is part of a damaging new audit set to be released Friday. "Quite frankly, we're appalled," Johnnie Perkins, a city deputy chief operating officer, said in a press conference called Thursday. The audit found the a unit of 17 workers in a unit of public utilities department were working an average 3.6 hours per day, but putting eight hours on their timecards - and supervisors were approving them. The unit is charged with replacing faulty cement water meter covers and water meter boxes at homes and business across the city of San Diego. "We need to make sure that we're changing what our expectations are not just for those that are on the front line repairing our lids and boxes," Perkins said, "but for our midlevel and senior managers, what do we expect in terms of how they are going to be evaluated or held accountable for their performance, or in this case, lack thereof?"The investigation comes just months after City Auditor Eduardo Luna's department found that the public utilities department sent erroneously high water bills to nearly 3,000 San Diego families. Perkins said reforms are currently being installed. The announcement came one day after city public utilities director Vic Bianes announced his retirement, effective Thursday. Matt Vespi, an assistant director in the finance department, takes over on an interim basis.The city plans to have a permanent replacement by the end of the year. In a statement, Mayor Kevin Faulconer said the public utilities department needs to earn back the trust of its customers."The Mayor has called for sweeping reforms that include looking into every aspect of the department’s operations and changing how things are done to better serve the public," he said. In the case of the inflated timecards, Perkins declined to say how much was lost, what the workers earned, and exactly how long it was going on. He promised taxpayers that despite the troubles, the water supply is safe, and that the city would get to the bottom of it. "We own this," he said. "If there's an issue we're going to own it, and we're going to be held accountable because it's the ratepayers and the taxpayers of San Diego who we work for, and we cannot forget that." 2439
CLEVELAND — A Cleveland school security guard who was charged with rape, accused of soliciting and sexually assaulting multiple students, was reported for inappropriate behavior to Cleveland Metropolitan School District months before he was arrested. Derrick Dugger, 29, a security guard at East Technical High School in Cleveland is due back in court Tuesday morning for the charges. According to court records, investigators said he forced a 15-year-old girl to perform oral sex and sent inappropriate messages to students. A detective wrote in the report that Dugger was “predatory” and “a danger to these young ladies.”Dugger was formally charged with rape last week after an investigation began earlier in November, but one Cleveland family told Scripps affiliate WEWS-TV that they reported him months before.According to Joyce Swann, her 15-year-old daughter who has special needs made a complaint about Dugger soon after the school year began at East Technical High School.A CMSD report of that complaint obtained by WEWS is dated September 7 — more than 2 months before Dugger was charged.In the report, Swann’s daughter told the dean that at first, the guard asked her if she had a boyfriend and asked to check her phone. The next day, he greeted her by saying, “Good morning baby.”After that, the student reported, the guard told her he “liked the way she twerked that a**” on Instagram.The student said she felt uncomfortable and reported it to the dean, who called her mother and told her they would take a report and investigate.But Swann said she never heard an update until the day Dugger was charged.“Who would say that to a little kid? You’re supposed to be making sure these kids are safe and you’re preying on them,” Swann said.She said she is terrified of what could have happened had her daughter not reported it — and angry that the school didn’t do more initially.“My daughter is a special needs child. COCKEYSVILLE, Md. — A Maryland man is facing more than two dozen criminal charges after stealing a dump truck while drunk and on drugs, fleeing from police, and killing a man during the chase.The incident reportedly began about 2 p.m. Monday when Baltimore City Police contacted Maryland State Police about a stolen dump truck headed northbound on I-83.Troopers eventually located the truck, owned by a roofing company, unoccupied in a Walmart parking lot in Cockeysville, Maryland. Police say they set up surveillance to see who had stolen the tuck. A man, later identified as 26-year-old Zackery Haeger, was later seen getting into the truck, at which time police attempted to stop the vehicle, but he refused. Haeger then proceeded to drive towards troopers who were outside of their vehicles, causing them to have to jump out of the way. Driving erratically at a high rate of speed, he continued to flee, leading troopers on a chase that spanned from York Road through Padonia and Cranbrook Road. He was driving down the median lane on York Road when he hit another car at Padonia Road, causing disabling damage to the car. During the pursuit, the stolen Ford F550 dump truck crossed a double yellow line again and collided with another car, an oncoming Nissan at Rossbrooke Circle. Haeger then bailed out of the car and ran away, where he was captured by troopers.Officials say Haeger was taken to Sinai Hospitals for minor injuries where he gave officers a fake name, but a fingerprint check identified the man as Haeger. Our teams have been trying to come up with creative ways to connect people and work," said Carl Schweihs, the president of PeopleManagement at TrueBlue, a national staffing company that helps businesses, big and small.Schweihs says their team decided to try out a drive-thru hiring event. TrueBlue is running the events through its Staff Management |SMX business."We did one of these in April in Pennsylvania, and we saw a lot of success, so we were able to hire about as many people in one day as we had done in a week in the past," said Schweihs.The company saw so much success that True Blue decided to offer the drive-thru service to other clients, as well."We saw a lot of people were interested in it. They weren’t used to necessarily video interviewing and there was a comfort factor in still being close to someone, still being able to ask questions, that just weren’t there on the video side," explained Schweihs.How it works is applicants fill out all of their information ahead of time online. Then, True Blue schedules certain times for people to drive up and interview through their car window. Schweihs says they're able to interview more candidates in less time."Another thing is, we do interviews on all of our jobs and I think it also shows, especially in warehousing and distribution jobs attendance is a big issue, so by people being able to show up to an interview at a scheduled time, it also gives comfort in us and our customers that they're going to show up and be in attendance when they actually do take the job," said Schweihs.Drive-thru hiring is gaining ground across the country. In California, the Tulare County Employment Connection is hosting its first drive-thru event to fill 40 electrical and solar installation positions."I'm a little bit old fashioned. I like the face-to-face, and I know a lot of people do. Just the safety matter of it right now during the pandemic, following safety guidelines, I think it's a very good idea to be able to drive through and make it quick, where there's not very much contact, but at the same time, you're having that face to face with employers," said Monica Andrade, a business resource specialist with Tulare County Employment Connection.Andrade says employers will also have an opportunity to have a more in-depth interview with some candidates by having the candidate pull over and conduct a socially distant interview outside in a separate area.
