SAN DIEGO (KGTV) -- After months without any organized sports or youth activities, the San Diego Junior Lifeguard program resumed Monday under strict guidelines to prevent the spread of the coronavirus.For Addison Watson, it was a day she thought would never come. On Monday, she joined hundreds of other kids to take part in the San Diego Junior Lifeguard program.“I’ve been sitting in my room on a desk with my computer, staring at a screen. This is nice to be outside,” Addison said.When the COVID-19 pandemic shut everything down, there was a concern there wouldn’t be a program this summer.However, organizers pressed on and prepared just in case. Once the green light was given by San Diego County health officials, they had everything up and running.The program opened up with health measures in place, including having families do health screenings at home. Additionally, each participant and the entire staff will have to go through another health and temperature screening on site each day.Participants and staff are also required to wear masks and will have to follow social distancing guidelines. To help with distancing, the program will be spread out at more locations.The participants will also be broken up into smaller groups -- unlike before, they will stay within this group to keep the interaction to fewer people.Heather Rabe, program manager for the San Diego Junior Lifeguard Program, said, “We're following an operational safety protocol plan that we've been developing and working on and adjusting as new guidelines have come out for the last two months.”10News was also told other agencies within the state and outside of California will use this similar model when it comes to their aquatic programs. 1735

SAN DIEGO (KGTV) -- A water main break flooded streets and cars in North Park Sunday morning. According to authorities, the break happened near University and Polk Avenue around 4 a.m. The water flowed down to Florida Drive and Pershing Drive where a driver got stuck in rising water, according to police. Police say the man is a doctor who was heading to work at the nearby Navy Medical Center and didn’t know how deep the water was. Crews on scene were able to get the man out of his car. He was uninjured. Crews were forced to shut down eight different valves to get the flow of water to stop. No homes or businesses were injured. 642

SAN DIEGO (KGTV) — A San Diego professor is one of 55 people to make up California’s Electoral College for the 2020 election. Peter Bolland is the Chair of the Philosophy and Humanities Department at Southwestern College. He’s been at the school for 30 years and during that time taught Ammar Campa-Najjar, who is the person who selected him to become an elector.California gets 55 electors because of the 53 congressional districts and two senators. Electors are chosen by the party’s nominee who won the popular vote. Campa-Najjar got the most votes for Congress’ 50th District primary election in 2020, making him the person to choose the elector. Sure let's do it,'" said Bolland.Bolland said he’ll be flying to Sacramento on Dec. 14 to cast his vote. That vote, however, can only be for one person."I don’t even have any choice about who to vote for because California, like 48 states, is a winner-take-all state. So Biden won California, I’ll be casting my vote for Biden regardless of what my political views are," said Bolland.He added that he’s honored to be chosen in such a historic role, but acknowledges the flaws in the Electoral College system."Politically, I’ve had my concerns and questions about the Electoral College. It’s fundamentally anti-democratic," he said.The Electoral College was created by our founding fathers in 1787. They wanted to find a balance between giving too much power to the people with a simple popular vote, without giving all of the power to Congress. The Electoral College was their solution.Bolland points out that it makes some votes useless.“Last night, Joe Biden won by like 60 something percent and Trump lost by 30 something percent. But that’s a lot of people in California who voted for Trump and with the Electoral College they get erased,” he said, adding that there are Biden votes that get erased in right-leaning states as well. 2095

  

SAN DIEGO (KGTV) -- An SUV reported stolen crashed as it fled from San Diego police, killing three of the vehicle’s occupants.At around 11 p.m. Tuesday, police were near the intersection of 24th Street and Island Avenue in Sherman Heights when they spotted a silver 2003 Honda Pilot SUV traveling without its headlights on, before learning that it was reported stolen a day earlier by Chula Vista Police.The driver ran a red light while traveling east on Market Street, according to SDPD. When officers tried to pull the SUV over, the driver sped away towards Interstate 15.Officers lost sight of the vehicle. Moments later, with a police helicopter tracking the SUV, the vehicle lost control and crashed into a pole on Market Street, near Raven Street, in the Mount Hope area.According to police, two of the four people inside were ejected from the vehicle and two others were trapped in the wreckage. Emergency responders took one person to the hospital with injuries considered life-threatening, but they are expected to survive. The driver and two other passengers were declared dead at the scene, police said.No other injuries were reported, and no other vehicles were involved in the crash.The initial investigation revealed that none of the occupants of the vehicle were wearing seat belts as the vehicle was traveling more than 100 mph just before the crash, police said. 1387

  

SAN DIEGO (KGTV) - A South Bay high school was placed on lockdown while police searched a vehicle outside the campus.San Diego Police placed Southwest High School under lockdown while officers searched a vehicle they stopped on Hollister Street, just outside campus.Police said the traffic stop was a result of someone reporting they saw a gun. The suspected vehicle was located and pulled over.Southwest High was placed on lockdown as a precaution and police said the campus wasn't being threatened - the traffic stop just happened to occur outside the school property.Police found a BB gun inside the vehicle. No shots were fired and no one was injured.The lockdown was later lifted.Police said they encourage anyone who thinks they see a weapon to report it to authorities. 799
