BEIJING, Nov. 21 (Xinhua) -- An earthquake measuring 4.3 on the Richter Scale hit a border area between northwest China's Ningxia Hui Autonomous Region and the northern Inner Mongolia Autonomous Region Saturday afternoon, according to the China Earthquake Networks Center.     The epicenter was at 38.2 degrees north latitude and 106.6 degrees east longitude.     Xinhua reporters in Yinchuan, capital of Ningxia, said tremor was felt in the downtown area.     No casualties have been reported.

BEIJING, Oct. 25 (Xinhua) -- Chinese Vice Premier Hui Liangyu has called for attention on the ageing problem, noting this is a major issue that concerns "people's livelihood and the nation's lasting peace and stability."     Hui's call came several days ahead of the country's traditional "Senior Citizen's Day," or Double Ninth Festival, which falls on the ninth day of the ninth month in the lunar calendar, or Monday.     Hui, also director of China National Working Commission on Ageing, said at a recent meeting on the aging problem held in Beijing that the elderly were "valuable wealth of the Party and the country," and researchers should provide solid scientific foundation for the government to make strategies for the well-being of the ageing population.     Statistics from the commission show more than 8.3 percent of the 1.3-billion Chinese population are above 65, and in most cities, more than 50 percent of the elderly people live without the company of their children.     Hui said efforts should be made to deal with new conditions concerning ageing, such as unbalanced distribution of the aged between urban and rural areas.

NEW YORK, Jan. 7 (Xinhua) -- Stopping importing from China may result in an increase in the U.S. trade imbalance, chief economist of the World Bank Justin Yifu Lin said during a speech here on Thursday.     Addressing the audience at a forum about the forecast and views of Chinese economy held at the New York Stock Exchange, Lin said the imbalance between the United States and China actually "reflects some kind of specialization due to the state of development."     The type of products that China exported to the United States are labor-intensive living necessities that the United States will never produce anymore and has no competitive advantages, Lin said. ZHENGZHOU, Nov. 10 (Xinhua) -- Chinese President Hu Jintao has urged to establish and improve the mechanism of democratic self-governance of villages that can both secure the Communist Party's leadership and safeguard villagers' rights.     In a recent written instruction, Hu called on local officials to make efforts to improve the grassroot governance mechanism in rural areas in line with the basic conditions of the country.     Other leaders including Vice President Xi Jinping have also made similar instructions.     In a meeting on Tuesday in Zhengzhou, capital of central China's Henan Province, Li Yuanchao, head of the Organization Department of the Communist Party of China Central Committee, urged officials to study the leaders' instructions.     The building of grassroot governance organizations in rural areas must be strengthened, and the village-level democracy and self-government mechanism must be further improved, Li said.
