CHULA VISTA, Calif. (KGTV) — Friday, 10News accompanied Chula Vista Police as they raided a marijuana dispensary operating illegally in the city.The raid in the 700 block of Third Avenue shut down an illegal shop called "Chula's Fuego Meds." Four people were arrested, including a man who said he was a security guard. Police found two loaded hand guns and about ,000 in cash and products.Back in March, Chula Vista hired a new attorney focused on prosecuting illegal pot shops, expediting raids and cases. The locations and businesses specifically haven't been approved yet."From 2014 really to the present is when we saw a spike in the illegal operations," City Attorney Glen Googins said. Googins said they've heard of instances where the day after a shop is busted, the "security guard" is handing out flyers to old customers, informing them of their new location."When you operate completely outside all law and regulation, you can move fast and operate quickly," Capt. "The businesses have been sealed up, literally with welded shut windows, steel plates on doors and windows, magnetically sealed doors that do not open in the event of a power outage or another emergency," Collum said.Until now, the city and police department have been shutting down illegal pot shops with civil abatement warrants. They weren't able to seize the product or charge criminals. Instead the city could slap a ,000 penalty on the business.In March, they hired their first Criminal Prosecutor, and are working on getting funding for a full-time paralegal and an investigator. Together they will be called the Neighborhood Protection Unit. They hope to have those positions funded and filled by the end of this year or early 2020."We are out there, we are investigating you and we will be coming to close you down," Capt. Collum said.Collum said he knows the industry will continue to change and he said the department will adapt with it, "we'll continue to be out there, we will move and change our enforcement methods as the needs of our community dictate and we are going to continue to make sure that our community stays safe no matter what happens in the future for cannabis."Police say they're also learning some illegal dispensaries are operated by cartels and other organized crime networks. 3389

CHULA VSITA, Calif. (KGTV) -- In a COVID-19 world, kids are seen playing with masks on and keeping their distance. While it may look different to us, for preschool kids, this is all they know.At St. Rose of Lima Catholic School in Chula Vista, when a student and his or her parent arrive, they go through a health screening. If either shows symptoms, the child is sent home.Adults are also not allowed to come into the classrooms and have to stay outside.Glenda Martinez, preschool director of Daniel’s Den, on the campus of St. Rose of Lima Catholic School, said following the new California guidelines is manageable, what can be challenging is helping her young students understand the rules.“It’s really hard for them to understand what’s six feet. They say, ‘Ms. Glenda, I can’t do six feet, I only have two!’ I tell them I know that … but that’s what the square is ... that’s six feet. And nobody can go into their square,” said Martinez.And that’s reflected in how she set up her room. Even though they can’t do carpet time right now, she tried to bring imagination and fun back into the classroom.Each student has their own desk or car, that’s parked in their own square, with their own things inside.Right now, sharing isn’t allowed, but she’s found a way to allow them to socialize safely.“Because they have the same toys, I tell them you can play with one toy. I can play with the same kind of toy up to our edge with our masks on. And there’s not a problem, they’re still separating but they can play the same thing,” Martinez said.Another challenge for Martinez and her staff is explaining what the coronavirus is to four-year-old children. That’s why she’s made books to help them understand and they also sing songs.Coronavirus guidelines have also changed the way kids play outside. They can’t use certain equipment because of social distancing concerns.But as Martinez said, this has forced them to get creative.In the end, Martinez said they’re using these changes as an opportunity to teach their students valuable lessons. (KGTV) -- The Chula Vista Police Department is investigating a series of suspicious fires over the weekend.According to the department, the activity began on September 17, when a series of fires broke out in East Chula Vista. Crews were called to the fires beginning at 3:30 a.m.The department says four separate fires sparked within a 30-minute window on Lake Crest Drive, Eastlake Parkway, Telegraph Canyon Road, and East J Street.RELATED: Fire scorches Chula Vista playground overnightOn September 19, a fire erupted at a Veterans Park playground. Video from the scene showed the raging blaze and an explosion at the playground. Fire officials are investigating the fire at the Veterans Park Community Center as suspicious.Police are also investigating a fire that started on September 20 on the 1300 block of Martin Place. (KGTV) — An upset truck owner is making a plea for tips after a man was recorded dousing his Toyota Tacoma with a destructive substance.On Falcon Peak Street in Otay Ranch, Marc Galvez stumbled upon a very odd sight when he went to his truck Monday night: A liquid he thought was a milkshake. "When I hosed it down, I could see the paint coming down. I knew it wasn't a milkshake. I got angry and pissed off," said Galvez.MAP: Track crime happening in your neighborhoodA check of his Ring camera footage revealed the culprit. Just before 10 p.m., a man with "USA" written on the back of his shirt was recorded walking in the driveway, before walking away. A half hour later, the same man is back. With a bottle in his hand, he douses the truck with something, before walking off.  "I don't know that man. Police took a look and told him it was likely car paint thinner. Galvez is insured. Chief Justice John Roberts made a rare statement on Wednesday pushing back against President Donald Trump after the President again went after federal judges."We do not have Obama judges or Trump judges, Bush judges or Clinton judges," Roberts said. "What we have is an extraordinary group of dedicated judges doing their level best to do equal right to those appearing before them.
