SAN DIEGO (KGTV) - Crowds gathering at Veterans Park in Ocean Beach may face fines if they don't follow the county's public health orders.Tuesday morning, city crews put up orange mesh fencing around the park, but a few hours later, witnesses took pictures of two men cutting the fence down.Residents and business owners have been complaining for weeks about large groups gathering on Wednesday evenings gathered to watch the drum circle and hang out in the park.Mark Winkie is the president of the Ocean Beach Town Council. He didn't agree with shutting down the park, but he didn't condone tearing down the fence, either."Disappointing what happened here this morning, but it's important for people to know, as a town council, we really would like education to come first, to notify people about what they need to do when gathering here on such large quantities on a Wednesday," said Winkie.The public health orders banning gatherings of more than ten have been in place for months, but Winkie said it's possible not everyone is aware."Particularly for the drum circle, no city or county official has been out really interfacing with them, SDPD definitely came out, and I applaud their actions," said Winkie.Last week, police broke up the crowd, but did not issue citations.Councilmember Dr. Jennifer Campbell said it's time for enforcement."Everyday more San Diegans are dying, so we have to get tough and I'm telling you if this situation that happened last Wednesday night, happens this Wednesday night, there's gonna be a lot of clamp down, so they have got to stop it," Dr. Campbell said shouting.Violators could be fined up to ,000."By God, that is now the law and, therefore, the county sheriff should be out here arresting people who aren't wearing masks, who aren't distancing, and who are coming together," said Dr. Campbell.It's unclear if the city will put up a more permanent barrier or if anything will be in place by Wednesday evening. 1962

SAN DIEGO (KGTV) -- At least six people were injured Thursday morning after a head-on crash in Dulzura.According to Cal Fire San Diego, the crash happened on state Route 94 near Otay Truck Trail at around 7:30 a.m.The circumstances surrounding the crash are still unclear, but Cal Fire says one person was taken to the hospital with major injuries, and five others had minor injuries.The condition of the person rushed to the hospital is unclear at this time. 468

SAN DIEGO (KGTV) — Border officials seized nearly two tons of drugs valued at millions of dollars at San Diego and Imperial Valley ports of entry last weekend.Between June 14 and June 16, Customs and Border Protection says more than 2,638 pounds of marijuana, 1093 pounds of methamphetamine, and five pounds of heroin were seized after being discovered inside doors, flooring, and other areas of vehicles and a tractor-trailer.In one instance, agents at the Calexico Port of Entry stopped a 34-year-old driver on Friday and referred the driver to a secondary inspection. There, canine agents made a positive detection and the port's imaging system discovered anomalies inside the vehicles flooring.Agents uncovered 40 packages of methamphetamine hidden in the vehicle.The same day, a tractor-trailer was stopped at the Otay Mesa Port of Entry, arriving from Mexico with a shipment listed as "watermelons and cactus." An officer referred the driver to a secondary inspection, where a canine officer alerted agents to a positive detection in pallets of watermelons.Agents found 311 packages of marijuana, worth an estimated ,557,000, intermixed with the fruit.During another incident on June 16, agents at the San Ysidro Port of Entry stopped a 35-year-old man where a secondary inspection revealed 86 packages of methamphetamine, with a street value of 3,700.All drivers were turned over to Homeland Security agents for processing and all vehicles and narcotics were seized by CBP. 1494

Clients' temperatures are taken. Their hands are sanitized. Their personal effects are placed in a bag. In another bag is everything needed for their appointment, from combs to scissors."So they can feel comfortable that when they sit down, everything has been sanitized for them," said Gila Rut President Keri Davis-Duffy.Inside the salon: masks, social distancing, and capes disposed of after each appointment. The owners are intent on protecting clients, staff and also, the business. A day head of an appointment, clients are emailed a waiver."They have to sign a waiver releasing Gila Rut of any liability should anybody contract COVID-19," said David-Duffy.Davis-Duffy is hardly alone. At the Point Loma Sports Club, set to open Friday, a liability waiver is also required before you can enter. Across the county and country, at salons, gyms, offices and even the New York Stock Exchange, waivers are quietly becoming the new normal. It's unclear how much they're really needed. Attorneys tell us it would be hard to prove a business caused an illness. and the waivers don't protect a business against 'gross neglience.'"If someone signs a waiver, that means they agree not to hold someone else responsible for any damages. What we're seeing here are businesses trying to avoid liability when a patron is exposed to covid-19 at their place of business. Waivers are not, however, ironclad. For a business to be protected, the business must show that such a waiver was signed and that it covers the potential claim. Even if a business shows that, a waiver is invalid if the business was grossly negligent or reckless. Also, a person could challenge a waiver by claiming it was signed under duress or that it was unconscionable," said attorney Evan Walker.For Davis-Duffy, the waiver is simply another precaution."We're in a vulnerable business ...
