Lead poisoning can cause irreversible developmental issues, specifically in children.A state of emergency was declared in 2016.“I’ve seen what this lead has done,” Jones said. “I've seen children who have not been able to say complete sentences because their cognitive skills are not there. I’ve seen parents who have not been able to potty train a child at 4 years old, and these people come through these lines that hurts my heart.”In June of 2019, at a National Press Club event, Environmental Protection Agency Administrator Andrew Wheeler said Flint’s water is safe to drink.“We test their water on a regular basis. We’re working with the local city, as well as the state,” Wheeler said. “We’re still providing bottled drinking water to people if they need it, but at this point, the water quality in Flint, Michigan is safe to drink.”But in Flint, trust in the water and the government has run dry.“Even though they say it’s safe to drink, we still are afraid of drinking the water,” said Steven Atkins, a Flint resident."It’s something that we have to have. It’s important that we need it, but now we just can’t trust it,” said resident VanNessa Taylor.In August, the state of Michigan agreed to a 0 million settlement with those impacted by the water crisis, and 80 percent of the money will go to children.Jones says that money will only go so far. Transparency must bring back trust.“That’s where we are,” she said. “This was a marriage and you cheated on me for your benefit, not for my benefit.”Jones says the pandemic has made giving bottled water away even more difficult. She’s faced a shortage of volunteers to give away the water to the cars that come through. She says the lines grow outside her community center each week, six years after the Flint water crisis first began.However, Jones says she will continue to fill trunk after trunk until the cars no longer need to come through.“This city has got to get back whole again. Even though Jacob Walter Anderson was indicted on four counts of sexual assault, the ex-fraternity president won't spend a single day in prison.Instead, a plea agreement allowed the former Baylor University student to plead no contest to a lesser charge of unlawful restraint.If the 24-year-old successfully completes three years of deferred probation and pays a 0 fine, his criminal record will be wiped clean of the charge, and he won't have to register as a sex offender, CNN affiliate KWKT said.The plea agreement between Anderson's defense team and the McLennan County, Texas, district attorney's office infuriated the victim and her attorney."The evidence is incredible," Vic Feazell, the woman's attorney, told KWKT. "He nearly choked her to death. He raped her violently. He left her passed out in her own vomit -- the rape exam confirmed rape."The incident happened February 21, 2016, the woman said, according her victim impact statement posted on KWKT's website.She lambasted the court for accepting the plea agreement."I am devastated by your decision to let my rapist Jacob Walter Anderson go free without any punishment," the woman said."He is now free to roam society, stalk women and no one will know he is a sex offender. You're fine.' When I tried to pull up my pants or sit he shoved me to the ground and shoved his penis back down my throat and continued to choke me," the woman said."When he forced me up again and started to rape me vaginally again I blacked out permanently. When I was completely unconscious he dumped me face down in the dirt and left me there to die. He had taken what he wanted, had proven his power over my body. He then walked home and went to bed without a second thought to the ravaged, half dead woman he had left behind."As he walked out of the courtroom Monday, Anderson declined to comment to the media.CNN reached out to Anderson's defense team and the victim's attorney Tuesday, but has not received responses.The McLennan County District Attorney's Office said the person handling all media inquiries, Rebecca Akins, is out sick Tuesday. ENCINITAS, Calif. (KGTV) - The City of Encinitas announced a timeline Monday for its leaf blower ordinance restrictions. The rule, which bans all gas-powered leaf blowers and restricts hours of use, was adopted by the Encinitas City Council on Aug. 21. The ordinance took effect for city operations on Sept. 20. By Dec. 20, all commercial operators will be required to comply with the rules. All others have until Jan. 20, 2020 to adhere to the restrictions. The new ordinance includes the following restrictions: Prohibits the use of all gas-powered leaf blowers citywide by January 20, 2020; Allows for the use of electric or battery-powered leaf blowers; Requires responsible use of blower equipment to control dust and noise; Leaf blowers of all types may only be used between 8 a.m. and 6 p.m. Monday through Saturday, and between 12 noon and 5 p.m. on Sundays.Anyone who must purchase a new electric or battery-powered leaf blower can take part in a rebate program to partially subsidize the purchase. ESCONDIDO, Calif (KGTV) -- A Palomar Water delivery man is being credited for saving the life of an elderly woman who fell and couldn't get up to call for help. On Monday, Marco Perea showed up to deliver water for his 88-year-old customer in Escondido. When he knocked on her door, he could hear her, but she wouldn't come to the door. After several attempts to get her to open the door, she was able to tell him that she'd fall on Sunday afternoon and hadn't been able to get up since then. Perea called 911 and paramedics and firefighters were able to make entry into the apartment. The woman was rushed to the hospital. Perea says the woman does have a caregiver, but only from Monday through Fridays. The woman's condition is still unknown. 755

So back then, we could get traveling nurses, we could get registry nurses, we could hire more nurses locally," Van Gorder said. "Today, this is a national situation and we cannot recruit travelers, we cannot recruit registry nurses, and unfortunately, a number of our healthcare providers are also getting sick."Van Gorder said the county has 24 staffed ICU beds left, out of about 670 available. He added that as hospitals get full and resources are strained, the type of care for anyone needing hospital care will change to crisis care.The top two floors of the Escondido hospital have been set up to serve as an FMS site. The site includes 202 beds that can be used for patients that don't require ICU care. The site could take in patients from other county hospitals that become overwhelmed, Dr. Omar Khawaja, the Chief Medical Officer for Palomar Health, told ABC 10News a few weeks ago."It could be beds that we would offload some of the less sick patients from other systems into there so they can handle the sicker patients; we don’t have a solid plan for it yet," he said.California's cumulative ICU bed capacity hit 1.1% on Wednesday, with the Southern California region at 0%. Three other regions were also under the state's regional stay-at-home orders activated after a region dips under 15% ICU capacity.San Diego County reported 348 coronavirus ICU cases on Wednesday and an additional 2,598 COVID-19 cases.Van Gorder said the county and hospitals project that hospitalizations will continue to grow and peak on Jan. 10, 2021, with about 1,827 patients, and ICU cases will peak on Jan. 11, with about 483 patients."Today, the governor announced the federal medical station at Palomar Medical Center is going to be activated.
