SAN DIEGO (CNS) — Two men who were allegedly running an illegal hash oil lab inside a Lemon Grove warehouse were charged by federal prosecutors Friday.Adam Ledesma and Jared Hoffman are charged with manufacturing around 166 kilograms of hash oil inside the building raided by Drug Enforcement Administration agents on Thursday.The hash oil, valued at more than .75 million, was seized along with ``sophisticated laboratory equipment'' valued at more than million, according to the DEA.In the criminal complaint filed Friday, DEA Special Agent James Gillis wrote that DEA agents regularly surveilled the building over the past month, and observed Ledesma and Hoffman regularly entering the building.There were ``no visible indications of commercial or manufacturing operations operating out of the building,'' according to Gillis, who said that on May 14, he found a number of paint buckets, stainless steel pots and other items he alleged were consistent with manufacturing cannabis inside two dumpsters in the building's loading dock. The building's electricity bills dating back to last May were also ``excessive and consistent with the amount of electricity required to operate equipment commonly used for concentrated cannabis extraction and/or indoor marijuana cultivation.''Search warrants were served Thursday for the premises, which has no license for marijuana cultivation from either the state or San Diego County, according to the DEA.Authorities said it was the sixth hash oil lab in San Diego County dismantled by federal authorities within the past three weeks. Explosions at two of those labs sent four people to hospitals with serious burns, the DEA said.The agency alleged that the Lemon Grove lab was in particular danger of an explosion or fire, due to high combustible gas readings at the premises, as well as a large amount of ethanol found at the lab. 1886

SAN DIEGO (KGTV) - A group of San Diego politicians presented a plan to White House officials Tuesday to finally address the flow of sewage from Mexico into U.S. waters.The centerpiece of the proposal is a 4 million treatment facility that would be able to process 163 million gallons of runoff a day.Local officials estimate the facility would be able to reduce the number days that sewage flows across the border from 138 to 12.“That’s 12 days more than it should be, but its certainly a lot better than the current situation is,” said San Diego Supervisor Greg Cox.He traveled to Washington for a meeting with White House officials on Tuesday, along with a delegation including San Diego Mayor Kevin Faulconer, Imperial Beach Mayor Serge Dedina and Port of San Diego Chairman Garry Bonelli. “We had a very good meeting,” reported Cox. “They were very impressed. The gentleman from the EPA, who’s in the best position to move the ball forward with us, said he’d never seen a more united effort coming from San Diego to deal with this problem.”Officials are looking at three potential funding sources. One would require Congress to pass a series of bills that would allocate .5 billion to the North American Development Bank (NADBank.)Money from NADBank can be used for the financing of infrastructure and water pollution projects on both sides of the border.A second option would also require an act of Congress, approving HR 4039 introduced by Rep. Mike Levin (D-CA.) The bill would allocate 0 million a year for five years to the EPA’s Border Water Infrastructure Program (BWIP.) Money from that account could also be used to fund the project.The third potential funding vehicle would be an increase to the International Boundary and Water Commission budget. SAN DIEGO (KGTV) — A 14-year-old teen has been arrested and charged with a hate crime after punching a Rabbi near a University City synagogue, police say.San Diego Police said Rabbi Yonatan Halevy, of the Shiviti Congregation, was walking near the synagogue located near 3200 Governor Drive on Oct. 10, when he was punched by the teenager. The teen reportedly yelled racial slurs during the attack and fled the location, police added. Halevy was not seriously injured.Police say that Halevy also did not know his attacker.RELATED: Rabbi attacked outside University City synagogueThe 14-year-old male was taken into custody on Friday and booked into Juvenile Hall on battery and hate crime charges.In an interview with ABC 10News reporter Jon Horn, Halevy said this was the latest in a series of incidents by a group of teenagers targeting his congregation."Every day they come by here, taunt us, throwing bottles at us, sitting on our roof blasting music, and then breaking a window to my van," Halevy said. SAN DIEGO (KGTV) - A day-long technology fair promises to give senior citizens all the tools they need to stay up-to-date in the digital age.San Diego Oasis will host the tech fair at the Grossmont Center movie theaters on Tuesday, October 15."We're covering all areas of life," says Oasis CEO Simona Valanciute. "We want to show how technology can make it more fun, more safe and more connected."Classes at the fair will cover iPhone basics, podcasting, micro-mobility options, voice-enabled tech, cloud storage, identity theft, cord-cutting and more.Norma Mendenhall has taken a handful of iPhone classes at Oasis already. She says this kind of education is vital for her peers."As a senior, sitting at home, thinking that's not for me, I can't do that, I'm nervous about it, this is the place to take all of that doubt away," says Mendenhall.That advice is the same thing San Diego County officials want to spread. According to the County, there will be 1.2 million people above age 65 by the year 2030. Making sure they all are connected is key to keeping them safe."We've really never seen this kind of demographic shift," says Valanciute. SAN DIEGO (CNS) - Traffic volume in the San Diego region was at its lowest point this year in April, and volume remains relatively low and speeds higher compared to 2019, according to an interactive map released Tuesday by the San Diego Association of Governments.The SANDAG Highway Hot Spots & Volumes Tracker measures weekday month-by-month vehicle miles traveled on local highways, including traffic speeds and average daily traffic volumes -- which, this year, reflect fewer cars on the road due to the pandemic. The data available on the tracker includes March through October 2020, and users can also compare current data to the same time in 2019. The SANDAG tracker is updated monthly."This new tool is intended to be a resource to assist community members and local leaders with current traffic data to make regional decisions," said Cynthia Burke, SANDAG director of research and program management. "The Highway Hot Spots & Volume Tracker Highway Hot Spots & Volumes Tracker has shown us that the greatest drop in traffic volumes this year were seen in April when we were down 44%, compared to the same time last year."The SANDAG tracker also shows that between June and October, traffic volumes hovered between 15% and 16% lower than compared to 2019.The number of vehicle miles traveled on eight local highways reflected that same trend. Data shows that in October, traffic remained lowest on State Route 163, which was down 29% compared to October 2019, and that State Route 78 and Interstate 805 were the closest to last year's figures at this time -- down 11% and 13%, respectively.The tracker offers multiple ways to interact with and explore the data, such as filtering to focus on points of interest and selecting data points in the chart to make simultaneous comparisons.SANDAG picked several San Diego region hotspots of particular interest, including Southbound Interstate 15 at Deer Springs Road, Southbound Interstate 5 at Manchester Avenue, Northbound I-805 at Governor Drive and Westbound State Route 52 at Mast Boulevard.Speed data at each of the hot spots during morning peak periods revealed that in October, speeds were up an average of about 6 mph compared to March.The largest increases were seen at Northbound I-805 at I-15 -- 13.7 mph faster in October -- and Westbound Interstate 8 at Waring Road -- 10.5 mph faster.
