LIMA, Nov. 21 (Xinhua) -- Chinese President Hu Jintao on Friday gave a brief outline of the country's future development to the business community of the Asia-Pacific Economic Cooperation (APEC).     Addressing the APEC Chief Executive Officers (CEO) Summit, Hu said China will continue to follow the Scientific Outlook on Development by putting people first and making development comprehensive, balanced and sustainable.     "We will unswervingly pursue reform, improve the socialist market economy and build systems and institutions that are dynamic, efficient, more open and conducive to scientific development," Hu said.     China will follow a new path of industrialization with Chinese characteristics and transform the mode of economic growth, he said. Hu said here Thursday that China is willing to make concerted efforts with Latin American countries to establish a comprehensive cooperative partnership of equality, mutual benefit and common development    Instead of relying heavily on higher consumption of resources, China will achieve development by making scientific and technological progress, improving the quality of the workforce and developing innovative management, he added.     Since the beginning of this year, China has taken robust measures to address the complex changes in the international economic environment and the severe challenges of major natural disasters.     "We have strengthened macroeconomic regulation in a timely way," Hu said, adding "The fundamentals of the Chinese economy have not changed."     "The steady and relatively faster economic development in China is in itself a major contribution to upholding international financial stability and promoting world economic development," he emphasized.     Between January and September this year, China's gross domestic product grew by 9.9 percent and the three major demands of investment, consumption and export all grew by over 20 percent.     However, since September, with the spread and development of the financial crisis, difficulties confronting China's economic development have become more and more obvious, Hu said.     The growth rate of China's export has begun to decline and industrial production and corporate profits have been adversely affected to varying degrees, he added.     "In view of this and in order to boost economic development, the Chinese government has strengthened macroeconomic regulation in a timely way and decided to follow a proactive fiscal policy and a moderately easy monetary policy," the president said.     China has lowered the required reserve ratio, cut the deposit and lending rates and eased the corporate tax burdens, he added.     China has recently adopted even stronger measures to generate greater domestic demand, Hu said.     He said the central government has decided to invest an additional 100 billion yuan (14.6 billion U.S. dollars) this year to accelerate projects related to people's livelihood, infrastructure, the eco-environment and post-disaster reconstruction.     This is expected to generate a total of 400 billion yuan (58.4 billion dollars) of investment nationwide, he pointed out, adding between the fourth quarter this year and the end of 2010, investment in these projects alone will reach nearly 4 trillion yuan (584 billion dollars).     Implementation of these measures will give a strong impetus to China's economic development, Hu said.     Hu arrived here on Wednesday for a state visit to Peru and the Economic Leaders' Informal Meeting of APEC scheduled for Nov. 22-23.

Companies would also get more fiscal support for technology innovation.     In addition, the country would reinforce national investment in areas such as the southwest quake-zone reconstruction, infrastructure development and social welfare system, among others.     With regard to the foreign trade sector, the State Council, China's Cabinet, decided to increase imports of goods of domestic need and support the country's exports so as to realize the balance of international payments.     "We will further raise the export rebate of labour-intensive products such as garments and textiles, as well as mechanical and electrical products with high-added value," the council said.     In addition, the country's top administrative body would still keep a cautious eye on price increases with a focus on agricultural and energy related goods.     The advent of September's tainted milk scandal had also prompted the central government to pay closer attention to food safety in the fourth quarter. Regulations on dairy product quality and safety, which took effect earlier this month, would be further reinforced, according to the council decision.     While acknowledging the affect of the worldwide economic slowdown on the domestic economy, the Cabinet still expressed confidence for the nation to continue a healthy development.     "Our economy remains vigorous and has the capability to defend itself against international risks," Premier Wen Jiabao said at a State Council meeting on Friday.

 BEIJING, Dec. 12 (Xinhua) -- A Chinese mainland official said on Friday that the mainland is ready to launch a direct postal service across the Taiwan Straits slated for next Monday.     The direct postal service would end a situation that has prevailed since 1949, under which air, sea and postal movements between the Chinese mainland and Taiwan have gone through a third place.     Wang Yuci, deputy head of the State Post Bureau of China, said Beijing, Shanghai, Guangzhou, Fuzhou, Xiamen, Xi'an, Nanjing and Chengdu in the Chinese mainland, and Taipei, Kaohsiung, Keelung, Kinmen and Matsu of Taiwan were selected as regional distribution centers for the service.     Distribution centers would be adjusted or added based on future needs, he noted.     New services between post bureaux across the Taiwan Straits including express mail, parcel post, and postal remittances would start from next Monday to meet the needs of people on both sides, he said.     Before, only registered mails were allowed to be sent across the Taiwan Straits following an agreement signed by the mainland's Association for Relations Across the Taiwan Straits (ARATS) and the Taiwan-based Straits Exchange Foundation (SEF) in 1993.     Parcels, remittances and express mails could only be sent via Hong Kong and Macao.     However, the official said the new postal remittance service would be carried out by phases because of technical problems.     Residents on the mainland could cash their remittance from Taiwan next Monday, while Taiwan residents had to wait until January or February, he said.     In early November, the ARATS and the SEF, authorized by the Chinese mainland and Taiwan respectively to handle cross-Straits issues, signed the agreements on direct postal services during their first summit in Taipei.     The two sides also signed agreements on direct shipping and flights, and food safety.
