 A San Diego student's death initially prompted the construction of the bridge that collapsed Thursday at Florida International University.Alexis Dale, an 18-year-old FIU freshman from San Diego, died in August 2017 when she was hit by a vehicle at the intersection of Southwest 8th Street and 109th Avenue near the school, according to the Miami Herald.Dale had just started studying information technology in June, the Herald reported.The bridge that collapsed Thursday was being built at the intersection where Dale died as a way for people to cross the busy street safely.At least nine people were trapped and at least six people died due to the bridge collapse in Miami."I am heartbroken at the news of the collapse of the pedestrian bridge on 8th Street and the resulting devastation. We send our deepest condolences to the victims and their families," FIU President Mark Rosenberg said in a statement.FIU students are currently on spring break vacation. 993

(CNN) -- A task force that looked into scores of horse deaths at California's Santa Anita Park found no animal cruelty or criminal activity, Los Angeles County District Attorney Jackie Lacey said Thursday.The number of horses that were being euthanized or dying after accidents at the famed facility gained nationwide attention when officials briefly suspended racing in early March over concerns about the number of deaths."Horse racing has inherent risks but is a legally sanctioned sport in California," Lacey, who led the panel of prosecutors and investigators, said. "Greater precautions are needed to enhance safety and protect both horses and their riders."RELATED: 3-year-old horse euthanized after suffering injury at Del MarThe task force looked into the 56 deaths that occurred between July 1, 2018, and November 30, 2019, and "did not find evidence of criminal animal cruelty or unlawful conduct relating to the equine fatalities."The task force, formed in March, had recommendations for post-death investigations, identifying preexisting conditions, track maintenance and enforcement. It proposed an annual fatality report, facility investigations, enhanced penalties for violations, and establishment of a tip line to encourage reporting of suspected animal abuse.CNN reached out to Santa Anita Park and to the California Horse Racing Board for comment but didn't get an immediate reply.RELATED: Del Mar Thoroughbred Club upgrades horse safety for 2019 racing seasonWhen Santa Anita reopened for racing in late March there were numerous changes: Trainers had to apply two days in advance before working out a horse; jockeys had to replace whips with softer "cushion crops" and restrictions on steroids, anti-inflammation drugs and race-day medications were instituted.The task force report says improved safety policies had "reduced the number of fatal racing and training incidents."The report shows the 49 deaths in the fiscal year (July 1, 2018, to June 30, 2019) were higher than the previous fiscal year but lower than the two years before then."Since 2009, the national average for catastrophic racing breakdowns has declined almost 20 percent," the report says.The number of deaths listed in the report differs from those in recent media stories because the panel looked at a longer period of time. It included 49 deaths from the fiscal year 2018-2019 and seven since then. It also includes two horses that were not racers. 2452

 SAN DIEGO (KGTV)-- Twelve members of San Diego's California Conservation Corps returned home today, after a one-month deployment. On October 10th, 2018, Category 4 Hurricane Michael approached the Florida Panhandle. 155 mile-per-hour winds wiped out Mexico Beach City, Florida. For the last month, Corps members were assisting residents recover from the disaster."We did a lot of damage assessment analysis, temporary roofing, we did debris removal, tree removal," Corpsman Antonio Sanchez said. The CCC is a state agency that offers young adults environment-related jobs. Most of the work is in California, but they can be deployed elsewhere. This was crew leader Rebecca Voorhees' first time out of state."It was very eye-opening because we've seen fires. But not things like this," Voorhees said. "It makes you a little more humble because it's not just you here we're helping. We can help all over the world."But their hearts are always at home, especially on Thanksgiving. "I'm really glad to be home. 30 days is a really long time away from family, and so I'm going to go home and spend some time with them," Sanchez said. Their Thanksgiving vacation lasts only a few days. When they go back into the office on Monday, they will be put back on the "available for deployment" list. Their next stop could be to Northern California's fire-affected areas, where they go back to doing what they do best."We help people," Voorhees said.  The State Department is "closely following" the case of Angela Quintal and Muthoki Mumo, two Committee to Protect Journalists staffers reportedly being held in Tanzania, a spokesperson told CNN."We continue to engage with our Government of Tanzania counterparts on a wide range of issues, including those related to human rights," the State Department said in a statement Wednesday. "The United States remains committed to the values of democracy, rule of law, freedom of expression, and prosperity in Tanzania."Quintal, the Africa program coordinator at the Committee to Protect Journalists, and Mumo, the organization's sub-Saharan Africa representative, were in Tanzania for a reporting mission, according to a news release. They were detained on Wednesday in their hotel room in Dar es Salaam by "officers who identified themselves as working with the Tanzanian immigration authority." The officials took their passports and the journalists were taken to an unknown location, the release said."We are concerned for the safety of our colleagues Angela Quintal and Muthoki Mumo, who were detained while legally visiting Tanzania," Committee to Protect Journalists executive director Joel Simon said. "We call on the authorities to immediately release them and return their passports."Quintal sent a message Wednesday from her verified Twitter account saying she and her colleague were "being taken for interrogation by Tanzanian authorities and we don't know why?" Both of the journalists' Twitter accounts are currently suspended.Committee to Protect Journalists Advocacy Director Dr. Courtney Radsch told CNN there was a tweet sent from Quintal's account stating that they had been freed but the organization has "reason to believe that her account is compromised, and therefore do not trust the tweet.""Our sources indicate that they are both still in detention.
