SAN DIEGO (KGTV) -- A motorist was injured Wednesday night after his motorcycle collided with a trash truck in Serra Mesa.According to San Diego Police, the crash happened around 6:13 p.m at Larkdale Avenue and Murray Ridge Road.The circumstances surrounding the crash are still unclear, but officers say that, following the crash, the motorcyclist was pinned under the truck.After the man was freed, he was taken to the hospital with major injuries to his legs.His condition is unclear at this time. 508

SAN DIEGO (KGTV) - A new program is helping San Diegans get back into the classroom without the fear of crippling student loans. Offered through the San Diego Workforce Partnership and UC San Diego Extension, the program costs nothing upfront.It's called an Income Share Agreement (ISA); tuition is covered, and students agree to pay a small proportion of their income for a set period of time after graduating.The programs include front-end web development, Java programming, business intelligence, or digital marketing; each costs ,500.Adam Taylor is part of the first cohort of students. The Marine Corps veteran is still working to pay back student loans from several years ago but wanted to further his education to increase his salary."It seemed like a little more security in taking a chance and investing in yourself, as opposed to the school loans where they really don't care if you get a job or not," said Taylor, who's studying digital marketing. The program is possible thanks to million in grant funding, with Strada Education Network providing an initial .2 million. Strada granted the money to the Workforce to increase access and diversity in tech through ISAs.The program succeeds if students succeed. Those who get a job and pay back into the program will support future students. "The ranges are you pay nothing if you're making under ,000, if you're making over that, you'll pay between 5 and 8 percent of your income, and then you'll never pay more than about 1.6 to 1.8 of what was initially financed for you," said Andy Hall, Chief Operating Officer of the San Diego Workforce Partnership.To learn more or apply for a program click here. 1680

SAN DIEGO (KGTV) - A local college student is trying to stay afloat since the "snowball effect" of the coronavirus turned his life upside down.In November, Andres' Cortes mother and brother went on their dream vacation: a trip to China and the Great Wall. They were due back in December. Months later, they remain in a hotel in Shanghai."They're healthy, but I'm worried. It spreads very quickly," said Cortes.With no available flights home, their return date remains unknown."You're missing out on your family, the pillar of life that that gets you stable. Not having my mom is affecting to me," said Cortes.Another thing affecting him is a loss of work. His part-time job with MTS special events has been scuttled with the ongoing coronavirus precautions."My job is my only source of income," said Cortes.Cortes is worried about having enough money for food and his next rent payment."Just don't really what to expect of the future. It seems to be snowballing into a bigger and bigger effect," said Cortes.For Cortes, the impact may also be felt in his schooling. He's a business major at City College. His classes are now online, a format he doesn't perform well with."It's not the same to study online than to actually to go to class, to be able to talk to the teacher and answer your questions," said Cortes.Cortes fears he won't pass his final classes and won't graduate in May. He calls the unknowns of his life 'overwhelming.' "We just all have to take it seriously. All of us want this to stop. We want to go back to school and our jobs. SAN DIEGO (KGTV) - A North Park woman is wondering what went wrong after she quickly paid off a fine for a parking ticket, and then got hit with a big late fee.On the second Tuesday in November, Stacy parked her car on Meade Avenue near her home in the morning. When she got off work later that day, she found something unexpected on her windshield."I didn't read the sign correctly. Parked in a spot that said 'No Parking' and got a ticket," said Stacy, who asked 10news not to use her last name.For parking in a street sweeping zone, she received a ticket for .50."Wrote the check the next day and sent it in the mail the following day," said Stacy.Stacy says she included the ticket in her payment and put the citation number on the check."At that point, I thought everything was fine," said Stacy.A few weeks later, she got a notice from the city saying the citation hasn't been paid, and she had a few weeks to pay it. Stacy wrote another check for .50 and sent it in the mail. She stopped payment on her initial check. Fast forward to late December, when she got another notice. Her payment had been received, but she now owed a late fee of ."How I felt was frustration. I felt a lot of frustration, because I felt like I had done what I was supposed to do," said Stacy.Stacy ended up paying the late fee online. She's not alone. After posting details of her ordeal on the Nextdoor app, another driver responded with a similar story. He reported that his check wasn't processed until after the late deadline."My concern is other people aren't able to afford late fee," said Stacy.Stacy won't be mailing any more checks when dealing with the city. "If checks aren't the way to do things, and they can't get to the volume ... we just need to know about it," said Stacy.Stacy says her initial payment didn't get lost in the mail, because the city tried to cash it - weeks after the late deadline.A city spokesperson released the following statement:"Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments. Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. The Office of the City Treasurer generally advises customers to use the online option as the payments are posted in real-time ... (Stacy) put a stop payment on her original check payment. When stop payments are initiated on checks, it triggers an automatic process that rolls back the original payment. When this occurs, the bank will assess a stop payment fee that is added to the balance due. Late fees were automatically assessed. Her original payment was timely. Subsequently, the late fee and assessment were waived. (Stacy) will receive a refund check for in approximately 30 days." 3235
