SAN DIEGO (CNS) - Mayor Kevin Faulconer today signed an emergency executive order that allows restaurants throughout the city to operate outside effective immediately.Notable parts of the order include allowing restaurants to establish sidewalk cafes and use private parking lots for dining.Restaurants must still comply with county and state ordinances, including following ADA requirements for sidewalk cafes. Businesses also can’t have live music or allow customers to vape.Indoor dining will be closed for at least the next three weeks after the county remained on the state's monitoring list for three consecutive days, leading all indoor operations to be halted at a variety of businesses, including restaurants, where county health officials say many of the recent outbreaks occurred.RELATED: San Diego to close some businesses as COVID-19 cases spikeLast month, Faulconer proposed waiving fees and permits to allow businesses to expand into parking lots, sidewalks and on-street parking spaces, a move intended to maximize social distancing for employees and customers by stretching operations into outdoor spaces.In a statement announcing the executive order, Faulconer said, "Given that the state's new shutdown order has an immediate impact on local businesses, this action will provide relief while the city is finalizing a new ordinance for council approval that will cut fees and streamline permits to make it easier for businesses to operate outdoors."The San Diego City Council is expected to consider an ordinance regarding the permit regulations at a meeting next week.“It will reduce fees, it will wave and streamline permits,” said Faulconer. “It will allow for outdoor dining plazas, and it will allow businesses, in addition to operating in parking lots and sidewalks, to safely expand operations into on-street parking.”“It’s really a lifesaver for these businesses,” said Benjamin Nicholls, the Executive Director of the Hillcrest Business Association. “I’m hearing relief, I’m hearing that the mayor turned out to be the partner that the restaurant community wanted him to be.”Nicholls has been pushing the city also to allow dining in parking lanes. Vaus plans to use funding from the CARES Act to purchase the tables.Vaus added that no permits will be required to use the tables on sidewalks or in private parking lots and that they are expected to be distributed this week.Once restaurants are finished using them, the tables will be moved to local parks in Poway.“I think this is kind of a no brainer win-win type of situation I would love to see more picnic tables in our parks eventually, and so that's a great thing. SAN DIEGO (CNS) - As San Diego County heads into a "Halloweekend," public health officials are urging members of the public to practice COVID-19 protocols -- including avoiding large gatherings such as Halloween parties and door-to-door trick-or-treating."These activities involve face-to-face interactions with people from different households," said Dr. Wilma Wooten, the county's public health officer. "If a COVID-19 infection is detected among a participant, it will be very difficult to find and notify those who may have been exposed."These traditional Halloween celebrations are not advised, and large gatherings are not allowed, under state or local health guidance. SAN DIEGO (CNS) - A motorist who fled a traffic stop in Encanto Tuesday led officers on a 40-minute pursuit that ended with his arrest near Lake Hodges, authorities reported.The man refused to yield when San Diego police tried to pull him over for a traffic violation in the 6800 block of Akins Avenue shortly after 9 a.m., SDPD public-affairs Officer Michael Stirk said.The motorist drove off to the east toward Spring Valley, then entered state Route 125 and headed north, Stirk said.Reaching Santee, the man entered SR-52 and headed west, then merged onto northbound Interstate 15 when he got to the Miramar area.While passing through northern San Diego with SDPD and California Highway Patrol personnel tailing him and tracking his pursuit aboard a police helicopter, the driver managed to avoid running over several spike strips that CHP officers hurled onto the roadway in his path.After entering Escondido, however, the man finally pulled to a stop on the side of the freeway near Ninth Avenue and was taken into custody without further incident about 9:45 a.m., Stirk said.The arrestee's name was not immediately available. 1139

SAN DIEGO (CNS) - A man was sentenced to nearly a decade in state prison Wednesday for his role in the fatal shooting of a Navy sailor who pulled over on a San Diego freeway ramp to help a seemingly stranded motorist.Harvey Liberato, 26, pleaded guilty to voluntary manslaughter and other charges stemming from the Oct. 27, 2018 slaying of 21-year-old Curtis Adams on the connector ramp between southbound state Route 15 and northbound Interstate 5.Adams was driving on the freeway with his girlfriend at around 2 a.m. when he stopped to assist a disabled vehicle on the side of the freeway, which was actually a car that had sustained flat tires in a shootout from a bungled vehicle burglary earlier that night.RELATED: Man found guilty of murder in slaying of Navy sailor on freewayThe disabled car was occupied by Liberato, Susana Galvan, 40; Brandon Acuna, 23; and Brandon's brother, Edson Acuna, 26.Believing Adams was the person they had engaged in a shootout with earlier in the night, Edson Acuna exited the car and shot Adams in the chest.Edson was convicted by a jury earlier this year of first-degree murder, robbery, burglary, various firearm counts and a special-circumstance allegation of committing the murder in the commission of a burglary.
