SAN DIEGO (KGTV) - A new court program in San Diego Juvenile Hall will help victims of sex trafficking find their way out of forced slavery.The RISE Court (Resiliency is Strength, Empowerment) will work with as many as 40 kids who have been victims in sex trafficking, giving them help to put their lives back together."We don't view them as an object to be used and abused," says District Attorney Summer Stephan. "We see them as whole human beings who need to be free to thrive in society."Many of the kids come to the court because they commit other crimes as part of their role in the sex trade. After they go through the criminal system, they fall right back into human trafficking because they have nowhere else to go. Sometimes, it's their pimp who is waiting to pick them up outside of Juvenile Hall .The court will work to find the underlying cause that drove the kids into human trafficking in the first place, and help them break the cycle."Some of them don't recognize themselves as victims or they don't see it as a problem or they don't think it's a big deal that they're involved in certain activities because they think it's normal," says Judge Carolyn Caietti, who will oversee the courtroom.Human sex trafficking is San Diego's 2nd largest underground economy, behind drug sales. A recent study by the University of San Diego estimates it brings in 0 million per year.Meanwhile, San Diego ranks in the top 13 of cities in the nation for human sex trafficking, according to the FBI. SAN DIEGO (KGTV) - A sailboat and power boat collided near the Coronado Bridge Sunday afternoon, injuring four people, according to San Diego Harbor Police.A good Samaritan drove by and noticed people floating in life jackets as their boat took on water. He picked up nine people and ferried them to Pepper Park. "It's just what you do you're a boater, it's what you're supposed to do, you help out on the water, people have helped us and we've helped other people," Kary Brownlee said.The damaged powerboat, a Bayliner, was towed back to the Pepper Park launch ramp where four passengers were evaluated for minor injuries. No one was taken to the hospital.The sailboat cruised back to Coronado on its own power."All it takes is a split second, when the captain is not paying attention that could cause a collision," boat safety advocate Amos Zolna said. He explained sail boats generally have the right of way, as they are harder to maneuver, compared to a power boat. Zolna said it's hard to navigate near the bridge, due to the large pillars that create blind spots.Harbor Police reported the 911 call at 1:28 p.m. They are investigating the cause of the crash and if any alcohol was involved. 1204

SAN DIEGO (KGTV) -- A hearing that will decide where to place the so-called “bolder than most” rapist is set to take place in October.According to documents sent to 10News, the Department of State Hospitals proposed that Alvin Quarles live at 43050 Desert Ranch Road in Jacumba Hot Springs.Quarles was convicted and sentenced to 50 years in prison in 1989 after being convicted of attacking and raping four women.RELATED: Alvin Quarles, 'Bolder than Most' rapist, to be released from prisonIn 2013, Quarles became eligible for parole but was instead transferred to a state hospital because one of his victims objected.He earned his nickname because he made his victim’s male partners watch or participate in the sex crimes.“I don’t believe he’s suitable for release at this time,” Dr. Cecilia Groman, who created a report on Quarles’ rehabilitation, testified at a release hearing.RELATED: 'Bolder than most' rapist up for conditional releaseBefore the placement is finalized, the public is able to comment on the proposed location through September 5. SAN DIEGO (KGTV) – A sailor who was rescued at sea off San Onofre State Beach in San Clemente was taken to San Diego by the Coast Guard Monday.The man called Joint Harbor Operations in San Diego about 11:20 a.m. to report his 18-foot boat was taking on water 12 miles offshore.“I tried a couple of things to fix the problem and couldn’t figure out where the water was coming in from,” Gillest said.He was able to radio the Coast Guard for help, who sent a helicopter crew to rescue him.“I was in contact with the pilot. He said if the stern starts going underwater, its time to get away from the boat,” Gillest said.  “The uncertainty was when I was getting out to me, watching it fill with water, I was like who’s going to get out here? Am I going to be in the water before anyone gets here?”By around 12:45 p.m., the boat began to sink and Gillest was forced to jump into the water. Gillest, who is retired military and a strong swimmer, says he was in the water for about 10 minutes.The Coast Guard deployed a rescue swimmer and basket into the water, who was able to reach Gillest, put him into the basket, and hoist him up into the chopper. “Not really scared because I know the coast guard guys and they’re awesome,” Gillest said, “Everything went textbook.” 1282

SAN DIEGO (KGTV) — A San Diego judge says police departments must release records related to officer misconduct.The decision comes after local media groups, including 10News, sued to keep some police unions from blocking departments from following a groundbreaking new law in California.“This court finds that Senate Bill 1421 applies retroactively, to all, keyword, all personnel records of peace officers not only now but prior to January 1, 2019,” said San Diego County Superior Court Judge Eddie Sturgeon.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively. They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.“These records have been under seal for 45 years, and when you have that kind of duration, and decisions are made for that long than it is going to create substantial disruption when the law changes, and all of a sudden these things have been under seal for four and half decades are available for public perusal,” said Richard Pinckard, attorney for the unions.An attorney for the ACLU argued they intervened in the case to defend the public right to know saying the law was designed to be retroactive.“These are fundamental matters that the public has a right to know,” said David Loy, attorney for the ACLU of San Diego & Imperial Counties. “To restore public trust the public has to have the right to know and observe what the officers have done and what the agencies have said about it.”The Judge ruled no records could be released before March 29.
