SAN DIEGO (KGTV) -- The cost of housing is a huge issue in California, as the issue of rent control heads to the November ballot.Proposition 21 would allow local governments to establish rent control on residential properties over 15 years old. It allows rent increases on rent-controlled properties of up to 15 percent over three years from previous tenant’s rent above any increase allowed by local ordinance.The proposition would exempt individuals who own no more than two homes from new rent control policies.Mark Doering is a landlord who rents out two homes. While Prop. 21 would not apply to him, he said he is against rent control. "I think the government has put enough burden on landlords like myself," he said. During the pandemic, numerous local governments issued bans on evictions for those facing hardships due to COVID-19. While Doering understands this difficult time, he said he and other landlords depend on the rent money."If they relied on that rent, they're in a bad enough situation as it is right now," Doering said. The No on 21 ad airing on television is sponsored by the California Apartment Association, with major funding from Essex Property Trust and Affiliated Entities, Equity Residential, and AvalonBay Communities. Pt. Loma Nazarene University's Chief Economist Lynn Reaser said the No and Yes on 21 ads do not actually explain what will happen if the measure passes. “It allows local governments to set their own rent control measures that would be different from what the state now has, which basically caps rent increases at 5 percent plus rate of inflation,” Reaser said.The ad claims that voters rejected a similar measure two years ago, which is true. There are a few differences with Prop. 21 than Prop. 10, which failed in 2018. This measure would apply to housing more than 15 years old. Owners with one or two properties would be exempt. Reaser analyzed Census statistics and said roughly one out of 10 rental units would be affected by Prop. 21. About 45 percent of Californians are renters. In San Diego County, about 450,000 rental units would be affected, or about 85 percent of all rental housing.The ad also claims that Prop. 21 would reduce home values by up to 20 percent. Reaser said it is likely property values will decrease over time, but not immediately."That will spill over into lower property taxes, which funds primarily our schools," Reaser said. The Legislative Analyst's Office said even as owners sell off their properties, "revenue losses from lower property values would be larger than revenue gains from increased sales." "It's very important to vote, but it's also very important to be an informed voter," Reaser added. 2698

SAN DIEGO (KGTV) - The County of San Diego filed a lawsuit Wednesday against the heads of Homeland Security, Border Patrol, Customs and Border Protection, and Immigration and Customs Enforcement, calling for the reinstatement of the “Safe Release” program and reimbursement for the cost of treating a recent influx of asylum seekers. Homeland Security Secretary Kirstjen Nielsen, Acting Immigration and Customs Enforcement Director Ronald D. Vitiello, Immigrant and Customs Enforcement Executive Associate Director Matthew T. Albence, Commissioner of Customs and Border Protection Kevin K. McAleenan, and Chief of Border Patrol Carla L. Provost are named in the lawsuit. The lawsuit claims the county has been harmed as a result of what it describes as a “sudden and unlawful change” in policy, releasing asylum-seeking migrants from federal detention into the county while “denying them previously-provided assistance in reaching their final destination(s) outside the County.” RELATED: Reaction: County of San Diego sues federal agency chiefs over asylum seeker careFrom 2009 to October 2018, ICE implemented a policy described in the lawsuit as “Safe Release”, which provided asylum seekers assistance in reaching final destinations outside San Diego, attorneys say. The aid came in the form of phone calls and transportation to other areas of the U.S. ICE officials said the policy ended last fall due to limited resources to support the program, according to the suit. The lawsuit claims some 40 asylum seekers and family members were dropped off at a San Diego bus station within 24 hours after the end of Safe Release. County attorneys say since then, as many as 80 parents and young children have been released into San Diego County each day. County attorneys wrote the vast majority of asylum seekers and family members must remain in the area without sufficient means to support themselves. Projected costs of the County’s assistance exceed .1 million as of Mar. 22, the county reports. County officials are calling for a judge to reinstate the Safe Release policy and rule that the change in federal government policy violated Administrative Procedure Act. The County of San Diego also wants a preliminary and permanent injunction requiring the defendants to resume providing asylum seekers and their family members assistance in reaching destinations outside the County. SAN DIEGO (KGTV) - The mother of Rebecca Zahau testified Thursday in the second day of the civil lawsuit surrounding the Coronado mansion death.Rebecca Zahau died in July 2011. Her nude, bound body was found hanging from the balcony of the Spreckels mansion.The death was officially declared a suicide but Zahau's family disagreed. They filed a wrongful death civil lawsuit against Adam Shacknai, the brother of Zahau's boyfriend.Shacknai’s lawyers argue there is no physical, eyewitness, or scientific evidence linking him to Zahau’s death.Zahau's mother, Pari Zahau, took the witness stand Thursday morning and gave an emotional testimony as she was asked questions about her daughter.She remembered her as a sweet, loving and religious woman. The jury has three days off and will hear testimony again Monday.The family’s attorney Keith Greer handed Pari Zahau a piece of evidence and asked her to describe what it was.It was an envelope full of cash from Rebecca Zahau addressed to Pari Zahau and her late husband.Pari Zahau explained to the jury her daughter would support her financially by sending cash every month. That envelope was never sent, although one of the final times Pari Zahau talked to her daughter, she was told it would be on the way soon.Pari Zahau had to take a break from testifying when lawyer Keith Greer asked, “Did you ever think Rebecca would kill herself?”She gave a tearful response saying, “No. No, never. Never. My daughter? No. She is very sweet girl and she is very strong. No no, not suicide, they killed her.”After Pari Zahau broke down in tears, the lawyer asked for a brief break.The trial is expected to last a month. The Zahau’s family’s goal is to get the Sheriff’s Department to reopen a criminal investigation. 1802
