(KGTV) -- Proponents of Proposition 15, a measure that would affect commercial and industrial properties, said it would bring in much needed money to local governments and schools.“In public schools, we are in dire need of full and fair funding,” said Christina Benson, an elementary school teacher in National City and president of the National City Elementary Teachers Association.Prop. 15 would base property taxes for commercial and industrial land and buildings on current market value rather than original purchase price. This would apply to properties more than million. According to the Legislative Analyst’s Office, this could bring in anywhere between .5 to .5 billion per year.Benson said part of that would go toward teachers’ pay as well as programs, materials and supplies for classrooms.The ad for Yes on 15 said it would “close big corporate tax loopholes, protects homeowners, and cuts small business taxes.”Lynn Reaser, chief economist at Pt. Loma Nazarene University, questioned the use of the word “loophole.”“Businesses and homeowners all now face the same rules—large companies, small companies, wealthy homeowners, poor homeowners. It’s really an issue in terms of businesses, between… generally new businesses versus older businesses,” Reaser said.The campaign has major funding from the California Teachers Association, the SEIU California State Council, and the Chan Zuckerberg Initiative Advocacy.The Chan Zuckerberg Initiative Advocacy was founded by Facebook founder Mark Zuckerberg and his wife, Dr. Priscilla Chan. It aims to help “build a more just, equitable future.”Communications Director for the Yes on 15 campaign said loopholes do exist for corporations. “[They] can structure commercial real estate deals in a way to avoid majority change of ownership and thus avoid reassessment and avoid paying fair market value taxes,” Alex Stack wrote to Team 10.Benson said the fear that property tax assessments for homeowners could be affected in the future is unwarranted. "That is absolutely false," she said.Prop. 15 does provide some tax relief for small business owners , in that businesses with less than half a million dollars worth of equipment would not have to pay taxes on it start in 2024. "The bottom line, there are these benefits to huge transfer of money that goes to state and local governments and schools," Reaser said. "But that money is not magically created. (KGTV) — City officials are investigating an incident caught on video between an African American man and a white La Mesa Police officer that led to the officer being placed on leave.The video, posted to Facebook this week, shows the incident that occurred at the Grossmont Trolley Station on Fletcher Parkway. The city said the footage appears to "indicate that a LMPD officer detained an African American male, and in the process, the LMPD officer administered physical contact."The video footage starts after an altercation had already begun between Amaurie Johnson and the police officer. It then shows the escalation and Johnson being placed in handcuffs. Johnson is told that he's being charged with assaulting an officer and led to a police vehicle.RELATED: La Mesa officer in arrest video placed on leave, pending investigation“For that situation to escalate the way it did, and for the cop, you know, to stand firm in his beliefs that I should be detained or taken in with no prior evidence or reasoning, I think that should be seen by the people,” Johnson said in an interview with 10News.He said he was waiting for his friend at the trolley stop, near a building where that friend lives.Johnson said an officer started questioning him and he gave him the information that he wanted.The nearly six-minute video shows a heated verbal exchange between Johnson and the officer. It also shows the officer forcefully push Johnson into a sitting position onto a nearby bench.Johnson told 10News at no point did he resist or assault anyone."I feel as though people that look like me, um, feel the same way I do and we're tired of it. We're tired of having to deal with stuff like that,” he said.Johnson said he was cited with assaulting an officer and resisting arrest.The La Mesa Police Department did not respond to our request for information about the citations. The department also didn’t respond to our request for the officer’s body camera video or release the name of the officer involved in the incident.On Thursday, the La Mesa Police Department issued a statement, saying they are "aware of a video circulating on social media depicting an interaction between a police officer and a citizen at the Grossmont Trolley Station yesterday. We immediately began a review of the incident to find out what happened. The La Mesa Police Department takes all allegations of misconduct very seriously and asks that any member of the public with information or video regarding this incident contact us at (619) 667-1400."The city says it has started a special investigation into the incident and that the officer involved has been placed on administrative leave pending the outcome of the investigation. 3147

(KGTV) - San Diego County residents who bought homes in the 90s are reaping the benefits of a hot housing market. Homebuyers who purchased their properties 20 years ago are “sitting pretty” in 2019, according to a study by GOBankingRates. The study ranked 15 California cities by property appreciation rates. Six of the top 10 increases were in the San Francisco area. Two Los Angeles-area cities, Santa Monica and Newport Beach, finished first and second on the list, respectively. The only San Diego County city on the list of top 20 locations for home appreciation was Encinitas. In 1999, the median home value in Encinitas was 3,500. The figure now stands at ,198,000, marking a 248.8 percent increase in value over 20 years, the study reports. The five-year rental income on an Encinitas home is 9,688, according to the study.
