SHENYANG, Aug. 22 (Xinhua) -- Some 253,500 residents have been safely evacuated in northeast China's Liaoning Province after torrential rains caused waters to rise to the highest level in more than a decade along a major river bordering China and the Democratic People's Republic of Korea (DPRK), local officials said Sunday.The hundreds of thousands of residents, mostly in Dandong City, were relocated in less than 24 hours from late Saturday to Sunday, provincial flood control authorities said. Among those rescued was a 23-year-old woman who gave birth to a healthy baby just hours after she was air-lifted out of the flood zone.No new casualties were reported on Sunday. Previously, authorities said four people were killed and one remains missing following floods in Dandong, a border city facing Sin'uiju City in the DPRK.Heavy rainfalls that began Thursday have swelled the Yalu River, which marks the border of China and the DPRK. On Saturday night, the water level at one monitoring station in Dandong rose to 2.35 meters above the warning line, the highest in a decade and the second highest since records began being kept in 1934.However, water levels began to dip late Sunday as rains stopped, though provincial authorities warned that the danger has not yet passed.Workers are racing to build sand bag flood barriers along part of the river where the water has overflowed. Over two thousand soldiers and crews have been mobilized to rescue stranded residents. About 70 vehicles, 38 speed boats and six helicopters were used in the rescue operations, local officials said.BABY BORNOn Sunday, a healthy baby weighing 3.9 kilograms was born in the Women and Children's Hospital of Dandong. Hours before, her mother, 23-year-old Liu Li, was stranded at home in rural Kuandian County waiting for mid-wives to come amid heavy flooding.After learning of Liu, Liaoning Governor Chen Zhenggao first ordered helicopters to send experienced doctors to Liu and later had Liu air-lifted to Dandong. Liu was immediately admitted to the hospital as she arrived."I never thought my daughter could be born in this way. If not for the emergency rescue, we both could have died," she told reporters.She was still unable to tell her family the good news as traffic and telecommunication services have not been fully restored. But doctors at the hospital said Liu and her daughter were being well taken care of and most of her hospital fees had been waived.

BEIJING, July 30 (Xinhua) -- The Chinese government will offer greater financial support to education for ethnic minority groups in the next decade, says a national education plan released Thursday.The Outline of China's National Plan for Medium and Long-term Education Reform and Development (2010-2020) says allocation of public educational resources shall favor minority-inhabited areas."Speeding up educational development for ethnic minority groups is of far-reaching importance for promoting socioeconomic development among the people and in the areas inhabited by them, and for enhancing unity between people of different ethnic backgrounds," the outline says.Efforts shall be made to promote coordinated development of all kinds of education at all levels in minority-inhabited areas, it says.Border counties and impoverished counties in ethnic autonomous areas shall be supported to meet government standards for the construction of school buildings for compulsory education, with special efforts devoted to building boarding schools, it says.Development in senior middle school education in the minority-inhabited areas shall be speeded up. Support shall also be granted to areas with poor education in a bid to renovate, expand or build senior middle schools, it adds.No effort shall be spared to expand vocational education in minority-inhabited areas, and more support shall be granted to secondary vocational education in these areas, according to the outline.And more support shall be granted to educational development for ethnic minorities with small populations, it says.Efforts shall also be made to advance bilingual teaching, open Chinese language classes in every school, and popularize the national common language and writing system.However, minority groups' right to be educated in their native languages shall also be respected and ensured, it says.Schools in minority-inhabited areas shall get more help from their counterparts in other parts of the country under a "pairing-assistance" program, it saysThe education for ethnic minority groups has seen marked progress in recent years, it says.

SHANGHAI, Aug. 14 (Xinhua) -- All entertainment activities at the Shanghai World Expo will be suspended Sunday in a show of respect for the victims of a massive mudslide in northwest China's Gansu Province.The Chinese national flags at the Expo Garden would fly at half-mast, and both the music broadcast at the opening and during the day would be stopped, the Shanghai Expo Bureau announced Saturday.Sun Weimin, the Expo Bureau's concierge director, said flags of the Bureau of International Expositions and the Shanghai World Expo would also fly at half-mast.Other Expo participants could decide for themselves whether to fly their flags at half-mast.The announcement was in line with that of the State Council, China's cabinet, which ordered suspension of all public entertainment and that Chinese flags fly at half-mast Sunday.The mudslide, which hit Zhouqu County, Gannan Tibetan Autonomous Prefecture, on Aug. 8 has killed at least 1,239 people and an estimated 505 are still missing.According to the Expo Bureau, the Gansu Pavilion will hold a "solemn and simple" ceremony starting 10 a.m. Sunday. The big screen in the pavilion will broadcast pictures and videos of disaster relief in Zhouqu County.On Saturday night, a performance from Chongqing Municipality will include a tribute to victims of the Aug. 8 mudslide.Almost 100 performances and cultural activities scheduled for Sunday would be suspended. A performance by the Panama national troupe, scheduled Sunday morning at the Panama Pavilion, would be held on Saturday evening, a pavilion spokesman told Xinhua.Sunday also marked the National Pavilion Day for Equatorial Guinea. Whether the scheduled celebration to be held was still under discussion, said the Expo Bureau.Since Aug. 8, volunteers at the Shanghai Expo have put stickers with four Chinese characters "May Heaven Bless Zhouqu" on their uniforms, to call for attention on the mudslide-hit area.
