People from across the country flock to Florida for the endless warm weather and miles of beaches, but as the November presidential election inches closer, people are turning their heads to the state for another reason.“Florida is the largest swing state,” said Aubrey Jewett, a Political Science Professor at the University of Central Florida. “If you look at the last six presidential elections, Florida has voted three times for Republicans and three times for Democrats and each time for the winner.”However, for hundreds of thousands of Floridians, this election means something else.“I grew up here in Sanford, Florida. Born and raised,” Davion Hampton said. “I have 15 children, well 16 children including one of my steps.”Hampton wears many hats in his community. First time I ever was incarcerated, first time ever with a set of bracelets on,” he explained. “I did 30.5 months in the Department State of Correction.”It’s a seemingly stark contrast to who he is today, the man wearing many hats and the employer of more than 30 people in his community.“Had I not gone to prison God knows, only knows, where I’d be today,” Hampton said.Now, he’s facing a battle with thousands of others in Florida, a battle over the right to vote.“I’m currently not a registered voter, I currently still owe about ,000 in fines and fees,” he said. “I’ve been paying on it for the last 10 years. Since I’ve been home almost, I’ve been paying on it every month. 0 a month and it just seems like that thing isn’t moving.”In 2018, Florida passed Amendment 4, which restored voting rights to most convicted felons who served their time, as long as they weren’t charged with murder or sex crimes.“Up until just a few years ago, Florida was one of a handful of states that mostly, permanently disenfranchised convicted felons,” Jewett said. “The end result is that over some time, Florida by some estimate ended up with about 1.4 million felons.” Jewett has spent more than two decades studying Florida politics.“Then the big issue became, what does all terms of sentence mean?” he added.In came the debate of fines and fees associated with the charges, and whether or not they needed to be paid before former felons could register to vote. The backers of Amendment 4 claim it’s an illegal poll tax, one U.S. district court judge agreed, but the state filed an appeal which left thousands unsure if they can even register, even if they could afford to pay.“Thus the thought is that anything that might alter the balance, either favoring Republicans or Democrats, might be a really big deal because you might actually sway the way Florida votes in a presidential election and in a close president election, that might actually make a difference in who wins,” Jewett explained.Another issue lies in the fact that there is no central recording system of who owes what. It’s all county based and how they record differs, so some former felons who have completed their sentence may not know about any lingering fines or fees.“It’s not about swinging left or swinging right, it's about swinging straight forward into the issues that impact people with felony convictions and that's what we’re most concerned about,” Desmond Meade said. Meade is the Executive Director of the Florida Rights Restoration Coalition, a grassroots membership organization run by returning citizens.“We believe that no American citizen should be forced to choose between putting food on their kids plate or voting,” he said. The coalition is working with former felons on identifying unpaid fees, and helping pay them off. “Probably about an average of ,000 per individual,” Meade said. “We were able to raise over million.”But for Hampton, those fees he owes that have accrued interest over the years may not be paid off before the October 5 voter registration deadline in Florida.“I was always under the impression that the fines and fees needed to be paid before you can vote,” he said. “Every individual that is a tax paying citizen should have the right to vote.”Instead, he said he brings awareness to the community, to help others register to vote in the meantime.“My take for this particular election is that no matter what happens at this point at the court level, it's probably going to be too late to see any big increase in voter registration,” Jewett said. 4679

People who watch certain classic Disney movies on Disney+ will see a new, more strongly worded advisory warning about racist content.Disney announced last year when they launched they would include an advisory on some films that read "may contain outdated cultural depictions."Now, the advisory has stronger wording, and will be included on films like “Peter Pan,” “Dumbo” and “Lady and the Tramp” that contain racist or insensitive content. In a statement on their website, they explain their decision to add an advisory.“As part of our ongoing commitment to diversity and inclusion, we are in the process of reviewing our library and adding advisories to content that includes negative depictions or mistreatment of people or cultures. (KGTV) - A catamaran stuck in a Point Loma cave for nearly a week was pulverized by surf, according to the salvage crew.New photos and videos from Tow Boat US San Diego show unrecognizable pieces of fiberglass, and one hunk with the engine intact."There's no section left of the boat that looks like a boat at this point," Captain Tony Olson, with Tow Boat US San Diego, said.Last Friday morning two men on a fishing trip were rescued from a catamaran stuck inside a cave near the Point Loma Wastewater Treatment Plant. The men fell asleep while the boat was set to autopilot.The surf was so rough since the crash, salvage crews couldn't re-enter the cave until Thursday afternoon. "It just completely pounds that thing, bouncing it off the walls like a pinball... trying to get behind it, next to it, in front of it, is a bad place to be," Olson said.The divers took pictures and were prepared to pump out fuel when they realized there was no fuel to be found, "there are no fuel tanks left to be found, they're gone. So in the process of the boat coming apart they have floated away, it did not smell like fuel inside the cave at all," he said.Three pieces of the boat came back with the crew, two hunks of fiberglass, "part of a hatch possibly," Olson said, and a steering wheel.Friday morning the crew will devise a plan to pick up the rest. "Float larger sections out possibly drag them off and hoist them up to a boat we'll have waiting out there," Olson said.The divers possibly swimming out the smaller debris. Police in Bismarck, North Dakota, want to put AR-15 rifles in some schools so school resource officers can respond more quickly in the event of an active shooter.Police asked for almost ,000 in their 2019 budget request to buy the rifles, heavy body armor and bleeding control kits for the city's nine high schools and middle schools, Bismarck Police Chief Dave Draovitch told CNN.The money will also be used to buy a safe at each school to keep the equipment away from students, teachers and staff."The SROs (school resource officers) will be the only ones who have access to this equipment," he said.The cost would be split with the school system."Hopefully we never find ourselves in a situation of an active shooter. But if we do, we really want to make sure that our SRO's are equipped with the tools that they need to do their job effectively," Bismarck Public Schools safety coordinator Becky LaBella told CNN affiliate KFYR.Draovitch said Bismarck school resource officers are police officers and are trained to respond immediately to stop an active shooting."Whatever they have to do to stop that threat, that's what we expect our officers to do," Draovitch said.They keep AR-15s and the other emergency equipment in their vehicles, but that's not as useful if there's an active shooting situation inside the building."If something happens they're not going to have time to go running out to their cars," Draovitch said. "All we're trying to do is make it more accessible so they can get to it more quickly."AR-15s are lightweight, rapid-fire rifles. Besides being used by law enforcement, the guns have been used in some of the most notorious and deadly mass killings in recent history.Draovitch says having the bleeding control kit -- which has tourniquets, gauze and other supplies for treating gunshot wounds -- could be the most important part of the plan."If, God forbid, something does happen, getting aid quickly is going to be key," he said.He said city officials began discussing the plan after the February 14 shooting at Marjory Stoneman Douglas High School in Parkland, Florida, that killed 17 students and faculty."After that happened, we really got to talking with our schools about what can we do better, what can we do differently," Draovitch said.The city will vote on the budget next month and Draovitch expects it will pass.
