CHULA VISTA, Calif. (KGTV) - A heartbroken South Bay woman is making a desperate plea after three of her Maltese dogs disappeared in the past three weeks, and the clues point to a thief. These days, Yolanda Brown doesn't let Zubian, a year-and-a-half old Maltese, stray too far. Just three weeks ago, he was the youngest in a happy Maltese family of four. Now he's the only one left."Cried for days. It hurts. It hurts a lot," said Brown.The first tears came early this month. Brown rents a home on Del Mar Avenue and her four dogs were required to stay in her fenced backyard. One morning, 2-year-old Zoey vanished. "Checked all the gates and they were shut. Thought it may have been a predator," said Brown. A week later, Zoey's mom, 5-year-old Zivah, disappeared from the same yard."Just distraught, wondering what could have happened to them," said Brown.About 10 days later, Brown decided to keep Zubian and his 5-year-old dad Zeus tied up as a precaution. "One morning, as I came out, Zeus was gone and so was the leash. Zubian standing there by himself," said Brown.For Brown, it was too much to bear. Nearby, she found her fence damaged. A chair - moved from the pool area - was now propped up against the fence. She realized a thief had grabbed all of her dogs."Very cold-hearted people that would so something like that," said Brown.If sold, the stolen dogs could fetch several thousand dollars each. "They are priceless to me. They are members of my family," said Brown.Brown fixed up the fence and moved the chair back. When she walked us to that fence to show 10news cameras, she discovered the fence once again damaged. The chair had been moved back to the fence. "Someone was trying to come back and take my last dog. I'm scared," said Brown.Brown says Zubian has been moved to a safe place. (KGTV) - A Fiscal Crisis and Management Assistance Team [FCMAT] is in place to review financial decisions in the Sweetwater Union High School District amid a severe budget shortfall. Michael Fine of FCMAT said Tuesday his team is investigating the district’s spending. The team is currently reviewing documents and will be in the county later this month to interview personnel within the district, Fine said.The Sweetwater Union High School District is about million in debt for the 2018-2019 school year due to fiscal mismanagement. District officials previously said the shortage was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities. (KGTV) - The Sweetwater Union High School District Board unanimously passed a revised and balanced budget for the 2018-2019 school year.It comes after they discovered a million accounting mistake. The budget did not take into account staff raises.The budget changes are a combination of spending freezes, furloughs, as well as money received from education grants and funds.The revised budget freezes several positions currently open.It also puts district officials on furlough days. “Based on your level of management we’re asking for different days there. So it’s a scale based on your positions. Our superintendent, for example, is gonna be doing ten furlough days this year,” Manny Rubio, a district spokesman, said.The district also worked with the unions, so teachers will give up two so-called ‘training days,’ which are paid, non-classroom days.The budget also touches on other cost-saving measures, including energy conservation strategies, consolidating summer school sites and cutting back on faculty travel expenses.The budget will head to the San Diego County Office of Education, which has until Nov. 8 to approve it. 1188

(KGTV) -- South Bay junior and senior high school families learned Monday they will need to stand fast at home a little longer after district officials said they will not reopen campuses for physical learning this year.The Sweetwater Union High School District announced that students will continue distance learning through December 2020 citing "significantly higher" COVID-19 cases within the district's communities.The announcement comes as local health officials wait to hear if the state will place San Diego County back into the purple tier -- the most restrictive level on California's coronavirus reopening road map. Such a move would likely shutter indoor operations for restaurants, movie theaters, houses of worship and gyms, limit retail businesses to just 25% capacity. Chula Vista reported 5,603 COVID-19 cases making up 12.7% of the county's total cases, according to the latest county health data. (KGTV) -- A card room in Chula Vista has built an elaborate outdoor facility as a way to continue its business and comply with San Diego County COVID-19 pandemic-related health guidelines.Seven Mile Casino’s new “card room” is actually a 5,500-square-foot tent, complete with tables distanced six feet apart, Plexiglass partitions to separate players, and touchless hand sanitizing stations around the tent.Before guests can enter the area, they must first go through a health screening. Staff and patrons must wear a face covering at all times while on the property.Seven Mile Casino spokesperson Brad Samuel said they’ve been working with health officials to make sure the casino meets all guidelines. They’re even using their cameras to help with contact tracing.Samuel added, "If someone was to get sick and say later, ‘I was at Seven Mile Casino,’ we can literally show that person and show authorities every single person that that person came into contact with … so they can be notified."Now that the casino has opened its doors, it means about 300 people also have jobs again. 1112
