SAN DIEGO (CNS) - The San Diego Air & Space Museum will hold an induction ceremony for its Air & Space Hall of Fame 2019 class Saturday, which includes Amazon and Blue Origin founder Jeff Bezos.In addition to Bezos, the 2019 class includes former Lockheed Martin Corporation Chairman Vance Coffman, MedAire founder Joan Sullivan Garrett, Apollo 12 command module pilot Dick Gordon, D-Day Pathfinder pilot Lt. Col. David Hamilton, Boeing Company aerodynamicist and aerospace engineer Robert Liebeck and Robert Gilliland, the first man to fly the SR-71 Blackbird.The museum launched the International Air & Space Hall of Fame in 1963 to honor pilots, inventors, engineers, space explorers and more who have made important contributions in the fields of Earth and space flight. Past inductees include air and space luminaries like Charles Lindbergh, Neil Armstrong, Chuck Yeager and Ellen Ochoa."We're especially pleased to honor this exemplary class of 2019 because these men and women are amongst the most talented figures in air and space history," museum President and CEO Jim Kidrick said. SAN DIEGO (CNS) - The San Diego City Council today approved an emergency ordinance requiring hotels, event centers and commercial property businesses to recall employees by seniority when businesses begin to recover and to retain employees if the business changes ownership after the worst of the COVID-19 pandemic abates.The local ordinance applies to hotels with more than 200 rooms, janitorial, maintenance and security companies with more than 25 employees and gives recalled employees three days to decide whether to accept an offer to return.The ordinance, which was approved on a 7-2 vote, will remain in effect for six months or until Dec. 31, depending on Gov. Gavin Newsom and whether he signs Assembly Bill 3216 into law statewide. The state legislation has a significantly lower bar, requiring hotels with 50 or more rooms and event centers with 50,000 square feet or 1,000 seats or more to employ retain and recall rules by seniority.Derrick Robinson, of the Center on Policy Initiatives, said the ordinance is a good step toward protecting older workers and Black and Latino workers.``A recall by seniority protects against discrimination and favoritism,'' he said. ``And a retention protects workers when a business changes ownership.''Robinson said more than 90,000 hospitality and food service workers had lost their jobs since March, with less than half returning to work. SAN DIEGO (CNS) - Plans to replace an aging terminal at San Diego International Airport cleared a hurdle Thursday, with the Airport Authority Board's unanimous approval of the Environmental Impact Report for its major redevelopment plan.The new Terminal 1 would replace the current 53-year-old terminal, and offer 11 additional gates and upgraded amenities for passengers, including new restaurants, seating, shops and additional security checkpoints.Officials are hoping to break ground on the terminal sometime next year, with the first phase of gates anticipated to open in 2024.RELATED: Travel website ranks San Diego International as best airport in the US"Today, we took an important vote that will help ensure our airport can accommodate expected passenger growth well into the future and ensure our customers and their families are treated to a better airport experience than today's Terminal 1 can provide," said April Bolind, Airport Authority Board Chairman. SAN DIEGO (CNS) - The Miramar National Cemetery Support Foundation launched a project Thursday to build an Armed Forces Memorial Amphitheater with permanent seating in the cemetery's assembly area.The foundation, which sponsors the Avenue of Flags as well as the Veterans Tribute Tower & Carillon and the annual veterans' services at the cemetery, is working with cemetery leadership and the VA's National Cemetery Administration on the design of the amphitheater.The VA-required construction of the amphitheater and maintenance endowment are expected to cost between 0,000 and 0,000 -- the largest project the Support Foundation has yet undertaken at Miramar National Cemetery. No federal funds will be expended for the project."We're dedicating our fifth Annual "Virtual Gala" fund-raiser to the Armed Forces Memorial Amphitheater, said Charlie Inot, Support Foundation president and CEO. "We're asking corporations, members of veterans' organizations and civic groups, as well as the public, to help make this vision for Miramar a reality through their generous contributions."The plan for the amphitheater includes long concrete benches arranged in a semi-circle within the existing flag assembly area. The benches would be fronted with stone, matching that used throughout the cemetery. Landscaping plans include artificial turf areas between the seating and around the amphitheater perimeter. The seating area is designed to comply with Americans with Disabilities Act requirements by providing handicapped access and wheelchair spaces."To accommodate guests at our veterans services in the past, we've had to set up folding chairs in the flag assembly area," said Sallay Kim, Support Foundation vice president and chair of the Virtual Gala. "That's not really satisfactory or comfortable for our guests, especially if the ground is too soft to properly support the chairs. SAN DIEGO (CNS) - The San Diego Metropolitan Transit System will begin a pilot program Tuesday to reduce fines and allow fare violators new options for clearing their citations.Passengers will still be required to have a valid fare while riding, but any citations MTS issues on or after Sept. 1 will qualify under the new program guidelines."Our goal is to be flexible in our fare enforcement efforts so that riders have an opportunity to purchase a fare or to correct their fine without a criminal process," said Nathan Fletcher, MTS board chair and San Diego County supervisor. "Bringing the citation payment process in-house to MTS rather than straight to the courts will help our passengers avoid burdensome court fees. But more importantly, it will allow MTS staff to educate passengers on what payment options are available."The MTS board approved the diversionary program on June 18 after criticism rose during the pandemic that the transit authority was saddling poorer people with unfair burdens. MTS has reported for several years that it has a fare evasion rate of 3%, but system staff estimate that MTS will lose close to million annually for every percentage point that rate goes up.The Fare Enforcement Diversion Program will offer:-- Reduced fines/more payment locations: Citations will be reduced to . A person will have 120 days to pay the fine to MTS in-person or by mail-- Community service option: An option of providing three hours of community service in lieu of payment will also be included in the new policy. Community service can be done through the Jacobs & Cushman San Diego Food Bank or a Homeless Court Program Provider such as Father Joe's Villages. According to Fletcher, MTS is currently working to add more community service locations during the pilot period-- Limited appeal window: Passengers will also have the option of appealing the fare violation within 15 days of the citation if they can demonstrate they have been wrongly ticketed. An example provided is not having a fare due to a malfunctioning ticket vending machine-- Civil Process: During the pilot, only citations that are not paid within 120 days will proceed to the courts, where substantial fees may be added to the fines -- 7.50 or more, according to MTSPre-COVID-19, around 33% of the MTS annual budget, or around 0 million, relied on fare revenue.People who board MTS trolleys or buses without a fare will be given an opportunity to deboard and purchase a fare.MTS continues to operate about 95 bus routes and three trolley lines.
