BEIJING, Oct. 13 (Xinhua) -- Chinese top political advisor Jia Qinglin Tuesday urged more efforts to perfect the system of multi-party cooperation and political consultation under the leadership of the Communist Party of China(CPC).     Speaking at a seminar to mark the 60th anniversary of the founding of the Chinese People's Political Consultative Conference (CPPCC), CPPCC Chairman Jia said the system is an inevitable choice for China to press ahead with its social and political development.     Efforts should be made to give full play to the unique advantages of the CPPCC, the top political advisory body, he said. BEIJING, July 23 (Xinhua) -- Internet researchers from China and Britain agreed at a forum in Beijing Thursday to enhance cooperation on maintaining a safe Internet environment for children.     The second China-U.K. Internet Roundtable-conference was held from Wednesday to Thursday.     The participants of the conference believed that the two governments and Internet enterprises from the two countries should work together to deal with the challenges brought about by online dangers to children.     They agreed it was necessary to strengthen the protection of young netizens from unhealthy information online, such as pornographic material or exposure to online predators.     Malcolm Hutty, head of public affairs of London Internet Exchange Ltd. said that there should be a "partnership approach" between government, parents and children's organizations responsible for advancing the rights for children.     Hutty said the government should create new protective laws.     "There is a big role for Internet industry ... in raising the awareness and providing ... educational messages about how to protect children," Hutty said, adding that there were responsibilities around ensuring that services aimed at children were made safe for them, particularly in chatrooms and social networking.     Susan Daley of Symantec suggested teaching children good cyber-skills in schools.     Hu Qiheng, chairwoman of the Internet Society of China (ISC), said that it was the responsibility of the government, parents and schools to safeguard the rights of young netizens.     Internet enterprises should also provide technological support to parents in installing protective software, she said.     According to the China Internet Network Information Center, by the end of 2008, about 108 million Chinese Internet users were under 19 years old.

TAIPEI, Aug.15 (Xinhua) -- Typhoon Morakot has killed at least 124 people and left 56 missing in Taiwan as of 10 p.m. Saturday, according to local disaster response authorities. Another 45 people were injured after the typhoon, the worst on the island in nearly five decades, wreaked havoc across central and southern regions.     Sixty-six people died in Kaohsiung, 25 in Tainan, 16 in Pingdong, six in Chiayi, seven in Nantou, three in Changhua and one in Yunlin.     Nearly 23,700 people have been evacuated, and almost 5,000 are taking refuge in 170 sheltering camps.     Morakot has caused more than 12 billion New Taiwan Dollars (365million U.S. dollars) in damages to agriculture and forestry. Among the worst-hit regions are Pingdong, Kaohsiung and Tainan.     People from a wide range of social sectors in Taiwan have donated cash and materials worth millions of New Taiwan Dollars to support the disaster-relief work. BEIJING, Aug. 4 (Xinhua) -- China's Supreme People's Court issued a new regulation Tuesday to encourage parties involved in conflicts to mediate for resolution.     The regulation is in response to a rapid increase in lawsuits during the past two years.     It clarifies transitional procedures for parties to cease actions in the people's courts and turn instead to industrial or community mediation.     The move is an attempt to bring social organizations into play at an action's early stage to ease public discontent and prevent aggravation of resentment and tension. It is in accord with the new objective of a harmonious society outlined by the Communist Party of China and the government.     According to the court's statistics, lawsuits for criminal, civil affairs and administrative issues submitted to courts around the country in 2007 increased by 7 percent from 2006 to 5,550,062 cases. The courts handled 6,288,831 lawsuits in 2008, 13.31 percent up from 2007.     "Entering a transitional period of development, Chinese society is encountering an increasing number of new contradictions and problems it has never before experienced," said court spokesman Sun Jungong Tuesday.     "Mediation bodies need to be strengthened to make a bigger contribution to the resolution of disputes," he said.     The regulation means agreements achieved in arbitration or mediation by administrative bodies, mercantile organizations and industrial groups will have the same force in law as those judged by the people's courts.     "The courts at all levels should guide mediation and arbitration methods in a scientific, fair and rational way as well as act as supervisors and executors of agreements," said Jiang Huiling, vice director of the SPC's judicial reform office.
