CHULA VISTA, Calif. (KGTV) - One man is dead after a fight erupted at a South Bay gas station Monday night.Police said two men began arguing outside the AM/PM gas station at 765 E Street just after 8 p.m. Police responded to find one man unresponsive on the ground. The victim was taken to Scripps Hospital in Chula Vista, where he was pronounced dead.Chula Vista police reviewed surveillance footage from the gas station, which showed the victim sitting on a curb asking customers for money at the gas station.The suspect, later identified as 64-year-old Carl Keele, walked up and was confronted by the victim, according to police. The two men appeared to argue before the victim stood up and attempted to punch Keele.The two began to throw punches and kicks at one another until the victim collapsed. Keele then walked off camera and left the scene, police said.Police said the victim could be seen breathing while laying on the ground. Witnesses told police they thought the victim was joking around after he fell.Police later located Keele and took him into custody. Keele told officers the victim asked him for as he approached the AM/PM. He told him no and the victim called him a racial slur, according to Keele.Keele said he told others not to give the victim money and the man became angry and started swinging at him. Police said Keele defended himself by throwing punches in return until the victim collapsed.Police said based on witness statements and Keele's statement, they do not see any grounds to charge Keele.The victim's name is not being released pending family notification.CVPD is still investigating the incident. CHULA VISTA, Calif. (KGTV) — Chula Vista could be the next city to make outdoor dining easier for several restaurants.The city says it’s established a free permitting process for Third Avenue businesses, between E and G Streets, to move indoor operations outside amid a new round of coronavirus-related closures across the state.The businesses will be allowed to expand into the public right-of-way, giving them the option to create a large dining area while adhering to social distancing measures.“This will provide the businesses outdoor options using tables and canopies while having social distancing and queuing areas for sidewalk cafes and curb cafes. Businesses on Third Avenue would be able to create a larger outdoor dining experience as public health mandates currently have indoor dining closed,” a city release stated.The city also approved a temporary closure of Third Avenue on the weekends, between E and G St., through January 2021 for businesses to expand outdoor dining. This plan would have to be approved by the Third Avenue Village Association to go into effect, the city says.This week, the city also approved a .5 million grant for small businesses to be reimbursed for the costs of business interruptions due to pandemic closures. The grant, called Chula Vista CARES, is funded through the federal CARES Act funds.For-profit businesses located in commercial or industrial space in the city, with ten or fewer employees, and who were required to closed due to COVID-19 can apply between July 20, at 7 a.m. and July 24, at 7 p.m. for a portion of the grant. The maximum a business can receive will be ,000. To be fair, the city says businesses will be selected in a lottery format.“Small businesses are the backbone of Chula Vista’s economy and are a critical part of our community’s economic recovery from the ongoing COVID-19 pandemic. China said Friday it will temporarily reduce tariffs on imports of American-made cars as it tries to negotiate a trade deal with the United States.Citing the meeting earlier this month between US President Donald Trump and Chinese leader Xi Jinping, the Chinese Finance Ministry said in a statement that it will remove the additional 25% tariffs on car imports from the United States for three months starting January 1. His government delivered on that promise in July, reducing import taxes from 25% to 15%.But just days later, China imposed new additional tariffs of 25% on American-made passenger vehicles as the trade war with the United States escalated.The tariffs hurt profits of major automakers that ship cars to China from the United States. Germany's BMW and Daimler, the owner of Mercedes-Benz, have been hit particularly hard. Shares of BMW (BMWYY) and Daimler (DDAIF) both trimmed early Friday losses on the news.The stocks had spiked last week after Trump tweeted that China was going to cut auto tariffs.General Motors (GM) and some other automakers already have a large presence in China through partnerships with local manufacturers. CHULA VISTA, Calif. (KGTV) -- Pastor Art Hodges stood on the steps of Chula Vista City Hall Wednesday, surrounded by about 50 people of faith. "Hear our prayer. Forgive our sin," Hodges said during the group prayer.The people were rallying against a program that calls for drag queens to read to children. Drag Queen Story Hour is scheduled to start Tuesday at the Chula Vista Civic Center Library. At the rally, those opposing the program said it would harm a child's growth and development. They also demanded public hearings."If there are parents that want drag queens to come read books to their children, they have that right. They're the parents, we're not protesting their right," said Hodges. "But they should do that privately, on their own time, in their own place, on their own dollar."Supporters say the program promotes tolerance and acceptance. Chula Vista Mayor Mary Salas called it "preposterous" to have a City Council vote for a one-hour reading program, which she said would not be canceled. "The City of Chula Vista is proud to celebrate the diversity of our community in all of our programs," Salas said in a statement. "The purpose of this event is to encourage children to use their imagination and creativity and most importantly to read."The tone of Wednesday's rally was much different than one held last week, in which tempers flared from the start. This time, only a handful of Drag Queen Story Hour supporters watched the rally from the side. Supporter Shelley Rudd, a retired teacher, said the drag queen reading program benefits children. "I think that it really helps those children who may be questioning, an opportunity to see that there are options and that it's okay," Rudd said. Last week, a different rally organized by a group called Mass Resistance got heated, with police stepping between both sides on two separate occasions. (KGTV) — Aquatica San Diego and Chula Vista police are warning trespassers after ABC 10News obtained video showing people inside the closed waterpark riding skateboards on some of their attractions.The clip starts with individuals climbing over barbed wire fencing surrounding the theme park. The group is seen casually walking the grounds of the park then skateboarding on water slides, including the six-story funnel ride Tassie's Twister.The 19-second video appeared on the social media app TikTok on May 19 and has been viewed more than 1.1 million times.10News showed the video to Aquatica, who confirmed there have been trespassing incidents recently. The park added that they have notified police and trespassers will face consequences."While Aquatica is temporarily closed because of COVID-19, the park is monitored 24/7. Our security team has caught trespassers in the park and notified the Chula Vista Police Department. Citations have been issued because trespassing is a misdemeanor crime. If property is damaged, it can be a felony," said Kelly Terry, SeaWorld and Aquatica spokeswoman, in a statement.RELATED: San Diego theme parks aim for July 1 reopening if state allowsCVPD Lt. Chris Kelley confirmed the incidents and said that some individuals have also been arrested. Kelley did not comment about the TikTok video nor offer any details on trespassing cases related to Aquatica.Some of the individuals in the video are recognizable to the camera.
