KILLEEN, TX — A suspect in a Fort Hood Criminal Investigation Division (CID) case died of a self-inflicted gunshot wound just as officers attempted to make contact with him early Wednesday morning.The Army has since confirmed the incident is linked to the disappearance of Pfc. Vanessa Guillen.Officers with the Killeen Police Department with the assistance of U.S. Marshals located the suspect at around 1:30 a.m. local time.Officers, along with the assistance of the U.S. Marshals, located the suspect in the 4700 block of East Rancier Avenue — about 10 miles from Fort Hood. The Killeen Police Department says as officers attempted to make contact with the suspect, he pulled out a gun and shot it towards himself. The suspect later died.The incident came hours after Army CID agents announced they had found human remains while searching for Pfc. Vanessa Guillen, a soldier who went missing from the base on April 22. They don't belong in any town. They belong behind bars," Jacob said in a statement.Since 2015, nine of 12 sexually violent predators in the county have been released into the East County. Five of 12 have violated the conditions of their release. Four have been returned to a state mental institution.Cornwell's release hasn't been finalized. JACKSON, Miss. — Mississippi legislators have voted to remove a Confederate battle emblem from their state flag. Mississippi’s House and Senate voted Sunday to retire the flag adopted in 1894. It's the last state flag that includes a Confederate symbol that many people condemn as racist. Republican Gov. Tate Reeves has said he will sign the bill. The change comes amid widespread protests over racial injustice. Mississippi has a 38% Black population. A commission would design a new flag that cannot include the Confederate symbol but must have the words “In God We Trust.” Voters will be asked to approve the new design in the Nov. 3 election. 655
JACKSONVILLE, Florida — Water releases to Lake Okeechobee will be adjusted beginning today, Aug. 24. The U.S. Army Corps of Engineers says releases will achieve a 14-day average of 2,000 cubic feet per second from Moore Haven Lock and Dam and 1,500 cubic feet per second from St. Lucie Lock and Dam. "With continued paramount focus on Herbert Hoover Dike safety throughout 2018, we need to make increased discharges to slow the still dangerous rise in lake levels," said Jacksonville District Commander, Col. Jason Kirk. "In concert with the South Florida Water Management District, we continue to maximize storage nor and south of the lake to minimize the requirement for discharges." The lake stage was 14.57 feet as of Thursday. Under these current conditions, discharges up to 4,000 cubic feet per second are allowed to be released to the Caloosahatchee and up to 1,800 cubic feet per second to the St. Lucie. Crews will use flexibility when it comes raising flows, while they still work to reduce risk to the Herbert Hoover Dike. The St. Lucie average flow will increase by 330 cubic feet per second from current releases, although runoff water from rain in the St. Lucie basin could occasionally result in flows that exceed the target amount of 1,500 cubic feet per second. Staff with the Jacksonville District will continue to monitor conditions and will make adjustments to water flows as needed. 1458
